Twenty-seven prisoners escaped from the Penitentiary about six o'clock this morning. It seems that the gate guard, while admitting some person, wns at tacked and overpowered. The convicts obtaining arms, rushed in large force upon the box guards, dlssrmlug them, and thus made their escape. Consid erable excitement prevails. JheConven-l tion with a number of prominent citi zens made an excursion up and down tho harbor this morning. The bridge will be about 2000 feet long, of the truss pattern, with between 300 and 400 feet spans, fifty feet above high water mark. It will cross at a point near Carr street. Another company, called the St. Louis and Illinois Bridge Companv, of which Capt. Jas. B, Eads, is Chief Engineer, will build a bridge crossing at Wash ington avenue and have already got considerable material on the river bank ready to commence work as soon as the water becomes sufficiently low. Both these structures will be railroad bridges. From Washington. Washington, Aug. 22.?Although It is known instructions were some days ago sent Gen. Sickles in effect that the firocessof the federal court must not be ?terfered with by the military authori ty, recent dispatches from the South state that notwithstanding these in structions, Order No. 10 is still in lorce. These facts, unexplained, convey the impression that the General is guilty of contumacy or disregard of orders from the War Department. It is positively known here that the Instructions, at bis request, are temporarily suspended in order that bis views upon the subject may be made known to the authorities at Washington before further action.
