KICK OH 50 WARDS
Local Leaders and Many Aldermen See
Passing of Their Power With
New Order of Things
But the People Meant Business When
Adopted Plan and Want Fifty New
Aldermen Next Spring
Ward bosses und local political
heelers nro much torn up over tho
adoption of tho 60-wnrd plan for city
government.
Mnny aldermen will go out of bust
ncss.
Tho Hlnky Dlnk-Dnthhouso John
combination Is dissolved.
Fifty noy ward committeemen will
have to bo elected. ,
This means somo upoottlng of plans
for tho big bossos.
Whllo It Is Hkoly that thlrty-fivo
aldermen will bo chosen ns usual next
spring for torms of ono year ns stlpu
latcd at tha tlmo of tho passago of
tho law by tho legislature, It is said
thero Is nothing to provont tho elec
tion of fifty aldermen for terms of
two years oach If tho city council has
rodistricted tho city Into that num
bor of wards In sufficient tlmo.
Plats and maps for tho redisricting
of tho city into fifty wards have- been
prepared and tho work pushed to such
a stugo that a plan could bo submitted
to tho city council within two weoks,
according to Aid. Ccrmak. It Is un
llkoly, howover that this plan will bo
followed becnuso tho members of tho
judiciary committee lean to tho Idea
of waiting for tho 1920 cohbus, tho
figures of which will bo nvallablo tho
first of tho year, boforo submitting
tholr final plans to tho council.
Tho redisricting plans which havo
been worked out up to dato woro
mado on tho figures of tho 1010 school
census, tho number of men and wom
en votors In each precinct and tho
outlines of tho present senatorial and
congressional districts. II Is expected
that when tho Initial plan Is sub
mitted tho various aldormon will
point out whoro changes should bo
mado to lop off a fow thousand votes
horo and a fow thousand thoro Into
nnothor ward, but such suggestions
as may bo followed out can bo mado
easily by changing tho linos on tho
map which will bo submitted.
Although tho fifty word plan Is
known to havo boon seriously op
posed by somo of tho present mora
bors of tho city council, no sorlous
objections woro heard to it among
aldormon today. It was taken ap
parently as tho pooplo's wIbIi and
somothing with which ovory ono will
havo to fall In lino with whothor thoy
llko it or not.
"Tho adoption of tho now laws by
tho pcoplo was as flno a thing ns
could havo happened," said Aid. Clay
'ton F. Smith. "Many aldormon did
not llko tho laws becnuso in a man
ner thoy smacked of reform. Tho
now plan will work out woll, I am
sure, and should tako a lot of prelimi
nary and unnecessary detail away
from tho city hall. When tho fifty
ward plan has finally becomo a fact
each aldorman should havo his own
ofllco In his ward and look aftor tho
peoplo's wants at tholr own doorstop.
Thoro is too much confusion In com
mittee meetings and on tho floor of
tho council at proscnt by tho prosonco
of dologntlons. A groat doal of this
will bo eliminated undor tho now
plan."
MAYOR THOMP
SON PLEASED
Mayor Thompson issued a state
ment congratulating tho city on tho
result of tho voto on tho bond Issues.
In it ho said:

WHY CHICAGO IS
LOSING ITS TREES
Tho roformors of Chicago aro re
sponsible for tho rapid dlsappearanco
of trees from tho city streets. All
of tho trooa were planted at tho per
sonal oxponso of householders. Tho
roformors had n city ordtnanco passed
by tho City Council forbidding tho
planting of trees without a pormlt
which tho citizen would havo to go to
tho City Hall nnd pay for. Tho tree
ownor la also prohibited by this ordi
nance from trimming or spraying his
treos without paying for n City Hall

nnd reform, city trees aro dying off. A
dofunct dally newspaper that was do
voted to dolly reforms and that died
of ovorwork in this direction was re
sponsible for this outrageous ordi
nance on account of its influence with
