Qfunox, May 31,1883.?So far as your cor- j respondenthu Men the Imuoncii has not pabl abed any extended account of tbe Decoration exercl.es at Grafton. These ex ercitea deserve to be mentioned. In tbe first place, tbe largest crowd of paople ever in Grafton on any occasion was here on Decora Day. It looked as though all tbe people lt? the Counties of Preston, Harrison, Mar ion and Monongalia, to aay nothing of the Taylor County people, had suddenly emptied themselves out on Grafton and brought along their friends. At the cemetery there was a perfect jam, Union and Confed-j era!e, r id soldiers and ther stalwart sons and daughters, paying a tribute of rescect to the dead brave who on battle field and in hospit al and priso i yielded up their l'v?s that this Union might be perpetuated. The exercises were of a very entertaining character, some stirring music from four braas bands being a very prominent feature. Judge George Loo wis, of Pa-*keriburgt waa tbe oratur ol th? day, and never froui the lips of any orator fell finer or mora eloq ent w. rds. To attempt a description oi this great speech would be to do the speaker in jus tice. JL'hoee who heard it bid hoped e'r* ibis to sie it in pint. During the entire deliv ery of tbe oration tbe immense crowd stxd up in tbe sun. seemingly entranced by the words of patriotism an 1 splendid o atory. At the conclusion of Judge Loomis' ora tion, tbe orator remarked that Governor F. H. Pierpont, the old war-horse and veteran, was present, and that be would like to hear fr jn* the old patriut. Instantly there was a cry for Governor Pierpont. in which tne vast audience teemed to join. Governor Pierpont came r>rw?rd,his lace radiant with pleasure, and?aid: "As I sat an eager listener to the eloquent speech of Judge Loomis and looked out into your faces my memory ran back to the stir ring days of 1861-2, when to encourage vol unteers to go into tbe Federal army I viaited most of the ceuterd of population |n West Virginia. While- riding on the railroad at night, and as i lay on my aleepleas bed, many times 1 asked myself?in tbe fear of God?if it was right? I knew niauy that wonld goto the field would never return. I knew that the object of the leaders of the rebellion was to enlarge tbe borders of slavery; to reopen the African slave trade, and to degrade labor. They had declared that tbe war waa to be transferred to tbe Potomac and tbe Ohio; that slavery was the normal condition of the laboring man. "What hadjtvest Virginia been guilty of that she snould be over ruq by war; her towneand tbe homes of her people laid waste and desolated; her sons conscripted into (be rebel army to figbt for slaver}? My mind rau back through tbe ages from Nimrod to Calvary, and down to the present time. Tyrants were ever gainiog power? aud a great concession wan never made to humanity but by tbe shedding of blood. I believed in this light the slaves would be made free and the laboring xn&n advanced. 1 believed that the homes, the wives and children could be better defended by the Btrong arm of the West- Virginian at the front. I believe it yet. [Applaute.] I thought then it was right and I thin* so yet" [Prolonged applause.] Gov. Pierpont theu gave a short-graphic description of tbe results of the war,and said, "I can not consent to detain you, but 1 must >ay that I have always been proud of. tbe West Virginians and tbe honorable record tbey made in war. Tee grandest heritage they leave to th*ir children is a legacy of bravery ?ud fidelity to tfvery trust. Governors of Northern Slates, and statesmen at different time , asked me why it waa that Weat Virgi nia troops stood so high for fitbtlng qualities and fought so well ? I replied that it was because thev were in earnest, they were at tbe front defending their wives and children in the rear at their homes." Governor Pierpont naid further, that "Dur ing the winter of 1804-5. he was twice at tbe front ot the Peniutuia before Richmond. Weat Vlrgiuia regiments were there; many Northern troops were a'so there. Desertion from picket duty h?d become common, I sup pos d confined rrincipally to beun'y Jump ers, but the custom'became so prevalent that the commencing General h?d to put a guard iu the rear to eaten the deserter*. No guard was ever placed in thn rear of West Virginia soldiers. Some of the < tflcers complain-dof this. General Ord.lo whom complaint was made,* replied: ??The Weat "Virginia beys bad a whole year to decide wi icb army they would go into, and not one cf them waa ever koown to aesert." ., Illustrating tbe estimation in which the West Virginia troops were held by the Gen erals of the army, Governor Pierpont said: "in 1805, at tbe front, at Hatcher's Run, Gen. Mead was in command, Uen. Turner next, Terry commanded the corps; two West Virginia regiments bad been sent forward on picket duty. They bad not gone far until they encountered a battalion of Confederate soldiera and captured tbem and brought them within tbe Federal lines. Gen. Mead saw tbe regiments returning with tbe prisoners and riding up to Gen. Turner, (who was a very profane man) said, 'Gene'al, you must take better care of your soldiers or they will get captured.1 Tamer replied, 'Captured h-l, these are West Virginia soldiers, and when tbey get into a fight every d?d one of tbem is a General. Tbey never will be caotured.' "And, "continued Gov. Pierpont," so it la.' my frieads, West Virginia soldiers covered themselves all oyer with glory." [Prolonged applause.] This was all the old Governor's speech, liy this time the Governor was sur rounded by a crowd of old boys who gayly wore i he blue twenty years ago. The olo veteran got down fjom the atand and for sev eral momenta a regular camp meetiog scene was witnessed. One old fellow said, a'i was at Hatcher's Run,Governor;" another "I was on tbe Peninsula;" and bad tasted the half cooked beans at Libbr, aud others starved in the "skeleton clutch'r of Andersonsville.
