GARBAGE CONTRACT AWARDED To Charles Beckcr. in Accordance With Recommendation of tho Health Committee. Last night's was a rtar session of the city legislature, and the attendance on the part of citizens was the largest of the present council. The leading attractions were the letting of the garbage collecting contract for the ensuing two years, and the.- granting of liquor Koonnnu tntoroBt (ins lrlven the former because of the objections mad.* by gome councllmen to iho letting: of the contract to Charles Backer, who was not th<? lowest bidder, unci the license fight was of course an attraction, owing to the fact that the committer on petitions and remonstrances had acted adversely on the applications of twelve saioonists who are alleged to keep places where the city ordinances are not observed. In the matter of the garbage contract. effevts were made in both branches to let the contract {o th:J lowest bidder, Lawrence Coffey, but without effect. Owing to the fact that Democrats In council had determined to make a united effort to give the contract to Coffey, an inexperienced man, and whose bid Is the best evidence of his lack of business qualifications, the Republicans of council met in caucus before the session of council and decided to support Becker solidly, which was don.;. The council had an experience once or twice before In straightening out matters after giving the garbage contract to men who were both Inexperienced nnd far from conscientious In performing their duties, and knowing Mr. Becker's qualifications the city legislature very properly awarded him the contract. In the matter of the saloon licenses, there was much pulling and hauling in both branches. First the second branch passed upon the licenses not objected to favorably, and after rejecting the recommendation of the, committee on petitions and remonstrances that the license applications of the "twelve" be rejected, resolved to refer these to a committee of elgh*. for investigation. In the first branch this was non-concurred In. the branch voting its approval of thj work of the committee on petitions and remonstrances. Finally the lirst branch acted favorably on applications not objected to and also endorsed the rejection of the "twelve" as well as three Others. This put the second branch In the hole, and It made haste to concur with the first branch. The fifteen applicants who were turned down, can, It is the understanding, bring their cases to the attention of the committee on petitions and remonstrances and demand an investigation, and if it develops that they, do not conduct their pluccs In the manner alleged, council will grant licenses.
