Tks Pilot Laws. take* IBWa, whtck bass bsea a aabjeetof rsfcuaaaUß la stery Leftsiainra for many yearn past, and wkmk are knrtkansoms aad aajast to th*) somiasres of James Jttvsr.ar* again ktoagkt to tka nottcs of the General Assembly. Simultaneously with th* Intro- BnsUsß of tko sabjsct there, a discussion has orkjUBBBSt la tka £«««»* upon iv msriu. Mr. Job* Howabd, ot tkls city, appeared la tkat paper yesterday la a lengthy aad able sr- CstaMßt la lavor of amanding these laws, so as X 0 mats tkem more Bsst aad less Buribeusom* to oar river commerce. We have always contended that the trne pi lot ground is from fifty or a hundred miles ( ibe N*w York pilots often cruise two bun dled miles from tke coast,) beyond the Capes to Hampton Roads. When -vessels reach Hampton Bosnia, or ars brought to under New port NeWs, they are cooatrucuvely-aud with out any great stretch of construction—in tbe harbor of Hammond. Tkey are sare from the perils of tka sea, aad it is almost impossible to wreck tkem. All tkat is warned is tke aid ol a tow-boat tofbring ibem slung s narrow wa ter eommunicatiou, where there Is neither Winds to mo vs them nor .to wreck them. Here, then, tbe pilots ought to be discharged, unless la special cases they may be wanted, when the Unas of tkeir employmeat might be settled ky law or left to negotiation, as might seem best. Certainly our commerce skould not be burthens*! with pilotage from a point where it ceases to be necessary, aad where the facilities of towing are so valuable. To move com- BBsres rapidly, and to give tbe proper anima tion and life to our river trade, the auxiliary of steam-towing is indispensable, and il is highly oppressive that whenever we resort to towing ws must be saddled with the pilotage too, as is tke case under the present law. It were better that pilotage eh jill be Ism leased at the point of real danger tban thai it »bot.ld be continued up our river, where shipping is safe aad all perils are passed. These are the plainest and most fin, propo sitions. They have been roustnatry urged upon tke Legislature, and have always bsea defeated by arguments that are sophistical, ;>;iu alleged difficulties that are Biurely Imagiaary. "We trust tbat, as we are now trying to extend our commerce, the subject will bo more pa tiently aad fairly considered m.v. at pievious session*. _ Civil, net Sectional War. Tbe position of Rev. Dr. Lord, concurred in by able Northern statesmen, that the contin ued sggressiou* of abolition upon tbe slave Suites, will provoke a civil rather tban a sec tional war, and tbat the fighting would be mostly bstweeu Northern men themselves, is urged by tbe N. Y. Herald upon the considera tion of the Tribune and other incendiary press es and orators of tbat section. The Herald tells Hoaxes Greeley, ia plain English, tbat kis doctrines may some day lead to a trial oi physical strength in the streets of New York, in which he, the said Greeley, will probably ke hung to a lamp-post. No one who knows anything of the Northern people believes tbat tkey are united in the aggressive, anti-slavery xsoTsment, or that they even agree in their views of slavery in the abstract. Every one knows tbat all the large Northern cities have been built up by tbe staples of Southern com merce, and that the continuance of their wealth and prosperity depends upon Ibe preservation of tbe Union. Of course, then, tbe capitalists and men interested in commerce are going to meet the dangers to the Union at their true source, and that is, tbe Abolition fountain at their own doors. They will stop it, firstly, by the ballot box. and if, despite cf law, the North ern lunatics rush to the overthrow of the Con stitution, they will dispute theirprogress with ths bayonet. Tens of thousands of men in the North, from principles a<id patriotism, and hundreds of thousands from interest, will form au army over whose dead bodies Gree ley, Hickman A Co., will have to march be fore they reach Mason and Dixon's line. Southern Trade in Boots nnd Shoes. "There are few people," says the Virginia Herald, " who have not examiued in to the facts relating to tbe subject, who are aware of the magnitude of the shoe and boot trade of the North, and tbe value of the Southern patron age upon which it so largely depends for sup port. Theseatsof the largest boot and shoe manufactories are in New England. Of the town* most extensively engaged in this busi ness are Lynn and Natick, in Massachusetts-, nnd yet, strange to say, tbey are tbe rankest hot-beds of abolitionism to be fonnd in the Stats. The spectacle is presented of a people working all day on brogan shoes for the ne groes at the Sou h, and who go to abolition prayer meetings at night! Tbe working men are taught the monstrous absurdity that the negro labor at the South, which gives them employmeat and bread, ia inimical to tbeir labor, and that slavery onght, therefore, to bo abolished! "Natick is the residence of Senator Wilson and of tbe notorius Henry C. Wight, and a fostering hot-bed ot abolitionism. This town also tnanufactnres'immense quantities of shoes and boots for Southern consumption. There ought to be some plan devised by Congress of ths States themselves, by which the statistics of tbe immense trade, coastwise and inland, bstweeu the North and South, might be ar rived at. The figures would astonish the po litical economist. Tbe chief seats of the boot aad shoe trade send four Black Republican members to Congress.
