Adopted. A number of unimportant petitions were read and referred. The petition of Inland citizens, asking that the Ohio river be declared a legal fence, and that cows be not permitted to run at large on the Island, was referred to the Committee on Ordinances tor report. THE LICENSE QUESTION AGAIN. Mr. Qoodfellow, in order to bring the license question again before Council, moved that a committee of conference on the subject be axked for. The motion was discussed at length and finally adopted. Messrs. llorkheimer, Wait and Adams were appointed from thin Branch. The conference committee retired, and after an absence of about an hour reported that they were unable to agree. The following resolution was ofl'ered by Dr. Reeves: " Jiesolretl, That the Committee on the Capitol Building be requested to make a detailed exhibit to Council, at as early a date as possible, of the exi>enditures authorized by them in erecting the State llouae. The minutes of the last several meetings were read, and there being no objections they were signed by the Mayor and attested by tho Clerk. Non-concurrence of the Second Branch in the action of the First Branch, in referring the account of C.U.Johnson to tho Committee on Accounts, was received but not being pertinent was not taken up. Kcport of tho Committee on City Prison for the month of March waa read and the action ot the Second Branch, in approving the report and ordering payment of bills^ enumerated therein, was concurred in. The Committee on Lights submitted report for the month of March and the action of the Second Branch, in approving the report and the recommendation of the committee for the payment of certain bills, was concurred in. Mr. lieister offered an ordinance in relation to depositing filth or dead animals in the river within the limits of the city on pain of a penalty of not leas than one nor more than twenty dollars. Mr. Blair moved to refer to tho Committee on Health, which motion was lost After further debate Mr. Hall offered an. amendment, prohibiting such doposits in the river north of Caldwell's run, which j amendment was adopted. Mr. Wilson moved to refer the matter to the Committee on Ordinances for further report, which motion was lost. Mr. Blair renewed the motion to refer to the Commit* | tee on Health, and the motion prevailed. An additional clause to the licenao ordinanco in relation to druggist* selling spirituous liquors, wan received from tho Second Branch and on motion wan laid on tho table. The action of the Second Branch amending the water ordinance, was concurred in. . . Report of the City Surveyor on the condition of the bridge* wan read, and the action of tho Second Branch referring it to Committee on Streets and Alleys with power to act was concurred in. The action of the Second Branch ordering the Financo Committee to mako a report on the city finances so as to aid in placing the present loan,was concurred in. Mr. Egerter offered a resolution to make two cluwcs of licensee, and gave his views in support of the resolution. The resolution was then discusscd by various members at considerable length, and on a call for the ayes and naves the motion to refer was lost. Mr. Carnahan offered a resolution requiring tho City Sergeant to enfore the ordinance in relation to depositing filth in tho river, which was passed. Bills of Elllfrtr. and others were read, and tho action of the Second Branch or* dering payment was concurred in. Resolution to pay Mrs. Stout$25, passed by the Second Branch, was non-concurred in. Mr. EgerUr moved that the Committee on Ordinances be instructed to frame an ordinance refusing to grant license for the sale of beer,ale and spirituous liquors for the year 1877, The Mayor decided the resolution out of order, which decision was appealed from. The decition of the Mayor was sustained. The resolution in relation to the sale ol spirituous liquors bv druggists was taken from the table and referred to the Committee on Ordinances, A message lrom the Second Branch asked for a new committee of confcrence on the license question. The Mayor appointed Messrs. Stone, Luughlin and Hoffman. Mr. Blair offered a resolution in relation to the grade of Virginia street, referring same to the Committee on Grades for report. Adopted. The conference committee having returned, reported that the committee had agreed upon a license of $275 for coffee houses and ordinaries for the year 187778. On the motion to adopt the report, Mr. Stone explained that tliere was but one (iropofution before the committee, that of ordinaries. The committee was ordered to again retire and conclude their labor*. A resolution from tho Second Branch ordering the Capital Committee to make a detailed report of the expenditures under their orders, was concurred in. TheCommitteo having returned reported a disagreement, the license question is therefore unsettled, and the Council remains at a dead lock. On motion the Branch adjourned. The company will adopt a seven minute Hchedule, an an experiment, between the Grant House anil South Wheeling, with a view to the better accommodation of the heavier portion of their travel. Complaint liaH long been made that the interval between cars is two long, and many people who would ride if they had only seven minute* to wait prefer to walk rather than wait fifteen minute*. The company propose to take away all ground of complaint in this respect by the addition of a shorter schedule, and if the new programme is a success it will be continued; otherwise the present running time will be restored.
