The seeral committees in charge have perfected nil arrangements and a c'"light ful etching's pleasure is assured a who go down with tlietc three popular clubs, which are already well known as most liberal and genial hosts The Morning Times for enterprise. While the citizens of Wathinglon were sweltcrirg in tl'c heat jeMerday and divid ing their time between devising means to keep cool, 3C6 li males of the Diftriet Jail quietly passed the time in reading, ringing, eating and napping. Doubtless In many instances a goodly rbarc of the time was devoted to meditation. The Jail is not a hot building In summer. In fact, it was cool, and the prlfohcrs alwajs look fomurd to Bunday as a treat: It tifed to be the cuttcm to allow all of the prisoners, who ru defcircd, to congre gate In the large rotm.da of the building for religious services Sunday, but it is no longer thought advisable. The prisoners are now permitted to sit upon the steps leading up the walls of the rotunda to the fuurstorlcs ofcclls that form three wli gs to the building. From these steps they can look down through the grat ings on the persons conducting the services. On Sunday morning most of the prison ers arise about 8 o'clock. Half an hour later they Into breakfast, of coffee, bre.u'. and fish. At 10 o'cluck It is customary for members of the CJtliloic brotherhood of St. Vincent de Paul to hold religious services In a double cell at the end of the south wing. About one-ten til of the In mates of the prison attend this service. Two hours later, every alternate Sun rilaj religious services are held in the rotunda by missionaries from various col ored Methodist congregations. Between the breakrast hour and u jo.i each prisoner Is permitted to take a half hour's exercise In the corridor on which his cell Is Mtu ated. While the colored sen Ices are in progress the prisoners remain In their cells, but they can hear eiery feature of the service if they desire to listen. Then the hour of dinner arrives. yesterday the dinner bill of fare was. Cornhread, corned beef and cabbage, pota toes anil coffee. All were well cooked, and the meal was served to each man in a rectangular tin box, without the luxury of knirc, fork, spoon or plate. At 3 o'clock in the afternoon religious scrwevs were held, as on every Sunday afternoon, under the auspices of the Y. M. C. A. and the Central Union Mission This Is the event the majority of the prisoners look forward to, doubtless not In ms,t cases, because of their dvsire for spiritual recrea tion, but for the reason that those nhose conduct has been commendable during the week are prhileged to sit upon thcironstcps behind the wire-covered grating for an hour. The Jail has an organ. This is rolled into the center of the rotunda, and as some fair organist slU down to the instrument, the others interested in the religious work gather around. A song is started. Then it is that the musical Instinct of the negro (only 48 of tiie prisoners are white) asserts It'elf, and wonderful singing Is the result. Everyone wants to sing, and though the prisoner's mind may be faraway from tht sentiment of the song, he will enter Into it with zest and apparent feeling. The prisoners are, with few exceptions, dcfferentlal and reverent in the other ser vices, but it is plain to be seen that the music is the all In all to thrm They arc not allowed to sing in their own cellsabovc a gentle humming of a ture, and it 16 only on such occasions as these that they are fully permitted to indulge in the care-chaser-muslc. The remainder of the day is leisurely and lazily spent The vast majority of the prisoners are ignorant , and books and news papers are conspicuous for their absence. Occasionally a pruorer, who feels that he has friends jet left him, will sit down on the side of his cot and pencil a letter on a leaf torn from the memorandum book In his pocket Most of them He around lazily on their cots or look longingly through their iron-barred cell windows into the limited, world hedged In by the outer walls of the prison. For some cause the nights are warmer than the days. The Jail officials do not know the reason On the w ami nights that have lately passed, the "water man," who in the day makes his rounds continuously, was kept until a late hour answering the calls of the thirsty. j 2 TABLES J J Filled with the best Shoe Values we've ever offered. ! It develops that the real reason why the torpedo boats constructed for the battleships Maine and Texas will not lie used as such Is that they are too heavy for the purpose and cannot be carried on the ships The Hint, of the boats were changed after the machinery forlhem had beendesigued, but liotwithstaiall! g this it is laid that the can make the re-quired rate of speed for toriiedo boats If their weight were satisfactory they would be all right Tbey will probably be sent to the Naval Academy and put to seme use there. vPPPPP ...'.f: 33c.
