The following bills "were reported from their respective committees and placed no the calendar : A bill to amend and reenact section 1, chapter 150 of the code of 18(!l>, as to claims cognizable by justices of the peace. Re commended it do not pass A bill to repeal a portion of section 47 of an "act t» establish and maintain a uni- Ibrm system of public schools," passed July 11th, 1870. Recommended it do not pass. A bill to amend sections 1, .1, 4, o, Hand 11, of an act entitled "an act to amend and reenact chapter 206 of tho code of Virginia of 1860, as to grand juries," approved Nov. A bill amending Section 1 1 of chapter 101 of the code of 18(10, in relation to the meetings and adjournments of circuit and county or corporation courts. Leave of absence was granted Mr t'riu for four days. Mr. Kelly oft'ercd the following : Resolved, As the judgment of this House, that in view of the presents; necessity for retrench men! in expenses', it is proper thtit the members of the General Assembly should set lhe example in the matter of per diem and mileage. To this end the House of Delegates hereby pledges itself to sustain a bill which shall reduce ihe p from til to $4 per day, and in the matter of mile age from twenty to ten cents per mile for >"v !i and every mile of necessary travel The morning hour having expired, the resolntion of Mr. Kelly lays over until to morrow, and the calendar was taken up. By Mr. Sangster—A bill to amend and reenact section 3, of chapter 48, of the code of 1800, iv relation to fees of justices. By Mr. Burkholder—A bill to establish the Southside Lunatic asylum. By Mr. Strother— Resolved, That the Committee on Privileges and Elections inquire into the expediency of so amending the sth section of the act known as the registration law that the compensation of the registrar shall be only one dollar per day Instead of three dollars, as now provided. By Mr. Neale—Petition of citizens ol Alexandria county praying for a ran inent of lands in that county. By Mr. Struther— Resolved, That tlie Committee on Cotin'i.'s Cities and Towns inquire inlo llie expediency of so amending section 19 of the act known as the road law ; that the compensation of the overseers of roads shall be reduced to eighty cents per day for each day actually and necessarily employed in the discharge of theirduties ; and that section 32 of same act be amended so tisto give the com missioner of roads the compensation of *1 per day for each nctually and necessarily employed in the discharge of his duties. House joint resolution, offered by Mr. Walker, "instructing tlie Auditor of Pub lic Accounts not t-> pay the amount of the semi-annual interest on the public debt due and payable on the Ist day of .Jan uary, 187.!, as provided in section 'A, chap ter 44, of code, until directed so to do by the General Assembly," having beon made the special order for to-day at 1 o'clock— Mr. Walker offered the following as a substitute for the joint resolution : Whereas, the Attorney (ieneral, in obedience to it resolution of this House, has given it as his opinion that "the funding act does not make tin appropriation for the payment of interest on the public debt," and that "without an act author izing ihe Auditor to transfer the sum necessary to pay such interest, the treasurer will not be instilled iv making such payment." On motion of Mr. (ireevcr, the Com mittee on Privileges and Elections were in- I structed to inquire what legislation, if any, is necessary and expedient in reference to the apportionment of Congressional repre sentation. THE CHRISTMAS RECESB. Mr. Anderson, of Pittsylvania, offered the following resolution : Resohed, (the House of Delegates concurring) Thai when the two Houses of the General As sembly adjourn on Saturday, the twenty-third of December, they take a recess nntil Thursday, the twenty-eighth instant. Mr. Perm moved to suspend the rules for the purpose of taking up the resolution I to-day; which was agreed to —ayes 22 ; noes 7. Mr. Perm then moved to amend the res- I ohition, by striking out the words Satur j day the 23rd, and inserting in lieu thereof, Mr. Uonually moved to amend the . amendment by striking out the words i "Thursday, the 28th instant," and insert ing "Tuesday, the 2d of January." Mr. r'itzpalriek moved to lay the reso lution on the table ; not agreed to—nycs, 11, noes, 10. Mr. French moved to take up the order of the day—the resolution to suspend the j funding of the public debt; not agreed to —ayes, 15, noes, 80. Mr. Lewis called the previous question which was sustained, and the question be ing taken on tho amendment to the amend ment (Mr. Connolly's) was determined in the ailirmative—tyes, 21, noes 13. Mr. Perm, by consent, withdrew his pro posed amendment, and the resolution wa then agreed to —ayes 25 ; noes 13. If the House concurs in this resolution the General Assembly will take a rcces: from the 534 of December, to the 2d o ' January. Mr. Lackland ottered a joint resolutioi providing, that during the recess of the two Houses, the members of the Legislature shall receive no per diem* Here Mr. QueseaWry moved to take up the order of the day, which was agreed to The pending question was the lbllowing substitute offered by Mr. Kirkpatrick, to "the amendment ottered by Mr. Thomas to the resolution . Resolred, That by this action the General As sembly does not indicate any purpose, or desire to repudiate or unnecessarily delay the payinen of the public debt. Mr. Hundley occupied the tloor for about an hour in a very able speech, favor ing the adoption of the resolution as it came from the House, without delay or amend ment. He did not object to the amend ments proposed upon anj r other grouni than that if either were adopted it wouli send the resolution back to the other House and thus consume precious time. Th funding bill he regarded as unjust and ii iquitous, and thought it contained not what tlie Senator from Campbell said of the res olution, "'the germ of repudiation," but the full-grown plant itself. He character ized the coupon system of that bill as odi ous, and outrageous in the extreme; the compounding of interest he claimed to be almost as bad, and the way the bill was enacted met with .his se verest disapprobation, inasmuch as it contained provisions the effort antl nature of which were not explained or discovered when it was under consideration. He as ' serted that the funding Bill men, and not ; the gentknvjn who enter with him, were repudintors. The bill repudiated one-third of tho debt. He did not propose to repu diate any portion of it, principal or inter est, but he did propose to relieve the peo ple, who were, at this time, guttering under a burden of taxation too grievous to be Mr. Hundley, while not attacking the honesty of the majority of the members of the last Legislature, maintained that they were not elected with any reference this question, and that the desire of the people was then solely to escape from Radical rule. The members of this General As sembly, on the contrary, wero elected, many of them, on this very issue, and all were better conversant with the feeling and minds of the people than their predecessors Mr. Hundley was followed by Mr. French, who addressed himself to the dis cussion of the legal questions involved, and to the point whether the funding bill was repulsive or not. He argued that it was, ami that justice, the necessities of the peo ple, sound public policy, and every Other proper consideration demanded the adop i tion of tho resolution promptly, and with out the addition of any surplus words, which were calculated to produce delay, wil hout accomplishing any corresponding Adjourned until 7_ P.
