York, Feb. 28?The Tribune's Washington special says: There was a protracted session of the Cabinet yes terday, at which all the members were present. Rumors are in circulation that a serious difference of opinion ex ists between the Secretary of the Treas ury u*11 the Comptroller of the curren cy, both in respect to financial policy and the new political phases. The statement which has gained cur rency that the St. Louis Postmaster was refused confirmation on account of an unfriendly feeling toward the President and that his rejection was intended as a rebuke to the Presideut, is untrue. It was ascertained that the gentleman nominated for that office was personal ly hostile to both of the Missouri Sena t?rs. and in accordance with a long es tablished usage of that body he was re jected upon that circumstunceand none other, and the ? President was so in formed. Tho World's Washington special says: A bill prepared in accordance with suggestions of the Secretary of the rsavy to regulate the appointmeut of certain volunteer officers in the Navy, has been considered. Tho House Na val Committee agreed to report it to the House. It provides that in time of peace the number of .Bear Admirals of the active list of tho Navy shnll be re duced whenever any officer ol that grade shall be removed by death or resignation, or otherwise, and such removal shall not create any vacancy to be filled so long as peace continues. That promotion to tho grade of Rear Admiral on the retired list shall be made by tho selection by a board of Rear Admirals of "three commodores from the retired list as most worthy in point of character, ability and honora ble service, ono of whom shall bo se lected by the President and sent to tho Senate lor confirmation. That of the number of lino officers of the Navy on acfivo servico, five Lieut. Commodores, twenty Lieutenants, fifty Masters and seventy-five Ensigns shall bo appoint ed from those officers who have served in tho volunteer Naval service for ten ?'ears. A board of officers is to exain 110 and select the candidates. Any officer who has served for two years has the right to appear before the board and be examined for appointment in tho regular navy. After tho constitutional amendment is disposed of to-day the House will take up the loan bill, and will probably pass tho substitue offered by Mr. Stevens for the regular bill iroin the ways and meaus committee. Tho substitute re stricts the the discretion of tho Secreta ry of tho Treasury and omits the foreign loan clause. The Times' Washington special dis patch sa3's: Next Sunday will complete one year since the Senators from Tennessee, Messrs. Fowler and Patteison, were elected to theirseatsintheUnited States Senate. It is hardly possible that these geutlemen will be permitted to take their seats beforo their first Senatorial year shall have expired. The indica tions are that three-fourths of tho Sen ators will voto in favor of admitting the Tennessee members when the motion comes up. Njsw York, Feb. 28.?Wm. Llovd Garrison delivered an address in Brook lyn last evening. He denounced the President's policy in severe terms. Ho thought that Secretary Seward might better have fallen under the hand of the assassin Payne than to have participa ted in lastIhursday evening's meeting at Cooper's Institute. The Herald's Washington special says the streets are full of rumors of cabinet changes. Gen'l Butler's arri val at this particular juncture was sur mised by sometohavo been determined by tho lato break between tho Presi dent and his cabinet, and not a few believes lie confidently oxpects a place should any vacancies occur. His real business here is to defend the govern ment in ono or more suits brought up from Indiana for doubtful or illegal exercise of authority and power. The Herald's Washington special says: Some time ago a board of officers was appointed to examino applicants for the vacancies among officers of the regular army as it now exists. There were about four hundred and fifty places, for which 8,000applications were made. Something liko 280 deserving soldiers, many of whom had servec years in the army, passed examination before this board. It is stated, how ever, that the real nominations for the places have been made from among candidates presented by Congressmen, and who have not passed the board. These nominations were sent to the Senate yesierday for confirmation. Washington, Feb. 28.?The Ways and Means Committee have agreed to report a bill providing for a tax of five cents a pound on cotton, and allowing a drawback on manufactured goods ex ported; also a bill exempting from tax ation all incomes under 51000 dollars, and taxing all above that amount at a uniform rate of 5 per cent. The Commercial's special says: If Mr. Bingham presses the constitu tional amendment to a vote it will be defeated. Alex. H.^. Stephens is expected at Washington this week. Nkw York, Feb. 28.?The bank com missioners have returned from Wash ington, having accomplished tho object of their mission to the Secretary of the Treasury and Treasurer. The averagfe deposits of banks are to bo taxed after the amount of checks drawn against account each day is deducted. The gross deposits will be retained and a separate account of uncollected checks will bo kept, placed to tho credit of the banks. ? HI ? New York, Feb. 2S.?The Herald's Washington correspondent writes: It is understood that during the late excursion of Secretary Seward to the West Indies, ho selected a harbor in tho island of St. Thomas to form a rendez vous for our National vessels, and that negotiations with the Danish authori ties have resulted in securing hs the same, which will be of immense'value to our government in case of a foreign war. His views will be met by a working majority of Republican members in both Houses or Congress. A much better feeling prevails to-day. A breach will be avoided between the radical and conservative elements of the Republican party and the Presi dent, and the unity ofthe partvjvili be preserved.
