Chief Healey wants citizens to co
operate with him in stamping out
vice, which is returning to the once
"live" portions of the city. The first
report will be sent to the captain of
the precinct where the reports comes
from. If a second report is turned in
a special investigator will be sent out
from the chief's office to find out why
conditions have failed to improve.
Captains found shirking their duty
will be brought before the trial board,
