For the first time since ever a rail
road whistle hooted in this country
there is a grand line-up of all train
men and enginemen on one side and
a grand line-up of all the railroad
companies in the United States on
the other side.
Today these two parties formally
began dealing, dickering and writing
to each other about a new scale of
wages and working hours to take the
place of present contracts which ex
pire in May.
The four big brotherhoods today
sent notice to all general managers
of all the railroads of the United
States that the workers who man
these roads want an 8-hour day, with
time and a half for overtime. The
demand is based on a vote taken
among members of Brotherhood of
Locomotive Engineers, Order of Rail
road Conductors, Brotherhood of
Locomotive Firemen and Enginemen
and Brotherhood of Railroad Train
men. Ballots of members showed
over 91 per cent are for the 8-hour
day and time and a half for over
time. The official notification to railroad
general managers says answer is ex
pected on or before April 29. The
railroads are formally asked to
"enter into a collective movement,"
make one grand get-together, for the
purpose of negotiating with the
workers. This, of course, is under
stood to be purely formal All the
big rail systems are now and have
been for some time joined in a "col
lective movement" to choke off any
general strike or wage raise.
It's a new thing for the big rail
brotherhoods to go' to the front and
battle for higher wages for hostlers.
The Chicago Junction Ry., an Armour-owned
line, pays $2 a day to
hostlers who work 12 hours a day.
Under the new scale proposed the
hostlers would get $2 for an 8-hour
ay. Here are the main points of the
PRESENT DEMANDS

new scale as given out by Transpor
tation Brotherhoods' Publicity bu
reau at Cleveland:
Article 1 In all road service, 100
miles or less, 8 hours or less will con
stitute a day, except in passenger
service. Miles in excess of 100 will
be paid for at the same rate per mile.
On runs of 100 miles or less over
time will begin at the expiration of 8
hours. On runs over 100 miles over
time will begin when the time on
duty exceeds the miles run divided
by 12 miles per hour. All over
time to be computed on the minute
basis and paid for at time and one
half times the pro rata rate. No one
shall receive less for eight hours or
100 miles than they now receive for
minimum day or 100 miles for the
class of engine used or for service
performed. Time will be computed
continuously from time' required for
duty until released from duty and
responsibility at end of day or run.
Article 2 Eight hours or less will
constitute a day in all yard and
switching service. The minimum
day's pay for 8-hour yard shall not
be less than the present day's pay for
10 hours. Time to be computed con
tinuously from time required for duty
until released from duty and respon
sibility at end of day or run. All over
J5 hours within any 24-hour period to
be computed and paid for at the rate
of time and one-half time. Al over
time to be computed on the minute
basis.
Article 3 Eight hours or less at
present 10 hours' pay will constitute
a day's work in hostling service.
Time to be computed continuously
from time required for duty until re
leased from duty and responsibility
at end of day or run. All over 8 hours
within any 24-hour period to be com
puted and paid for at the rate of time
and one-half time. All overtime to
be computed on the minute basis.
