The most noticeable leature of yester day's session in the 8enate was the efforts ol some Senators to amuse themselves to ward the cloeo ot the day's labors, by piling up motions, to the confusion of the Chair and dismay of the journal clerk. In the liouse the most interesting epi sode was the discussion of Mr. Harmon's joint resolution concerning the tarifl' on wool. It will again be under consideration to day. Tbo session of the Senate yesterday was opened with prayer by Itev. George E. Hlle. The attendance of spectators was unusually large. Mr. ilostutler presented two billB, one of which amends the law in relation to justices ol the peace, their jurisdiction, powers auil duties, etc., aud the other tue Act concerning circuit judges ^under the Constitutional amendment of 1879. Mr. Smith of Marion, .ottered joint reso lution No. 15, directing the Clerks of the Senate and House to examine tlie tiles aud nee how many of the bills submitted in 1882 by the Revisory Commission, remain ed uupassed, that it may be seen what leg islation is nectseary to completo a revision of the Code. It went over under the rules. The bill to authorize the purchase and distribution of a,000 copies of Kelley s Revised Statutes was, on motion of Mr. Floyd, laid on the table by a vote of 21 ayes to 4 noes. "Senate Rills No. 31 and 40 wero passed. The former amends the election law so as to require one member of each Board of I Canvassers to bo of opposite politics, and the latter provides that justices of the peace in counties which have been re-Uis tricted shall hold their offices for the terms for which they were elected. At 3*30 p. M. the special order, the Joint Resolution tixiug January 18th as the day for the final adjournment of the Leg islature, was taken up. The reading of the resolution caused considerable laughter. Mr. Donehoo demanded the previous ques tion, and it was ordered. Mr. Floyd moved to amend, but the President ruled that the motion was out of order. Mr. oodyard moved to lay the resolution on the table, but this was also pronounced out of order. Dr Barbee asked whether the date lixed meant in 1883 or 1S84, but the President could not tell. Mr. Floyd moved to refer to the Judiciary Committee, and demanded the ayes and noes. Mr. Donehoo said this was not in order,I) ut the Chair thought it was, and it was adopted. The resolution previously offered by bon ator Lobban looking to a Hospital for the Insane in the Third district, was amended in many particulars, and was Btill pending at the close of tho session. It occupied a large portion ol the session. Mr. Smith, ol Marion, offered a joint resolution calling upon the Auditor to iur nisU a statement of the increase or decrease in the respective counties of the valuation ol real estate shown by the reassessment of 1882. I Air. Roberts offered a joint resolution for the relief of James L. Morehead. Mr. Floyd moved that the ceunto go into executive session, host. Mr. Scott moved that the.Senate take a re cess till 7 i\ m , pending which Mr. Donehoo moved that the Senate adjourn. This was lost. Mr. Smith, of Tyler, moved that a re cess be taken uutil 7:30, and before this was voted upon Mr. Floyd moved that when the Senate adjourn it be to meet at 10 a. M. to-day. Mr. Isbell, a Oemo | crat, took somewhat the same ground, and Mr. Cox (Republican) opposed the adop tion of the substitute briefly but forcibly. Mr. Harmon said wool was now as low as the farmer could afford to produce it Mr. Brown, jr., of Kanawha, favored the sub stitute, and Mr. label! again opposed it. Mr. David Powell also opposed it. Mr. i Cox again pointed out the fitness of the action contemplated by the original reaolu* tion. Mr. Dafley advocated his substitute. I Mr. Kvansasked Mr. Dailey iflie believed in the policy of protection to American industries. He responded emphatically: "I do not and I never did believe in the policy of a protective tarill."' He continued that it was not only because the minority party wished the majority party to go on record as favoring a protective tariff tbut the former insisted on the original resolu tion. Mr. Brown, Jr., of Kanawha, took up I the latter point, and accused tho Republi cans of subverting the purpose for which the Legislature assembled into that of a machine to manufacture party capital for the next campaign. Mr. Isbell rose to speak again, but Mr. Peuuybacker raised the point of order that he bad already exhausted his privilege. Mr. Evans moved that the rules bo sus pended and the ppntleman allowed to speak. Mr. Burtt said the House would be I doing the gentleman a kindness by refusing to allow lum to talk auy more [laughter], for the other Democrats would read him out of the party if he kept on.
