Since war has become a reality the .interest of a 'large number of Ha.mp ton people has centered' on the organi? zation of naval reserves. Since the controversy of Thursday night everv one is anxious to arrange a solution of the difficulties.. When seen 'by a Daily Press reporter yesterday afternoon Mr. H. H. Holt one of those interested in effecting an organization of naval reserves, said: "The stand taken taken 'by Peek's friends was as follows: That the law is specific in regard to the organiza? tion of militia forces. Including ? tine naval reserves, in the State of Virgiruia, and is as foilowis: That whenever a sufficient number of persons (not less than forty nor more than sixty) shall Join together ^.nd declare theip-punpose to form a division of nav^rf reserves, they may proceed to elec*^com.pany of? ficers and theii inform^ri-ie commander in chief (who iVjib**tfover:ior), of their purpose. Boyenton to add five names to the roll to make a quorum. Whereupon Peek's friends protested' and claimed uliat they were entitled to Increase the roll to tdxty and that the members should 'then be permitted to organize and elect officers as they saw fit, as is authorized by the code, to which the chairman objected; whereupon Peek's followers bolted the meeting, and the chairman, finding that there was not a quorum present, suggested a compromise, and Peek's followers retrred to deliberate. They returned afterward, having agreed to support Mr. Boyenton for a staff officer, which they understood this division was to furnish, Mr. Peek to be com? mander, and the other officers to he elected by a popular vote. Mr. Boy enton's friends declined to accept this proposition, whereupon the chaiirmian decided the meeting adjourned." The law referred to by 'Mr. Holt is found in Chaipter 21, Section 30S of the Code. At the time of Uta passage there wais no such organilzatton in the state as a naval reserve force, and hence at the session of 'the General Assembly of 1S93-94 an act providing for the formation of such organizations under the law oi'ted in the code was enacted. Thlis law can be found in Chapter 501, Acts 1S93-94, page 547. Last night a meeting was held in the court house at S o'clock to organ? ize and elect officers and the meeting was called to order by Mr. >H. H. Holt. Mr. J. E. Johnson wau unanimously elected to act as chairman and Mr. Holt 'was chosen secretary. The matter of election of officers for the division was at once gone into and Mr. William H. Peek was nominated for the office of Senior 'Lieutenant. He was the only candidate, and was, of course, elected. Mr. Peek ?s therefore com? mander of the divi'don. Mr. H. H. Holt was then nominated for the office of junior lieutenant and was unaaimouisly elected. Mr. F. F. Jones was elected senior ensign and Mr. iE. W. Holt was chosen as the junior ensign. The meeting then adjourned to meet again on Monday night. [Attorney P. S. Collier will take the papers of the company to Richmond this morning and present them to the governor for his consideration. THE BOYENTON FACTION. The Boyenton faction of 'the naval re? serves held a meeting in the Masonic Temple last night, at which Commander C. W. Cake, of Norfolk, acted as chair man and Mr. S. Gordon Oumming a: secretary. Twenty-three members were present and the following offl cers were elected: Lieutenant (the commanding officer)? W. H. Boyenton. Junior Lieutenant?Mr. F. L. Patriotic speeches were made by ] I the newly elected officers of the divis? ion and by the officers of the Peninsula [Guards, after which the meeting ad? journed. ?NEW GUNS AT THE FORT. .Rapid Fire Rifles to Be ?tteady Sn- a Few Days. Yesterday morning the three large boxes in which were packed the rapid fire guns and mounts for Fort Mon? roe were removed from the govern? ment pier to the fort by t'he fort con? veyances. The boxes arrived from New York Thursday night by the Old Do? minion steamer. The guns will be mounted as soon as ?possible on the corner of the ramiparU facing Chesapeake Bay and Hampton Roads and will be ready to fire in a ?few days, as all possible speed will b" ujed in setting them up. .When these engines of war are in working order they will add very greatly to the effectiveness of the fortifications, as they are sure destruction to torpedo boats and suoh craft.
