These facta were eatahliahed by tho 2 verdict of tho comity court on the 10th :t of November last. The case in noiut o was a peculiar one. Au acting rond conr* tractor preferred charges of neglect c against liia surveyor to tno county court. 0 The court engineered tho case with a ?f view to forcing a verdict for tho defendl" anl, presumably with tho intention of ' killing all future complaints of alike > nnture and to gratify a prejudice against y tho complainant. The complaint was mado in Septumll her, but tho decision wao not rendered 11 till the November election had brought e forth its fruit, when tho case waa iliat missed ?t tho contol both parties. ' A. third cause of bad roads is tho crim1 inal neutrality of the people. Too many u will sailer any degree of imposition / raiher than make an open complaint, '? while another large number will sacri1 lieu right and principled ior a periodical y slug of JerBey lightning. All these curs r will hark loud in the dark, but in the ' moment of action play the part of those other canines that tighten their grip on their tails, and subside a a if that at3 tonuated appendage wero worth more c than all tho world Ijeaides. ? "NVoon County. ' Hooii County, I)cc. 20,1890, Komi Improvement. To the Editor of the Jntetlljcnar. Mm:?Any plan that contemplates the multiplication of roads and the coincident improvement of them nil ia mere child's play. Wo have too many so" called roads already, and every addition to the number places us further from a reasonable hope of securing any improvement in their condition. It occurs to mo that a wise policy would surest that a few* of the main roads be made subjects of special attention, and commence on these' by supplying them with eubstautial stone or tile culverts. Next macadamize the the worst places, and do the work in such substantial manner that the job will not require re- , prating coon. The manner of doing this ' work is all I will attempt at this time. The suggestions I otfer are founded on , twenty years' experience. . in the first place prepare the road bed for tlat?a with which cover it, observing a fairly uniform surface. These lings should be solid and about six inches thick. They should be laid close, and if one surface of any atone is broader than ; its opposite surface the broader one I should be placed downward. This system of paving is to serve as a bafle or foundation, au<t on this is to be laid a course of broken material. This last ia to supply tlio demands of wear by nso and the elements, and nn th? ? >.?r. acter of this will depend the future expense of keeping up tho road. The better the foundation the less ol thissuifaob material will be required /or present ' use, but it should be ol such a thickuess ! that no wear or serious jostle shall come' directly upon the underlying flags. The future expense will arise from supplying this as it wears down and is washed ( away. Many roads in this county pass through stony districts, which are capa- , bio of supplying all the necessary mater- j ial without any tirst cost. I use such j stone as I can procurc handy for use, | and cover them with creek drift consist- j infj of gravel of various size and character as to hardness. When Hags cannot be had I form the foundation of small stones set on edge, and treat it afterward tho same as the foundation of flags. Of course it is necessary that the outline or form of the finished road shall be such as to insure perfect drainage, for no material available for road building can be expected to ! remain intact under water. A Contractor. Varl'crsbury, TP. l a., Dec. 20. Donation Day nt tlio 3\V. Vu. Home for Aged nuil 1'riomlleHH Womim. I Suggestions having come from various ' sources that tho Christmas season, so near at hand, might > bo appropriately t celebrated by sending gifts to this j worthy charity, tlie Board of Lady Man agera have appointed a committee, who : will be present at the Home, No. ol I Thirteenth street, on Wednesday, De comber 24, to receive donations. The object for which the Homo exists is clearly indicated by ite name, and the ' need for such au institution has been : fully demonstrated by the number and uiiuxiivici ui niucc ?nu ?jcl*k ua wiener. While tho Home has proven itauif a blessing io tkocity it lifia not diminished , the income of other benevolences, but - rather stimulated and encouraged them. 3 The managers are, therefore, encouraged to mailt', at this time, an earnest appeal for aid to increase its usefulness. The house is at present beiug worked to the limit of its capacity; every room is occupied, while a number of applicants are asking for'admission. ? The holiday reason is a time which 0 emphasizes tho> kinship of the whole human family, in the presence of the otio common Father and Redeemer. Christmas never occurs without bring? itig with it great duties, as wed as great privileges; thankfulness to God, and 'p good will to men?manifested in acts of u benevolence to our needy fellow-beingd. - Donations in money may be sent at any time to the Treasurer, Mr. J.
