O'Kemy has another grievance against the Seckne .Contractilig Company for failure to start the arc lamps In the downtown district at the stipulated hour, cm Sunday. Monday and Tuesday nights, Mr. O'Reilly states, some of the circuits were not In operatloa until nearly 8 o'clock, although the contract specifics that till lamps at this time of the year should be turned on at 1:57. The lamps were lighted at the scheduled time, he as serted, but many of them did not burn long, nnd several hours elapsed before the trou ble was remedied. Mr. O'Reilly has com plained to the Seckner officers in regard to the matter, only to lie Informed that the trouble was due to nil in the company's new- boilers. When this difficulty was over come, it was asserted, everything would run, smoothly, fnme time ago. when the Super visor complained about Inefficient service. Be was informed by the Seckner people that he would have no caue for f.iult-flndlne; after the company had installed Its new boilers. Now. the new boilers have been se cured, but. according to Mr. O'Reilly, there Is mil room for complaint as regards the service. Sir. O'Reilly says ho will deduct from the Seckner company's voucher for November the value of the light not fur-nishe-d. but he will not bring the matter before the Board of Public Improvements, for the reaon that that body refused to take any action on the charges he recently made ag.ilnt the company."
