It is a very attractive sheet, aud is filled with ncellent matter for the farmer and horti- i culturalist. It ha 9 a fine family depart- ' ment also. We wish it great success. i The Chicago Schoolmasteb is a ster- ( ling monthly, devoted to the topics sug gested by its name. Among its contribu tors, we recognize some of the most accomplished names of tbe profession in the West. Its articles are eminently prac tical, aud its thought reaches the highest level of our modern system of instruction- The Southern Planter and Faump.r is before us. It contains a large amount of good matter, and wo think is decidedly improved of lato. It contains no politics, except in one case, whero a Northern Cop perhead assures the editor that Northern men wish tho South well, however stupidly Congress may represent US' It seems as if no Southern man or South ern people could exist without, letting off such flingß as this without the slightest re ference to proprieties of time or place. It does not show very good sense or good breeding; ami considering the claims to chivalry, espacially urged by our Virginia friends, is not creditable. The Three Guardsmen ; or, The Three Mousquetaire9.—T. B. Poterson & Brothers, Philadelphia, publish a new edition of this celebrated novel by Alexan der Dumas. "Tho Three Guardsmen" was the keystone of Dumas' great fame — like the "Waverley" of Sir Walter Scott, it at once stamped tbe impress of his genius upou universal admiration, and gave him the hearts and imaginations of the romanco readers of his day as an em pire. The works of Alexander Dumas enjoy a popularity such as no other can boast of. In skilfulness of arrangement, vivacity, sustained interest of narrative, and inventive faculty, no French writer has ever rivalled him. "The Three Guardsmen" is issued in a largo octavo volume, with an illustrated cover, price 76 cents, and is for sale by all booksellers, or oopies will be sent to any one, post-paid, by the publishers, on receipt of price. Statistics of Commerce and Naviga tion Monthly Report, No. 8, of the Bu reau of Statistics, has been sent to press, and contains the statistics of our foreign trade for the month of February, 1871, and the eight months ended the same, compared with tho same period of 1869 --'7O. Ad examination of the above table will show a very considerable improvement in our foreign trade, as, for tbe eight months ended February 28, 1871, the exports (do mestic and foreign) exceeded the imports by $7,260,103, while for the eight months ended February 28, 1870, the imports ex oeeded the exports by $2,678,346. Governor Geary's Speech to the Wobkinomen.—We print to-day the able and patriotic speech of Governor Geary, of Pennsylvania, to the Workingmen'a Council. It deserves the attentive perusal of every thoughtful man. Governor Geary is ono of our noblest specimens of American manhood. As a business man, a civil officer, and a soldier, be has every where shown those commanding qualities which place him in the front rank of men. We are glad to welcome him to the ranks of the labor reform league, as wo hope to do the great mass of good and true men everywhere. s Tbe war between San Salvador and Honduras continues. In a recent battle at Sancta, which lasted three days, 800 Sal vadonans and 190 Hondurians were killed and woundad. Tbe Salvador government was overthrown. The California papers characterize the American Medical Association, which has been discussing the woman doctor question in that city without result, as a congregation of impractical old fogies. Three children playing in an out-house Tuesday, at Auburn, N. V.', exploded a barrel of fireworks which killed all three. A lady in the vicinity died from the shock of the terrible eve.Lt. The ministerial crisis talked of in Mexico is no longer imminent, the government having triumphed on a test question, aud Juarez will keep Romero and Mejia in the cabinet as long as tbey will stay. There was a "lockout" at Oldham Moo day, a great cotton matiulacturiug town Dear Manchester, England, causing a riot, but so far as known dv loss of life. At tbe charter election Monday, in Mor ristown, N. J., tbe entire republican ticket was elected by 39 majnity. Revenue collections in the Petersburg district for tbo mouth of April, amounted to $61,616 66. M tMM> signing of the Joint High Treaty. 'j Washington, May B.