SAFETY AT SEA The terrible
disaster in the overturning of the
Eastland is another dire lejson that
there should be- no limit in the en
forcement of the ""law concerning
safety at sea.
I have sailed under Cap t Pederson
and know him to be one of the most
careful and conscientious masters I
have ever been with, and think a
thorough investigation will uncover
a lot of things of interest to the

1 even the ill-fated Lusitania should
not have paid the awfull toll in hu
man lives which they did through
lack of trained crew.
One statement from a passenger of
the Lusitania read that the crew did
not seem to be sufficiently trained.
Several years ago the undersigned
was one of the crew of a trans-Atlantic
liner and am well posted: on
the line of training they receive.
After hiring a crew, some of which
have never stepped on a boat before,
each gets the number of the lifeboat
which he is supposed to man in case
of need. Then he is ready to assist
women and children that might be en
trusted to his care.
After the voyage across the ocean
we did nave a so-called boat drill.
It was a painful sight to see some of
the crew hardly able to scramble inta
the boats themselves, much less as-
- sist anybotiy else.
, The main cause why passenger
boats especially are unable to keep
well-trained sailors is the ill treat
ment as well as low wages.
-There are a lot of good men to get
and the sooner the public realizes the
.importance of a well-trained, efficient
crew the sooner win that law be en
forced which provides safety at sea.

WHO IS TO BLAME? Is it the
captain? He was following orders.
If he- didn't he would lose his job, and
he probably had a family to support
Is it the chief engineer? He, too,
was following orders. Is it the coal
passers, the steward or the rest of the
crew? They all were following or
ders. They had their jobs to keep.
lis it the owners? They had their
money invested in the boat. The
season Is short, with many rainy
days, and they had to make hay (Ji
while the sun shone, for failure means
bankruptcy, and bankruptcy means
social ostracism loss of position in
society. Is it the inspectors? Too
many reports against the condition
of priyate property subjects them to
criticism as cranks, with the conse
quent loss of their Jobs. It is easy
to raise the drenched garments of
the victims on high and cry for the
punishment of some one. But after
one man is in Jail the same conditions
go merrily on. It's the same spirit
that hung witches in Massachusetts.
Who is to blame? It's the capital
and the devil take the hindmost. It's
the system of everyone for himself

produced not for use, but for sale
and profit Was this boat operated
for use? No, it was operated for
profit Are the rickety railroads that
invite wrecks operated for use? Are
adulterated foods produced for use?
Is the hay that is sold for tobacco
productd for use. No, it's the profit
Single taxers, individualists, capitalistic-minded
is your remedy for this? Single tax

maintain the commodity-producing
system wherein the sole object is to (,

appear in the market dressed in their
best to fool somebody into believing
that they are useful?
