In bitter excoriation of "the little
group of wilful men, representing no
opinion but their own" who filibust
ered neutrality bill to death, presi
dent has declared "the great govern
ment of the United States" is in a
"helpless and contemptible" position
before the world.
By studied filibuster, led by Sen.
LaFollette, 11 senators kept the sen
ate from passing the bill giving the
president power to arm Americaa
