Regulating Mills And Smelters
After the preliminary announce
merits concernim ilm election results
in November it was supposed that tho
sujjested amendment to the Colorado
constitution whereby mills and smelt
ers were to be regarded as puhl c
utilities had been adopted by the
people The final certification of t he
returns however shows that the pro
posed amendment was defeated by a
vote of nearly 2000 Mining Science
believes that the outcome is fortunate
inasmuch as the change in the funda
mental law would have imrosed u
needless handicap upon tho mining in
dustry Not only the American
Smelting Hulining Co against
which the measure was presumably
directed but every sampler and ore
mill in Colorado would have been sub
ject to the new provision of the con
stitution No distinction was made
between custom plants and those
which operate as adjuncts to mines
Tills is one phase of the possible
mistake which has been avoided
Another is that tho proposal would
have placed smelting in the Colorado
under a handicap leaving such in
dustries as beet sugar nianuf icturing
which is closely analogous to the
manufacturing of bullion from ore en
tirely untouched The supposition that
the making of a legal public utility
out of every smelter in the stale would
place it within the power of tho legis
lature to regulate the rates of the
American Smelling S Refining Co
overlooks the probable result that
competing smelters would lie subject
to the same regulation and therefore
less likely to enter the Held Colorado
has more reason to encourage than to
discourage smelting within her bord
ers if we consider that her smelting
capacity has been greatly reduced
within the last decade It has often
been reported that the International
Smelling Hetining Co rich com
petitor of the so called trust would
establish one or more opposition plants
In Colorado but it is to be noted that
nothing of this kind has occurred If
there were such rich pickins hero
as is sometimes imagined why the
delay V I here is a bonanza era in
s nelting as well as in mining and this
bonanza era in smelting no longer ex
ists in Colorado The smelting in
dustry is bound to partake of the con
ditions that are found in the mining
branch of the business and it is ab
surd to suppose that a smelter which
is dependent upon ore for its pros
perity should be desirousof trampling
out the ore producer
Such rich pickins as may exist in
Colorado are to be found in the sphere
of ore dressing Mine owners are
awakening to this truth and they are
beginning to declare that their im
portant conquest yet to be made is in
the initial preparation of their pro
ducts for the smelting market or the
refinery The action of the govern
ment in establishing the ore testing
work in the West is a hopeful sign for
the miner and one which should take
his mind oil of the pessimistic rumbl
ings against the smeller trust The
best way to get even with the smelt
ers if we do not like them is to in
vent something comparable to the cya
nide process which hurt the smelting
business more than any law that was
ever thought of could have done

Cleopatra Shipping to Douglas
G V Hull of Jerome who is in
Prescolt states that his Cleopatra
mine is under operation and shipments
of ore are being made to Douglas
smelters aggregating fifty tons per
week
Beginning early in January the
shipments will reach 100 tons per
week if not more The Cleopatra is
being developed by tunnels and drifts
and Mr Hull states that underground
conditions are satisfactory The ore
is packed to the railroad but im
proved transportation facilities -to be
introduced will obviate this slow ex
pensive method He also states that
the Jerome belt is passing through a
pronounced era of activity more mines
being under operation than ever be

Superior Boston Mine
At the Superior Boston the work
on the 1 00 foot level cross cut and the
ore development on the eighth level
will be augmented by drifting on the
sixth and tenth levels The Superior
Boston management desire to raise
from the 1200 foot level to tap thf ore
recently encountered on the eighth
level and as the distance between
these two Uvels is considered too
great a distance to be driven without
an opening the tenth level will be ex
tended to that point
The raise from the eighth level is
now more than eighty feet above the
drift It still contains ore The
eighth level drift is still being drien
east and still is breasted in the min
eralized formation encountered about
a month ago The crosscut being
driven north fiom the 1200 foot level
to cut the Old Dominion fault has as
sumed a most encouraging aspect
within the last few days Tho water
presiiire encountered shows that a
new formation is being approached as
no water has ever been encountered in
the diabase during the woik in the
Superior Boston property It would
seem that the water pressure comes
from some fissure near the present
face of the drift probably the Old
Dominion fault which must cut the
formation in that vicinity Globe Sil

the Board of Supervisrrs of the Coun
ty of Mohave State of Arizona at
their Wee in Kingman in said Coun
ty and State until Monday the thir
teenth day of January 1 at the
hour of 10 oclock a m of said day
at hicb lime said sealed bids will be
opened for the purchase of Two Thou
sand Dollars of Bonds of School Dis
trict No of Mohave County Arizona
liich issue of bonds was duly author
ized by the qualified electors of said
School District No at a special
election held in said School District
No 3 on the second day of November
1912 in accordance with the provisions
of Chapter 7 of the laws of the First
Legislature of Arizona The proceeds
received from the sale of sad bonds
to be used for tho purpose of erecting
furnishing and equipping a School
House in said District No 3
Said Bonds are to be of the denomi
nation of Two Hundred Dollars each
i and to bear interest at the rate of six
I per cent per annum payable semi
1 annually and to run for a period of
ten years from the date thereof
Any bidder may bid for one or more
of said bonds but no bid for less than
par and accrued interest on eacli bond
will be considered and the said Board
of Supervisors reserve the right to
reject any and all bids made
