Mr Shontls declared because of hob
llio leeislation and fear of owners ot
railroad securities that they will not bo
allowed to manngq their bwnfproperty
tho rillioad development of the coun
try Is at a complete standstill and there
can bo ho return of piosperlty that will

Rather than sice this condition bo

would be for tho maintenance of our

BELIEVES IN SUPERVISION
I belfovo In supervision or jegula

faro ot tho country and tho volfaie of
tho railroads lequlres the existence of

With powers sufficiently broad to enable
them to effectually protect tho public

Thedangcr however Mr ShontB said
lies in those sections ot the laws w hlch
go beyond the point of regulation and
placethe physical operation of tho rnil

lacking In the training and experience
which such authority demands
In conclusion Mr Shouts expressed
tho belief that tho tendency towards
operation of railroads by commission
Is not deep rooted in the public mind
and vvlll not long remain after the sub

for every affected animal Thcr result
Todaytheio is not 4i known case of
either of those contagious diseases In
any herd of cattle In America
On the other hand It Is known pos
itively that 17 per cent of all the dairy
cattle from wjiieli tho milk1 supply ot
the city of Now York s obtained are
COVB buffering fiom tuberculosis Many
titics havo adoptod oidlnances which
assure tho consumer of milk against
the cow with tuberculosis But there
Is no guarantee backed by federal au
thority that tho consumptive cow of
Iowa or Illinois does not furnish tho
butter or milk for Milwaukee or New
Yoik
DISEASE IN COWS
The federal laws protect tho con
jumer of meat and meatjproducts from
the dangor of consuming tho flesh of
diseased animals provided ot course
that thn animal Is slaughtered in an
establishmentwhich Is under govern
ment supervision But the reports
made to thovbureau otanimal Industry
of the department of agriculture shovy
that of all tlw carcasses of beef cattle
Inspected 00 per cent of those condemn
ed are cows As less than 30 per cent
ot cattle slaughtered In tho establlsh
mcnts under 1edenrf Inspection aror
cows It follows that the Beater number
of cows probably killed for food
by local butchers are tainted with the
bacillus of the dread disease
TRUE ALSO OE HOGS
The same is tiue of hogs especially
hose which are bred and fed on dairy
farms It has never been demonstiated
that a human being1 contracted con
sumption from eating meat of an ani
mal affected by tuberculosis Thero
aro two prime reasons for this In
tho list place a degree ot heat suffi
cient to propei ly cook pork or beet
will certainly destroy the bacilli ot
consumption Again tho disease at
tacks the lymphatic glands and tho
viscera and those aro parts notjusually
eaten But on the other hand tho
hogs slaughtered by tho packors of
Chicago Omaha Kansas City Buffalo
nnd flther points which are condemned
bj the federal Inspectors are almost
always traced back to dairy farms
and frequently to the experiment sta
tlons The natural Inference Is that
these hogs contract disease from In
fected cattle Now it a hog can con
tract consumption from drinking the
milk of a cow Infectedwith tuberculo
sis it follows that an Infant may bo
and undpubtedly Is equally susceptible
to contract the disease from a llko
source Consequently It would appear
to be tho duty of the federal govern
ment to step In and absolutely prohibit
the traffic In milk and dairy products
butter and cheese from one state to
another without federal Inspection of
tho h6ids which supply the dairy pro
ducts
CAN LOCATE DISEASE
It has been demonstrated beyond
tho shadow of a doubt that an animal
suffering from tuberculosis can bo
picked out But tho trouble lies In tho
fact that tho disease ismost prevalent
amone tho high sraue pampered
animals Tho owners resentlthe Idea qt
fedioral interference and up to the
present tlmo they havo fought against
federal state and municipal inspec
tion A cow suffering from plouro
