The leailinf; fuaUires of Uie clowinij; hours cf the Senate, prior lo (he recess, were the pertinacity of Senator .Simmer in pressing Ins supplemental civil rights amendment to ihe amnesty bill, antl the determined light made on Senator Morton's modification re stricting its operation lo rebel representa lives hereafter selected. These two side issues caused the amnesty bill lo lie over until after the holidays. Mr. Thitrnian, the leader of the Democrats in the Senate, de duced that ho would vote against the am nesty bill if Mr. Morton's amendment pre \ailed, by which the rebel Vance would be excluded from taking his seat in the Senate. (dr. Sumner said if his civil-rights scheme was not made a part of the bill, he would nut vote fur it. Mr. Morton's amendment was carried. Mr. KeHogg charged Mr. Sumner, and Mr. Robertson charged the Democracy, respectively, with pretending 10 favor amnesty and killing the bill. Mr. l/igan announced himself as a new convert Ui amnesty, but opposed Mr. Morton's amendment, —stating that, a late Cabinet of licer hail drawn his tiword for the rebellion, when Senator Nye said iv his amusing way, to the great annoyance of Mr. Logan, that he never heard before that, Mr. Acker .ll:lll carried a sword, which caused great laughter, in the midst of which an adjourn* incut was carried, until .lanuary Bth, So, the amnesty bill, wilh Mr. Morton's amendment added and Mr. Sumner's amendment pending, will come again be- Ibrc the Senate after the recess, and will, probably, occasion more discussion than hitherto, as there seemed to bo a general .imposition among the Republican Senators 11 pass the bill before adjournment and with a very limited debate. The measure is fraught with such import ance (hat it is desirable, at least, to give -iiilticicnt attention to its discussion to cause it lo relied the true sentiments of the ma jority and not to make hasty legislation for the convenience of Southern Congressmen, when, as suggested, they desire to carry it lo their constituencies,, and however just, au.l reasonable may be the civil rights bill of yfr. About two weeks ago a young and talented lawyer, well known here as a graduate of the Howard University, was assassinated in open day-light by three leading Ku-lvhix of that locality. This murder of an unollending citizen, because of his ability and Republicanism, was the culmination of a long series of outrages, which induced the colored men and the low while Republicans there lo orgaui/.e forsell lefencc. As soon its thu assassins had been lodged in jail, preparations were made by lite Kii-Kliix to make a raid and rescue them. This caused great excitement, and the colored men took the murderers forci hly Irom the jail and lynched them, fortify iit". themselves in the town until tho gene i.il government should send troops for their protection, ami lo maintain order and law. Latest accounts from tho agents and army officers,'in charge of Apache Indian reservations in New Mexico and Arizona, under the President's order, slate that the loving Apaches have come into the camps m large nuiniieis, 1,400 of them having al i rady reported. One thousand more arc at the feeding stations, and in addition lo all these, more than one halfof all the roving \ [niches of these territories are now peace ful and within call, and though fed to some extent during tin: time, their reservations are being selected. He is an able and efficient statesman, and will make his mark in the Senate as he has in the House. It is staled that Governor Scott, of South Carolina, is making a light on Bo wen, who liad just exposed further frauds in stock and land scrip, and c:uno near impeaching the tlovernor. It is said that the Govern* 01's friends are stiMiciently numerous to .ausc his expulsion from the Legislature. The executive documents regarding Cuba, just published, show the lamentable fact, that, the murdered boys -medical students -were sacrificed to appease the (my of the volunteers and to prevent them Irons com mitting greater excesses; that, they did not merit death, but had tampered with the corpse of a volunteer captain in mere ploy fulness. 0.
