' J ulilu couDljr'a tiuuia II) itie kliir Hall road Nurvey. $ The Board of Commissioners of this v county meet to-day, and to this meeting * will be presented a petition, numerously ^ and induentiaJly signed, asking tbo Board H to appropriate $U,000 to the survey 0/ the t Wheeling, Parkersburg A Oharlaaton Kail- J road. This amount is the quota assigned to Ohio county as her share of the $10,000 necessary to be raised along the route for the aurvey. Parkeraburg has already Jj raised her quota, and so has Wetzel b county, and the news from Jackson shows t that alio ia moving enthusiastically in the i work assigned to her. J Ohio county has been pledged for her j quota, and as an appropriation by the board for $3,000 is.the fair and impartial way to raise it, we trust that the honora* ? ble niembe/s will see their way to act * promptly on the petition presented to theui to-day. It is very desirable to put J the money in the hands of the distributing agents at once, and havo the survey beguii not later than the first of May,-to that g the road can be put under contract at the b&rlitjdt possible day. The eastern nyndi- " cate Id repreBcnted by Mr. Camden as do- J uiroiia of buihliug the road this year. They c ara able to place tbe bonds at thin time. . They may not be able to place them three jj mouths hence. Any unforseen event that would disturb the present oase in the h money market might change the whole ' complexion of things, aud put this road off u to an indefinite time in the futnre. Now ? la the golden opportunity which we must u improve, lience the expediency of i|oving 1 promptly in the matter. J Hlml Ilia llnltluiore dt OI?l? Mlglil II<? In }| ttio War ofNNuriutf n flimburgli Onl* 11 1 lo llltt H'raf. There is a narrow gauge railroad from TemporuDceville, a suburb of Pittsburgh, to Washington, Pa. It is about thirty miles in length, and a very one horse ulfrtir. It ia called the Pittsburgh Mouth* ern Railroad, and there is a movement on foot to extend it through West Virginia to some point on the Chesapeake & Ohio Railroad. At present it has no value to its stock or bondholders, inasmuch aa it is poorly built, poorly equipped and poorly * run. Tue Baltimore & Ohio Company has tiddlefAdled for years in regard to a rail* road, connection west from Pittsburgh, aud at one time was offered the Ft. Wayne road aud at anothor .the Cleveland A Pittsburgh, aud still lator the proposed uew line receutly gobbled up by other parties; but with that strange lack of ad* ministrative capacity which lias characterized its general policy it has never ac* complished auything. And yet it was always and is now a very important matter for that compauy to securo a connouLlon wostward from Pittsburuh. It neeius to uu that tho most feasible remnant of opportunity left for the Baltimore tV Ohio itt this Pittsburgh Houthern 1 road. It could be uoed aa a connection with the lieraptleid, and tho distance could be shortened at least five miles by a connection east of Washington. Thus tackod on to the ileinpfleld it would give the Baltimore A Ohio a line from the West to Pittsburgh, and from Pitasburgh to tho f West. j Of course tho gauge would have to be < changed and the grades greatly improved, and an entrance iuto Pittsburgh proper f effected, all of which could be accomplished, and wheu accomplished the Baltimore A Ohio would have a very fair line from that important centre to and from tho West. The adoption of such a policy would not necessarily mean the abandonment of ~ the project lor extending the rilta Dingo boutheru through West Virginia to the 0 Chesapeake anil Ohio road. The road * could be carried Houth just as iaat as the CI people along the proposed route are will- P log to subscribe lor that purpose. Any c extension southward would Increase its J business, and would be a feeder also to the ' Baltimore and Ohio main alum. 11 01 course the principal point in view in 0 the purchase ol the road would be to use it li as a connccting link with Pittsburgh. The q company would thereby secure a road to p Wheeling ol sixty miles In length, and an uutlet to Chicago lor all the carrying trade ol Pittsburgh, This would give Pittsburgh a rival line, and give the llaltimore and |j Ohio n valuable business. . J We do not suppose that the Baltimore ,V Ohio will improve this opportunity, It nevor does Improve such opportunities. The traditions ol the company are all against such a manifestation ol energy and enterprise. The miscarriage of all their ? eleventh hour demonstrations between J llaltimore and New York, as well as at *< Pittsburgh, illustrate how lor the sake ol 1 pennies (hoy have always sacrificed del-. lars. i Their management ol the ilempfleld ex- " tension is a lair illustration ol this penny wise and pound foolish policy.
