THE ARMY. It appears that the
subsidized press and a few political
windbags are trying to frighten us
into spending billions on this so-called
We are now contributing to the
support of a whole lot of semi-moribund
educational factories and now
they want us to spend more in teach
ing our college men military science.
One-half the money appropriated for
army use is spent in pork such, as
printing, rental of useless recruiting
stations and help to jerkwater col
leges. If we commission a lot of half
baked kids fresh from school just be
cause they have attended an institu
tion that has an initiation course in
military science does that make for
efficiency in our army?
Why are we wasting thousands on
these student camps that will invite
the banker and his clerk to join, but
bars out the hodcarrier and his clerk.
We don't need any more West
Points or Annapdlises. If we passed
a law requiring every applicant for
an appointment to West Point or An
napolis to serve two years as an en
listed man, then we would not need
any extra military schools. Few if
any graduates from West Point are
competent to take command of a unit
upon graduation, so what can we ex
pect from the pork school graduates?
We have 300 more political ref
ugees appointed from civil life hold
ing commissions in our army than
we have graduates from West Point,
and of these 1,800 political refugees
256 are ex-Rough Riders. So draw
your own inference.
Theodore Roosevelt is calling us
all cravens because we don't enlist in
the army. What about those four
impeccable sons of his?. Win. H..
Taft, who told the Filipinos in his
famous "Little Brown Brother"
speech that our soldiers were the
"scum of the earth," why isn't his
son an enlisted man in the army?
Every retired liar is in a ctive serv
ice now and taking orders from that
"ultra-patriotic" society known as
the Miltary Order of the Carabao, in
howling for a larger army and the es
tablishment of a military caste. If
we common people don't get busy we
are going to find ourselves conscript
ed into the army, with a lot of snobs
holding commissions browbeating us
for the rest of our lives.
Boost for the idea of no one getting
a commission unless he has served
two years as an enlisted man. And
remember only 7 per cent of our or
ganized militia volunteered for serv
ice in the Spanish war and also that
there are a lot of so-called military
experts who have been writing under
titles they have no right to. Milton

PREPAREDNESS FOR POLICE

caught It is well to show sympathy
with those who have lost their lives
while performing their duty and it is
quite natural, or at least customary,
to glorify them after they are dead
but that will not improve matters.
Thinking people cannot escape the
conviction that Chicago's police force
is woefully unprepared. Perhaps it
is natural and inevitable to "take life
easy," to become too phlegmatic and
gain too much physical weight after
one gets "on the force," or perhaps
"the force" only attracts men who
are inclined that way. In either case,
the result is unpreparedness and un-!
fitness for the work to be done.
Is there a remedy? I do not know.
Perhaps a "police department is no ex
ception. Are not all our institutions
based on this one thing to get from
others as much as possible in return
for as little service as possible?.
