larger income. Every social class
aims to keep up appearances.
As for evolving a higher race, it
can't reasonably be argued that the
idle sons and lazy daughters of the
rich would really contribute to the
upward development of the race by
reproducing. Too many of them are
not worth reproduction. The law of
compensation is at work when a man
works his way to wealth, makes idlers
and social fools of his children, and
then they let the family die out It
matters little how much book-learning
they have, if it is turned to no
good purpose.
The culture of the educated doesn't
mean much, because social position
isn't determined by culture, but by
wealth and the ability to entertain.
Nor does modern culture promote
morality. On the contrary, there is
more moral rottenness in the swellest
social sets than among the poor.
And, unfortunately, too many of
our college-educated boys and girls
aspire for admission to that set, or
as near to it as they can get.
If we want to develop a higher
race we must protect the boys and
girls who work for a living, give them
higher wages and a more wholesome
life, for from them will come the best
fathers and mothers and the best
children. No higher race can come
from Lake Forest or Shenclan road,
under present social conditions. And
most children of the rich are an eco
nomic liability instead of an asset
Let them rot and die off. The top of
tomorrow will come from the bottom
of today. About all we can do is to
make it easier for the bottom to work
its way up.

THE PUBLIC FORUM
REGAN PRINTING CONTRACTS.
My attention has been called to an
article appearing in The Day Book of
Sept 21 in which indirect charges
are made that through my connec
tions with John F. Higgins Co., the
G. D. Steers Bindery and the Regan
Printing House I have assisted in
overcharging the city for binding the
council proceedings.
I could wish that some attempt had
been made to verify these charges
before spreading them broadcast. I
have given considerable time to the
public, and had hoped, and still hope,
to withdraw whenever there was no
longer any need for me, with a clean
reputation. The sort of attacks made
in The Day Book may not trouble a
person's conscience, but they are
bound to injure, to some extent at
least, his reputation, for no explana
tion ever reaches all who read the
original charges. I wish, however, to
state the exact circumstances so far
as they concern myself.
I have not, and never have had, any
interest, financial or otherwise, in the
firm of John F. Higgins & Co. To Mr.
John F. Higgins personally I have not
spoken for twelve years, for reasons
not necessary to enter into here.
Until July of this year I had no
interest, financially or otherwise, in
the G. D. Steere Bindery. In that
month representatives of Mr. J. L.
Regan, who, with Mr. John F. Hig
gins, owned the G. D. Steere Bind
ery, offered me Mr. Regan's stock in
the concern. The negotiations are
not yet wholly concluded.
In the Regan Printing House I have
held for nine years 7 per cent of the
capital stock, most of the remainder
being in the hands of Mr. J. L. Regan.
Mr. Higgins does not now and has
not at any time owned any stock in
the Regan Printing House. Owing
to the illness of Mr. J. L. Regan I
assumed partial control of the Regan
Printing House Jan. 7, 1915, and full
