STORY TOLD BY GIRL LEADS TO ARREST OF TWO WAITERS SAM'L GOMPERS COMING HERE THE DAY BOOK An Adless Newspaper, Daily Except Sunday VOL. 4, NO. 148 Chicago, Monday, March 22, 1915 398 GARMENT WORKERS CHARGE BOSSES OPERATE BLACKBALL SYSTEM iTailors and Cutters to Hold Big Mass Meeting at Hod carriers' Hall To Point Out Dangers of Employers' Job Bureau That a bosses' employment bureau controls the destinies of all the cut ters and fitters in the garment indus try in Chicago is the statement to a Day Book reporter of Prank Rosen blum of the Amalgamated Clothing Workers of America, which has start ed a campaign to organize the 50,000 tailors of Chicago. This agency is located in the Me dinah Temple and is backed by the Clothing Manufacturers' Ass'n, -which comprises all the manufacturers, with the possible exception of a few little fellows. "The only way a cutter or fitter can get a job in Chicago is through this employment agency, which was es tablished by the bosses right after-the lost strike of 1904. "Rosenblum said: "If a cutter or fitter objects to any thing in the shop where he is working and qnits, if he objects to tie thing that has happened continually, the cutting of wages, he finds he cannot get a job in any other shop in the city, and unless he quits the industry he must meekly go back and submit to conditions at the shop he quit. "In addition, this agency is con stantly recruiting apprentices to take the place of the skilled men. The ap prentice starts at low wages and is kept until he reaches the place where he expects a fair wage, then he loses out to another apprentice. s&Mmmmmm
