New York, Jan. 15.?The Tribune's Washington special of Saturday night Bays: A box was left at the door of Senator Sumner's private room addressed to him, and containing a finger cut from the hand of a negro, wrapped in a note calling the Senator by an obscene name and stating that the writer sends him a piece of one of his friends, and if that Dill of yours passes I will have a piece of you. It is stated upon gooc^iuthority that the Senate Committee on Contested flections has prepared a report adverse to Senator Stockton, of New Jersey. Requisitions of Paymaster's have been promptly met by the treasury, and they are now being dispatched to the military Departments to Day off troops. National currency to the amount of $2,842,055 was issued by the Treasury Department last week. The Tribune's Washington special states that a private letter from a trust worthy source, had been received from Paris, stating that the legislature of the French Empire will assemble on the 18th inst. The Emperor, in his opening address, will express the most amica ble and pacific sentiments toward the United States, unless in the meantime the relations of the two countries be come hostile by measures or questions of honor; will promise to evacuate Mex ico as promptly as practical. Gen. A. O. Howard has just received from Gen. Swann, Assistant Commis sioner of the Freedman's Bureau for the State of Alabama, a report in regard to the freedmen of that State for the month of December. The General states that in some localities the planters have made strong combinations against em ploying their former slaves; but the lat ter persisted "in demanding.employment until the combination was broken up. Poor houses for the relief of destitute freedmen are very much needed throughout the State, but the County Commissioners generally seem indis posed to aid their establishment. The usual contract price for freedmen's la bor is 910 per month, including quar ters, food, and medical attendance for the entire family. Female labor is esti mated at ^8 per month. The Commis sioner states that more than 5,000 northern men are in the State of Ala bama, for whom the freedmen show a marked preference. The demand for labor he states in all portions of the State is much greater than the supply. A gentleman just arrived here from New Orleans, says that the whole diffi culty with tbe freedmen fend those who wish thoir labor in Louisiana, lies in the persistent efforts to over reach them. Where fair wages are offered and hon estly paid, there is no trouble in gettiug faithful laborers. Our informant has had as many as 2,000 negroes in his employ during the past three years, and has found it necessary to dismiss only six for unfaithfulness. Gentlemen arriving here from New Orleans and Mobile overland, report that numbers of Northern men engaged in planting in Mississippi, Louisiana ana Alabama, are rapidly settling up their affairs for the purpose of remov ing themselves and their families from the Southern soil and out of harm's way. The condition of things there is described as most uncomfortable and threatening to ? Northern settlers. The statement is further made that when the war closed tbe best of feeling pre vailed among all-classes r the rebels were heartily rejoiced at the conclusion of the war, and expressed themselves satisfied to accept all the conditions of defeat, freely admitting that had they conquered us they should have com pelled submission from us to their ex actions. The World's Washington special says: S. G. Ogden, who resigned the Auditor ship of the New York Custom House to accept the office of President of the Npw York Trust Company, has been inform ed by the Secretary of the Treasury that if he will return to the Custom House his salary will be raised to $8,000 a year. The partisans of Chief Justice Chase are urging the President to appoint Mr. J. F. Bailey collector of the port. The telegraphic statement that Gen. C us tar is the officer charged with hav ing uttered treasonable sentiments in Texas is not true. Gen. Merritt is un derstood to be tbe officer referred to. The Herald's Charleston correspond ent reports the arrest of Theodore D. Jerrey, Henry Corbin and A. S. John ston, lor blbckade running during the war. This explains the dispatch from Charleston of .the 11th, published to day. A series of editorials, said to be writ ten by Ex-Got, Magrath at the instance of Gen. Sickles, arguing that tbe suc cess of tbe confederacy would have been a misfortune to the South, have been published in Charleston creating con siderable comment. The Herald's Washington special says: No reduction in the revenue tax on tobacco, whisky, cotton or petro leum is contemplated, but the tax is likely to be increased.
