That under the Funding Kill not a dollar in money will ever reach the state treasury at pre sent rates, as the coupons abe made receivable for taxes, am) will all be iiougiit up ry the County Treasurers at a discount, and turned over to the state in LIEU OF money! ! We defy Treasurer Rye, or any\other man. lo deny these prepositions. Why is the liiehmond press silent on this question ? Hon. John 1!. Baldwin has taken many new departures, in fact has hoxed the polit ical compass so frequently that conning it backwards and forwards is an easy task, and situated as indications point he is at present with one eye on the Senate Cham ber in iho Capitol at Washington, and the other oil foes from the capital of the Chesa peake and Ohio railroad, lie has a somewhat delicate task of legerdemain, far too delicate l«'i" him to perform without exposing his in con.-, toncies. The report of Mr. B.s speech at Norfolk before a Conservative meeting, if correct, represents him as saying much that is foolish and some that is worse than foolish. For instance speaking of the election, he says: "It is not a case where the solid people of tho State, the intelligence, the worth and integrity of the State was divid ed into two classes, but is a case where the entire intelligence, integrity, commerce antl business of the State is on one side and that of ignorance, corruption, and wickedness ar rayed on the other. We have to contend against a thoroughly drilled and disciplined party. 'The late Conscrcatice Convention amine the two parties. Sec \\-lial the Rad icals have done since the war. At its close the people accepted the result. * * Instead of meeting us as a poople who had accepted the issue of the war, tho Republi can party have, on every occasion, attempt ed to crush, degrade, and trample upon us, and by this policy have prevented capital and enterprise and immigration from com ing among us. They have spent every ef fort to cause the negro race to hato us and suspect us, and not satisfied with that they have stirred up their ill will, they have set them to govern us. This the most infa fnou-i crime that the history of inank'n 1 can lii the effects of which we would elt, had it not been for the gene- ! legro bore for liis former mas- Dunt of the kind treatment he j id while a slave." iis the sort of stuff manufac- '' ie purpose of misleading the peo . reads tho signs of the times, that it is necessary to frighten are slowly realizing the fraud tocracy, under the guise of Con has been guilty of; therefore ho t he hopes will prove a, repulsive Republicanism. What is his ? and how has Republicanism 1 representative of a loyal con lie fraudulently used his respon -3n to place tho State under the is, Toombs and others, and with SOS a:id pledges of devotion to icaree cool on his lip.s, he ac- j ommission to fight against the I he had so cowardly betrayed ; I _ speeches to cover his own I id "lire the Southern heart," imost identical with the follow i Norfolk speech : isfied with this, they imported j :!sl tho carpet-bagger, the ..li the penitentiaries of the North, __. willing to leave their coim r country's good, to stir up ami ife with our people, but still not ey began the breeding pr.. id in our midst, the scalawag, ; man on earth." What lav- Jol. __, gathered on the field, j not record ; but if in the lux _ltmentof his home, which was id in the cause he holds so dear leard the wails off widows and io have by his indirect agency d of husband, father, home, then his ears are deaf indeed, ended and taking another po ture, Mr. Baldwin''crooked the inges of the knee, that thrift ' fawning,"—confessed his crime n,l its just punishment death ation, but threw himself upon ly of a government he now ac- I tilignily, and to-day he enjoys , and property, while he would ipcr warmed into life by the kindly wood nan, he would employ his restored vitality o sting the hand of his benefactor. Conscious of his own ingratitude, and vishing, like all ungrateful men, to excuse liniself, he scurilously denounces as "scala vags, the meanest men on earth," those who having accepted in good faith, fulfill ! ieir pledges and cease warring upon the lai'eiiimint, which has been generous to -s enemies even before it was just. The folly of the statement that Hcpubli ans would not accept the submission to he results of the war, is inexcusable in one who, after the surrender at Appomattox, ■resided over the State Legislature, and lelpcd to blacken our statute books with he most infamous laws for the degradation and all but reeiislavement of the freedtnen, and kicked out of their hall the fourteenth nmendihcnt to the constitution, which simply provided that such treacherous office-holders as