VA., JULY It), 1887. ?' The Southern luduitrinl .Situation, c No doubt thero la gonernl progress In t the (Joutb, but thero is a!eo very much to J bo done before It becomes an ideal region , lor white immigration Irora the North, i To begin with, the wages ot common labor ? are not enticing by any means. The ne- ' gro creates the standard of common labor wages and inasmuch as he it abundant c oud cheap us n laborer, he virtually legu- < latos tho price lor all Idudj ol hired agrl- 1 cultural work. , No Northorn white man could better i hla condition by going South as a (arm I laborer. He would meet the poorly paid j negro at every turn, and find hla compotilion too much for him. Then, too, white laborera do not want themselves or faml- j lisa to bo subject to that sort of competi- 1 lion, i especially when there are no*, com- , pensatlng advantages in the ehapo ol i health, schools or society. I 'The rent o! land in the South is high, ' all things considered, especially cotton : lands, and there seems little cncouragcmcnt (or white farmers to go South in Bearch ol land to rent. It is only the man who can control land of bis own who can hope to crop successfully in any pert ol tho Sontb. We observe that recently circulars were sent out from New York to parties in eev oral of the Southern States asking a number of questions in regard to labor. Among other questions was this one: "for what kind of labor is there a demand in your community 1" Tho ropliee, wa ara tn!i1 "shnK an nlinoflfc univeranl demand for farm laborers, not bo much because farm laborers seem to bo ecarce as bocausothey are not satisfactory." This ia tho troablo as respects farm laborers: They are not satisfactory. A further trouble ia that while the employers get labor very cheap because it is abundant and not satisfactory they would expect to got white labor at a very small increase ' of cost over what they pay for this colorcd labor. Tho fact is, tho negro's work and wages correspond, and certainly he does not get the better end of the exchange. As a rule, he gives dccidedly more than he gets. Tho replies to which we havo roferred show that thero ia a considerable demand for white skilled labor in Tennessee, Alabama and Georgia, the three mout important industrial States in the South at this time. We read, however, that Tho individual answers do not show so much that plenty of work at good wages awaits competent, skilled men, although a number of correspondents specifically report a demand for mechanics, as they show that in skilled aa well as unskilled labor there is more or less general dissatisfaction with the quality of the present Bupply. Exceedingly significant is tho 1 number of the demands expressod for cooks and servants. This shows that the domestic service which, it will bo recalled, was said to be bo excellent in slavery, has for Bomo reason become unsatisfactory. Another phass of tho answora to the 1 Questions sent cut ia tho fact that wag?b ' are paid in all eorta o! waye, by the weak, the month and the year, and partly in > cosh and partly in supplies. There were 131 caeea of the latter as against 50 oi the ! .former. Take all the information received in answer to the circulars sent out and it 1 doea not present an attractive picture to white laborora at the North. It ia not easy to see how thoy could better their situation in the country* districts of tho South. The day has not come aa yet when the white farm laborers of the North aro under tho necessity of ac- : cepting such a stato of things ns exists in the agricultural districts of the South. J They are not compelled to. mako such a i sacrifice as it would call for. Tliey caddo far better where they are, where they have vastly more advantages, pecuniary, social and moral. Aialmiuu lcou. The threatened large increase of iron \ output in Alabama, in consequence of the i Btarting of so many new furnaces last fall 1 and whiter during the boom, seems likely ; to b8 much delayed by ^inability to get a ] Bupply of coke. In Jhct, there ia not an i adequate supply of coke /or the concerns < already in blast, and a number of concerns 1 are running along in a very hand to ; mouth way. i , Not a fow of tho furnaeae are doing very ' indifferent work and turning out not only j a decreased output, but a poor quality ni. iron. A correspondent of the Pittsburgh Dispatch, writing on this subject from Birm- . ingharo, has the following remarko on the question of cost of iron. He says: Thero haa been a vast deal of fiction curront aa to coat of iron in Alabama and i Tennessee, but those interested in tho question may set it down aa cartain that iron ia an npnrr.iinr (flpf in A loKiim > and thu cost need sever exceed thct at leadini: plants except by bnd iurnaco practico. Until now procefses arc diiicovered, the South will not compete with tho North in the manufacture of steel. ' The Cranberry mines, in North Carolina, are the onlv strict Bessemer orcoyet found, i whatever claims may be mado to the contrary, and theiin aro not Bufiiciont, owing ! to extreme difficulty in mining, to supply i tho single Bessemer plant at Cnattanooga. The Southern iroim will bo found suited ' to all ordinary foundry and forgo par- ] poses, and all that may bo produced above Jocal requirements (now rapidly growing) i mnst be sold in the Northern and Western markets, tkih1iui.k iikat nil Altirmlnc .Mortality in N?\t Turk. On tbo river aide tho nir was a Irillo cooler. It was laden with the questionable odor of the harbor, but it was cool in comparison with the choted-up atmosphere of the crowded streets, and many remained there, seated on beer barrels or other convenient seats, in preference to going home. Tho alarming increase in in- ! fans mortality haa awakened tho grsveat j apprehensions. The deaths for sii days of last week amounted to nearly 1,300, : against 503 births ior tho came period. To S3V0 the babies the Sanitary Department to day detailed fifty young physicians for immediate service, each man being us signed his territory in the tenement-house 3 districts, where the heavy mortality is occurring, and it is the intention to make the tenement-house corps a permanont . adjunct to the health-office staff. Each doctor, without waiting for calls, wiil visit every family in his district, giving advice freo and prescriptions where they are wanted. If the patient is very poor _tho prescriptions will be filled at eanitnry headquarters or at any drugstore the proprietor ofwhich is willing to aid in tho work. The visitors have instruc- tions to interfere in no caco with private practice. They are to give their services ? to such as need them and cannot pay the doctor. The physicians are supplied with passes for the St. John's Guild excursions, with instructions to distribute them freely J whore they would do tho most good. * Chinamen in the Jlott street colony 1 have been dying in unusual numbers this 1 spring and Bummer, and in tho majority ; of instances pulmonary complaints have j been the cause. Health Officer Magle = said this morning that with one or two exceptions every Chinaman who had died in this city for several years had died of consumption. Their diet, ho said, was not aii nutritious, and tlioy were, in reality, have starved. The use of opium wae also a leading cause of the trouble, though acting in an indirect manner. p The position which they are obliged to asaume in their laundry work, too, greatly contracts their chests. President BayIces recently made a tour of inspection in = the Chinese quarters. He found them horded together like cattle in low, miserable quarters, in which the atmosphere was nauseating.