—Tho treaty was signed to-day by the high commissioners at tho Department of State. Tho gentle men, after this was done, exchanged con- « gratulations on tbe result of their labor., expressing lv« belief they had done tho moat they possibly could fur the peace and honor of the two countries A tribunal of arbitration is constituted to consist of five arbitrator!', one to be ap pointed by the United Slates, one by f Great Britain, and the other three each by ( a designated sovereign State of Europe or America. Such a tribunal, so composed, of so much elevation and character, is i without example, perhaps, in diplomatic history. Tbe tribunal may either award damages in detail or in gross, at its discre tion ; or it may refer this duty to a board t of assessors sitting in the United States, , who shall report from time to time, with . payment to be made accordingly, and in ( the generous spirit of a power conscious of its fame and greatness, aud of its capacity to speak as well as to act independently and rightfully at all times. Tho British government frankly ex- ' presses its regret for the occurrence of the incidents complained of by the United t States. For the adjudication of all other t claims of citizens of the Uuited States , against Great Britain, or of tho subjects of Great Britain against the United States during the same period, that is, from the 13lh of April, 1801, to tho 9th of April, 1806, an ordinary mixed commission is provided to sit at Washington, with an umpire to be nominated, if necessary, by a designated friendly power. Thia limita tion of time is material in substance, for it coDfineg tho reclamations against tbo United States to the incidents d actual war. It is accompanied also with a decla ration on the part of tho British commis sioners to the effect of excluding olaims on account of slave property. Statements aro made in some quarters exaggerating tho amount of such claims If there could bo cause in the stipulation itself to apprehend tho presentation of claims against the United States of any considerable amount, all such apprehen sions would be dispelled by the considera tion of the attitudo of the British govern ment, in the matter of claims of British sub jects arising out of tho late war between Germany and France, Lord Granville hav ing, in accordance with the advice of tho law officers of the crown, given notice to all parties that foreigners having property In France are not c ititled to any special protection therefor, or to exceptions from military contributions to which they were liable in commou with the inhabitants of tho place in which they resided. All legitimate claims for cotton, how ever, will be considered. It ia reported without warrant that they will amount to thirteen or more millions, but this is con sidered to be a great exaggeration. They will not probably amount to a million of dollars. There will ba no difficulty in as certaining nil tho particulars, as the trea sury department has full data of all seiz ures of cotton, the names of the owners thereof, and all the particulars concerning the soizures. This government is awaro that a full list of British claims was re cently published in that cmntry, but it also has information that many of them have been adjusted, wbilo others will not coma within the provisions of tho treaty. Among the claims which will also come before thi-t board, will bo that of our gov ernment, growing out of the purchase of saltpetre in tho East Indies during the war, and which was seized by tho British authorities. There are other miscellaneous claims which will come before the second board. The San Juan question will be referred to tbe arbitration of a friendly sovereign, probably the Emperor of Brazil. From the documents which will accompany tho submission, it is believed that the decision cannot fail to bo in favor of the United States. Tho treaty provides for the free navigation of tbe St. Lawrence river by vessels of the United States, and for tho ÜB3 of the Canadian canals upon the pay ment of regular tolls. There are also provisions regulating mutual privileges for fishing in Canadian and United States waters, giving fishermen free range of bays, rivers, creeks and coasts, limited only by tbe local rights of private property. Iv a word, all the priv ileges of the fisheries, navigation and transit accorded to tho United States by the treaty of 1854 aro once more obtained, and iv a bettor form, aud without the bur densome conditions of that treaty iv the matter of reciprocal importations. Of tho pending subjects of controversy between the two government there re mains to be considered the question of the Northwestern boundary Hoe. It is to be remembered that tho lioe of the treaty of 1846 runs by tho middle of the channel which separates the continent from Van couver's Island, but soveral such channels exist. Great Britain contends that the channel of that treaty is the Rosario Straits, and the United States that it is the Canal de Waro, the two channels being separated by the Island of San Juan. This question having once been reported on by a mixed commission, that for the survey of tbe line the United States are not content to refer it to another such com mission, nor has it been deemed conve nient, even though such tribunal be ap ■ pointed by a friendly sovereign power. Instead of this, it has been agreed by the present treaty to Bubmit the question di rectly to a neutral power, and tbe Empe ror of Germany has been selected for that purpose. The government of tbe United States has in its hands much documentary evi dence in support of its pretensions uot heretofore made usoof, and on that as well as on other grounds is confident of tho bet ter reason on its side to assure to us the possession of the island of San Juan.
