WEDNESDAY EVENI'G, DEC. 20,1871. ■________—_— i ■_____■___>___— the funding bill in the general assembly. Auditor Taylor gives, us with commend able accuracy and entire fidelity, the fol lowing financial resume: The interest to be paid under the Funding Bill in 1872 The expenses of the Slate government fur the same period will be $1,t00,C00, making for ordinary expenses 53,020,000 to be raised by taxation. Amount that can possibly be realized from taxation, under the present rate of assessment. for tho same period is 81,876, --257.82, leaving a deficit of $1,1-13,742.18. If. the interest on the public debt is paid on the first of January nest, there will then remain in the Treasury only $258, --881.33, to apply upon the above deficit; so that, after all, there will still remain un provided for $9G2,000. Bad and startling; as this exhibit is, a graver question still arises, and that is, what will this General Assembly do ? The ac tion already taken by that honorable body in relation to the Funding Bill, has already given great satisfattion ; but it is so far short of what is yet to lie done as hardly to relieve in any degreo the universal public anxiety. That body of representative men, stand ing as it does at this moment, between the people on the one side, and bondholders and bondbrokers and their advocates on the other, is the great centre upon which public attention is now fixed. The slight est intimation, hint, or suggestion as to the aide upon which its powerful voice will be heard, excites tho deepest interest and is watched for with painful solicitude. It is useless to disguise the fact that the wolf is at the door, and that tho Governor, who ought to be the enemy of the wolf and the guardian of the people, not only does know it, but believes tho people to be prosperous, contented and happy. It is, therefore, idle to expect help, counte nance or assistance from that quarter in tho present extremity. Adequate relief can only be secured by the combined action of a two-thinks majority of both Houses of the Assembly. No matter how deep aud in tolerable the public distress, or how ear nest a faithful majority of the Assembly may be to relieve it, the veto —that relic of absolutism, which has seldom been exer cised by a Virginia Executive, and is often mischievous, and always anti-Republican— will be unsparingly used to defeat the pub lic will, and silcuco tho cry of public diu tress. The overwhelming vote which every measure of relief has thus far received in the General Assembly, not only awakens the liveliest hopes, but ought to be decisive of a great victory for the people, over their deadly enemies, the money-changers and bond-brokers. Arrayed as the Governor is in opposi tion to the people, upon the question of the Funding Bill, (as is shown by his message) he ought not to have any considerable power for evil, but we cannot forget that, Charles tho. Fourth, though a weak Prince, was ablo in five years com pletely to reverse, undo and overturn all of the good which it had taken three cen turies of statesmen to accomplish tor Spain and we are apprehensive it may be in the ; power of the band of mercenaries whose views are reflected in tho message, to re duce tha Legislative majority below tiie necessary two-thirds vote. The public anxiety is increased when the friends of the people hear, as they may daily hear, in the streets of Richmond, statements made by those who are compe tent to judge and familiar with the subject, that after lhe votes already taken, and the popular clamor that is almost universal, it is still a certain, assured and inevitable fact that the iniquitous Funding Bill will be ox ccuted to the last line, syllable and letter, and that the presence, use antl active em ployment of two hundred thousand dollars with the members of the Legislature is the convincing argument finally to be relied upon. We tell the gentlemen of that hon orable body, that, it is a solemn facti that mercenaries and hirelings are counting upon their ability to control enough votes, either to defeat the relief measures entire, or to reduce the majority in favor of them to less than two-thirds of tho votes of tho entire body, thus putting the people and their estates at the mercy of the veto. Not only so, but as a faithful, public journal we are bound to inform you that these same plotters boldly assert that the decisive votes already cast were given not as an honest expression or indication of your final action, but only for the purpose of making the fate of the Funding Bill ap pear desperate, so that the fund for lobby purposes may be made the larger. These are the means to bo resorted to and these the instrumentalities relied upon: first, to debauch tho people's representa tives, and then to oppress aud rob a people already hopelessly impoverish.!. I 'iaheri of "ScribnerV promised that the ' "Monthly" for January should be • "grand holiday" number, —tho hand imber, indeed, of a magazine* ever printed in America, We tliinlt they have fulfilled their p*om*e. Tho fir* pic-' tare, by E. Mf>rntt-*nc of tlie illuitr-tions of Uayard Taylor's ballad from tho Gor man—is a finer picture, in both design and engraving, than we have been used to look for m periodicals; the illustrations of "The Rig Trees and the Vosemite"—a piquant and graphic paper by Mr. Bromley—con stitute probably the best series of the kind ever prepared for an American magazine. Tlie number has a fine Christmas flat or Eiout. The poems by Bayard Tay jr ltueckerl), Christina Ilosetti, H. 1 Mrs. Whitney, form a memorable las garland of verse ; then there is Oak Tree's Christmas Gift," by Hawthorne ; a burlesque Christmas story by Frank B, Stockton, with capital illustrations, a new Wonder Story by Hans Christian Andersen; and an amusing page of "Etchings," by Shcppard, giving char acteristic Christmas scenes in "Ole Vir ginia." The number embraces many other interesting features, and the publishers promise that there will be no falling off in pictorial interest in the February number. "Leslie's Lady's Magazine."— Among the fashion magazines for the new open with a richer variety of ations, patterns, and directions than frank Leslie's. It also keeps pace with its Ss in the amount and character of mis neous reading matter. This publica cannot fail to be a great help to any , young or old, in the multifarious du of the household and domestic circle. "The American Exchange and REVIEW". —This compendium of useful knowledge and general literature, for De cember, is deserving of a notice at our hands. It contains many articles of solid worth as forming a part of the geneial dis cussion of the practical questions of the day. The mining, monetary, insurance, railway, patent-right, artistic, and scientific interests receive careful attention, as well as the minor business topics. This little book Is most timely, for It supplies In a concise and easily to be comprehended form jUBt that information which every woman should I have; and will save untold suffering, not only at childbirth, but before. It has been most highly } commended by the press and by medical men. Dr. Dio Lewis, speaking of It, says :"1 have t read it with care. It is unpretending, solid, I've,, from kinks, fatherly, brotherly, and clothed with i language so simple, dignified, and strong, that I am sure It will secure a warm place among all intellgent and earnest people." Henry Ward Beecher's paper says: "Ii is an Interesting and plausible argument, and the course recommended cannot fail to be beue- The New York Ma ((says: "It is a work whose I excellence surpasses our power to commend." The New York Globe says: "It is one of the j most valuable additions to our stuck of domestic , medical lore that has appeared for many years." It shows women how they should live so as to avoid the pains and sufferings of child-bearing. No person who takes It up will put it down till he has read it through. We may add that the language is so chaste and pure that It will de light the most fastidious, and we are glad lo know It is meeting a large sale, and that a house of such high standing as that of A. Williams k I Co., of Boston, have taken the agency for the New England States.