himself should bo sus pended for a season. The intent of Mr. !. and others similary endowed and situ ated, was made too plain in that General Assembly, for them to be permitted to continue the work which they so heartily engaged in, "to crush, degrade and trample upon" every man native born, or new comer, who would not swear allegiance to secession, and do all in his power against tho United States ; antl t>3 r this policy (per sistently antl bitterly enforced through tho agency of tho social Ku-Klux, and tens, fifties, and hundreds organization, proposed and perfected by Mr. 11. himself,) they have "prevented capital, enterprise, and im niigralion from coming among us." Wo tell Mr. Baldwin that the capital, &c, which is now being invested in the ('lu's.ipeakc and Ohio railroad, so advan tageously to him as counsel for tho road, Would never have sought Augusta county and the city of Staunton for investment— it is the West the investors are looking to —and if other counsels than Mr. 15.'s do not prevail, the completion of that road to the Ohio will but furnish another outlet of escape for honest toilers, from Virginia, to sonic fi'ace where white-handed, grasping politicians, do not absolutely control public alfairs. Tho charge that new-comers have in stilled hate of their former masters into the hearts of the free.lnien is untrue, and if Mr. 1!. will repeat his statement in the speech from which we quote, in any meet ing of colored men in the court-room at Staunton or elsewhere, he will be better in formed when nex. he essays to speak as to their sentiments. How such shallow devices, and reckless statements as are used by Mr. Baldwin can still deceive the people, ia a marvel of the blindness of prejudice. The only state ment in his speech which cannot controver ted is, " Tliere cannot be a third party," and with this admission so pointedly made, we find Mr. B. talking about some Conser vative party which met in convention, and " recognized the necessity of complete or ganization." We concur with Mr. B. that there " cannot be a third party ;" it is Re publican aud union, or Democrat and dis union ; and Mr. B. is evidently opposed to the first, but in accord with the last, a true apostle of the policy of hate and ruin announced by the Assembly Hall Conven tion, of which he was a prominent member. The people of Augusta county, aud Vir ginia, no longer tremble and obey the im perial mandates of would bo despots like Mr. Baldwin ; the events which have trans pired since ho was elected as their Union representative in convention, have shown that able men are not always faithful lead ers ; and tho friends of Union men, who were hunted like wild beasts to the moim- Ei fastnesses, and often murdered as they )ve to reach safe shelter beyond the te lines, ask each other what has Itepub nism done to injure us, what did Mr. dwin's secession ever do to protect or The 7th of November next will show hat the people are awake, antl convince Mr. B. it is time he took another departure, and turned his back upon Democracy, with which he has again allied himself, antl for which he makes such unscrupjlous haran ;ues, as this Norfolk speech. The State Journal is always dis >osed to do full justico to its contompora ies, and cheerfully accepts the amended statement of the Enepiirer "that every lound of tobacco raised in Virginia was axed from 1(5 to 32 cents per pound"— not taxed 32 cents per pound. We are pleased to find tho Enquirer ad mit that the tax on tobacco paid by Vir ginia, innst be measured by the quantity consumed in the State, when manufactured nto chewing or smoking tobacco, &c ; and vith this candid admission before us, we are still more at a loss to understand why that aper, and its Democratic contemporaries iiroughout the State, so persistently cn .eavor to create a different impression, and on it base the allegation of injustice andop rcssion on tbe part of tho Government gainst Virginia. But our principal inquiry remains tmaii wered. What would be the effect upon Virginia obaeco growers if the entire revenue of the ountry was raised by taxation of a few ai des, and those luxuries? Tobacco must iquestionably be classed as a luxury, and jif other products tire to bo relieved, and an additional burden thus laid upon tobacco, does not the Enquirer admit that this im j portant branch of agricultural industry _. . t liiEßLArjn, N„. 14US Main Stsbbt, .'."..t Comer of Fourteenth Street, U now receiving his FALL STO< 'X comprising Cil NS, RIFLES, PISTOLS, PISTi'iL-BELTS SHUT-BELTS, POWDER-FLASKS GAME HAGS, HUNTSMAN'S CALLS Kn.tish ami Amerioau POWDER, COMPRESSED''SHOT CARTRIDGES, WADS, CAPS, WA'LKINti CANES, POCKET CUTLERY, *c. r tllE SAPEAKE A_l) OHIO 11.
