It then makes a trthcr, and, wo think, a modified a: - ement*of tho "principles which will i its management,"—which are libe d patriotic enough to suit all good f all parties—to wit, 'undamental and guiding policy will De note the best interests of our poeplo ; to tself firmly on the great principles of right and broad statesmanship, which ur fathers great, and te insist steadfast their application to public and private tons ; to speak words in season to our ad weary people, and point them to the :ans of attaining happiness, wealth and power—to the pursuit of right paths—to tho development of their own energies and of the resources of the State; and to call to their aid the new energies and ideas, a* well as tha bone and muscle of other lands. The political status of this paper, in the fu ture, will be to preserve, as far as may bo, the great principles which eublie a free govern- I ment. I The new management of tho Enquirer I takes sides with tho Alexandria arid Rich mond railroad company, and ably and strenuously'advocates our all-rail lino of I communication between Richm ud and Washington. It thinks the application df I the Alexandria and Fredericksburg com- I pany for an amendment to their charter I permitting them to continue their road on to Richmond, should bo granted, and while not forgetful of the internes of the I road already in existence, for a part of tbe touto—which may be prejudiced—it never theless holds that tho interests of tho peo ple should bo tho first consideration, and in performing this higher duty of protect ing their interests against wrong or injury, it is "constrained to givo its approval to the proposed new route—tho Richmond, Fredericksburg and Alexandria railroad," Then, after briefly stating ihe position of the contending corporations, and of the friends of the all-rail live, and its oppon ents, the editor says : What interest has Ihe public in this? When the golden opportunity, which for a third of a century, has awaited tbe grasp of this cherished child, cherished cbovo all others, is now apparently about to bo with drawn, we hear at the doors of our Opltol tho piteous tones of "Save me, or I sink." <Can it be oxpected that tho public can longir wait on the terrapin pace which has only accom plished seventy-five mil«s in thirty-four rears ? Or will it extend a cordial w*7oonti "to the stranger who seeks to instil new life, nor vigor into a community, stagnant, if notstntiated by the antiquated policy of a corporation which affords accommodation to neither trade nor travel IWe say we welcome the stranger, j It seems to us that there is only or£ side to this question ; and that the necessity for this direct road- to Washington ia ao I apparent those opposing it cannot p ssibly | find sympathy or support from an* por tion of the people. In closing, the Whig _{yes a few words of sympathy, consolation and encourage to the unfortunate nation ; Chivalrous, gallaiit, but unfortunate France. ooea not fall without awakening the sympathy of millions of sincere friends and admirers. That ibe has a future—a great future- who I eat doubt ? Tho humiliations of to-day csn nover bo forgotten by that proud and icnsitire people, but thty will be treasured up as so miny Incentives l<i avoid the errors thatcaused them, and lead&o systematic measures for re cuperation and expansion. A year, or a law years, or a quarter of a century even, is but as adayintbe life of a nation, r'rance will once more arise great and glorious, and resume her former eminence among the nations of tbe earth. Agincourt and Crecy and Waterloo were as great humiliations to France as that just sus tained, but she recovered from them, and her subsequent annals glowed with triumphs in war, in statesmanship, iv letters, and in art As it was in tho past, so will it be with her in tho future. She will resume her great place among the rations, and be glorious France once Tho Dispatch has two articles prompted by the great news from abroad. In the first it predicates certain peace upon the capitulation of Paris in Europe,—for, not only will Franco and Prussia make peace, but the other nations will amica bly adjust tho Eastern question in tho con ference, and thus prevent a general war in Europe next summer. Tho Dispatch closes this article with a tribute to the I b ™ ver y of the French soldiers. It says: | This war—this most eitraordinory strug- I gle—in which oho of the most warlike peopje on earth has been conquered in the briefest (pace in which ever a great nation was con quered, reflects no disgrace on tho French I nation. They fought wonderfully alter they were betrayed and at the foot of the invader. ; >o nation could have done batter. Their fate is ■■deed painful, but not disgraceful. They fall hke soldiers— overpowered, but not dis honored. In its second article, upon the "Effects of Peace," our contemporary thinks it will have the happiest effect on this country, in the revival of business. Capital, which was held in reserve for military purposes, will now be released, for use in the indus tries and arts of peace, for the improve ment and development of the country. Its Therefore, we may hail the peace in Europe as a happy event for this country. No coun try-ever more needed the undivided attention and efforts of her people than this Union. She wants tho combination of the wholo national intellect, wisdom, and patriotism to restore I order and harmony within her borders. Sbe | needs the wealth of the whole nation to en courage and support the national industry and I enterprise, to restore tho national prosperity, pay off tho public debt, and wipe out the ruin ous effects of the war. Wo shall likely now ior a long period have no diversion of either the publio mind or the national wealth from these objects, which should bo dear to every citizen. ' Therefore wo may well predict a great im provement in tho financial and industrial con ution of the United States through peaco in Europe. Such is the general impression at be North. Tha end of war is always gratify ng to the true philanthropist, but in this in tanco wo may hail tbe termination of blood bed botween foreign nations with more than rdinary satisfaction, because it confers so inch good upon oar own afflicted land.
