"The scope of the commission has been
extended gradually until it now covers 6.0W
positions, ranging in salary from $15 per
month to S7.700 per year.
Mr. Popperman says that the immediate
reward to successful applicants has caused
a change in the old classification system of
education under the Spanish regime to one

terest of the Filipinos in acquiring a knowl
