In response to the summons, Mr. Clemens appeared horore the Board. He took occasion to give the gentlemen composing the Board or Registration an exhibition of his oratorical powers. Wo ?were present and heard the peoration. Such an amount of billingsgate as be ventilated was w orthy of th<, satirical days or John Randolph, of Roanoke. We felt as irwe bad been tranalaied to the Senate bails or the capitol at Rich mond, and were listening to tbo im passioned venom of "old grizzly foot" Henry A. Wis?. No doubt he was un der the modest hallucination, during his glowing phtllippic, that ho was Mirebeau, standing up in the French Tribune, and exclaiming, "when I shake my gory locks all France trembles." It is worthy of remark that none of the gentlemen composing the Board faint ed. One of them ventured to give him u little advice as be was passing out the door.
