FIRST RESULTS OF "SAFETY
FIRST." The most remarkable safe
ty record in the history of American
railroads was made in the fiscal year
ending June 30, 1915. The total
number of fatalities was the smallest
in 13 years.
Not in 19 years have fewer passen
gers been killed and not in 17 years
have fewer employes been killed. Yet
last year the railroads carried 93 per
cent more passengers than in 1896"'
and employed 106 per cent more men
than in 1898.
How does this remarkable new
safety record come about?
It is not all to the credit -of im
proved railroad conditions and the
extra precautions which have result
ed from the workmen's compensation
laws. These have not yet made any
railroad "fool proof."
In good measure, the 1915 record
is due to the "safety first" movement.
Constant repetition of this catch
word is beginning to show results.
.Its first effect has been upon the
individual. He has assumed greater
responsibility for keeping out of dan
ger. This is well, but it is not enough.
The next result of "safety first"
should be a persistent public demand
for every possible protection from ac
cident at all times and in all places.
Too much of the preaching about
"safety first" has been designed to
make the public take all of the' blame
for whatever happens. Manufac
turers and transportation companies
Big Business have promoted our
liberal education in this respect, in
order to relieve themselves of their
proper share of the high cost of
There's a dividing line somewhere
between what we owe them and what
they owe us." It is up to the public to
see that the "safety first" boundary
is put in the right place. For justice
works both ways. It is a thing to
get as well as to give.
Our idea of something funny is an
English newspaper knocking the
Bethlehem Steel common, worth
$30 before the war, gets a dividend
of $30 per share. War is well, have
you got any Steel common.
We're getting a bunch of English
capitalists who are fleeing to this
country to escape the income tax.
