to the interest of tho nation to have out
lying territory. He is in favor of cotermi
nous annexations, but not of isolated ac
quisitions. This idea is in keeping with
his German trainiug. Born and reared in I
a land which never made any maritime
pretensions, whose people are good ioldiers
but very bad sailors, which, until recently, I
has not attempted to plough the briny
deep with warlike keels, and whose terri
torial scquisitions have all been coterrni
nous.iwe are not surprised to find that the
ideaof acompact and continuous nationality
within one set of boundary lines Bhould
alone find favor in bis eyes, and that he
should wish to preserve tbe same terri
torial unity in his adopted country that
has marked the march of his fatherland to
national greatuess. Without a navy and
without sailors, a nation has no business
with detached and isolated states or colo- j
nies, and, therefore, Germany has been
right in her policy thus far, and Schurz
was right in bis ideas while in Germany,
and so far as they applied to that country ;
hot when we come to apply tho same rule
to maritime powers, we find that it is not
uecessarily imperative. England can well
afford to have colonies and distantly separat- j
ed possession!, for Bhe has a powerful navy
to guard and protect them ; ar.d so may
France and Denmark and Spain have out
lying States, for tho same reason
though not perhaps with the same safety.
Wo make the point hero that a nation
which has tho power to protect and do
fend its possessions abroad, may with
safety, and with wisdom, too, depart from
Mr. Scburz's rule of coterminous boun
daries, and go to the uttermost ends of tho
earth, if it so please, to conquer or pur
chase territory, provided tho iuvebtmect be
a judicious one. This point conceded, why
may not the United States travel abroad
in quest of new islands to govern—new I
possessions for their Sancho Panzas ? We
have a powerful navy, and are a "nation
of sailors" io a truer sense of tha term I
than any other nation, save perhaps Eog- I
land, on the face of the globe. We took I
into our keeping Alaska, and its great and I
little main, and it is not coterminous.
Between our real boundaries and that
magnificent land, we find England has a
colony wedged, which it will require a
good deal of effort to force out that we
may bring our possessions ir.to unity.
The doctrine of coterminous possessions
may have done well enough for Mr. Schurz
in Germany, but we think if ho will look
at the matter through our spectacles, he
will find a plenty of good and wholesome
reasons why it should not be applied to l
More than any other nation in the
world, —and we don't know anything
about tho other planets—does America
need distant and outlying States. Not too
distant ; but just about as close as St.
Domingo, Cuba, and other West India
Islands—within reach of the strong and
protecting arm of her grand infantry, j
that iv case of danger it may co-operate
with tbe navy in its defence Tho history I
of all nations shows that men are more
inclined to war than to peace, and we be
lieve history will bear us out in the declar
ation that every generation must have a
little sport of this kind.
The youth grow up with a burning :
desire to win fame on tbe battle field. Tho I
Btories their fathers tell of the " last war"
fire their young hearts, and if they can
not have a fight they will certainly spoil.
It does not matter much to them who they
fight with either, if they can only get an
opportunity to "coul their ardor " such as
most of this generation have had, for in
stance. If a foreign foe presents itself,
so much the better ; but if there is none
to offer, then they will even fight with
one another. This has been the history
of America since its first discovery ; not a
K ration has passed away that lias not
its war, and judging the future by tbe
, and foreseeing that history will re
itself, we should begin now to look
nd for seme eligible battle field where- i
on the rising generation may have an oppor
tunity to experience the delights of copiouß
blood-letting. They will want a fight and
will have it, and it is our duty to see that
they are not disappointed, and at the same
time we should provide against their cut
ting each other's throats, aa in the struggle
Well, where shall we look for this battle
ground ? Why, certainly iv distant and
outlying possessions. We cannot have it
on coterminous soil, for no foreign enemy
could transport soldiers enough here in
twenty years to give us one respectable
battle. We cannot afford to have the war
altogether at sea, for then the navy would
win all the laurels and tho army would be
deprived of any share in the glory.
We must, therefore, select a battle
ground on which all contestants may meet
upon something like an'equal looting. St.
Domingo appears to us to be the most I
desirable point that could possibly be
■elected. If we lake it now we will have
ten or fifteen years in which to fortify and
prepare it for action. Then when all is
ready, we will send forth our herald and
challenge all the world to combat, or wo
will just let tho Fenians ask somebody to
" tread on their coats." With St. Domin
go we flatik Cuba, aud will be ready to try
the rijhts of properly with England for
bar possessions iv that quartor. What a
glorious row we could kick up to be sure I
