Up to the time of Wil liams' arrest, all i irorts to ferret out the tbicres were unsuccessful. The Mayor of Pittsburg flooded Ih-- country with circu lars descriptive of the articles stolen, nnd a d:ir or two ago received a despatch from He]lair. Ohio, that two men wore engaged in selling jewelry there, under suspicious c rcuuistanccs lie ?o nmunicated with Mr. Kenuedy, who was armed witli the ne cessary documents, and proceeded to Hell si'r. On Saturday the Mayor recoived a d Pi patch from Mr. Kennedy, stating that t!io thief who had stolen hisjvaluables* had been arrested. Officer Hague came after the prisoner, hut returned without hiin. it being necessary to procure a requisition fur his deliverance, lie is now in jail at Mounds ville. ?S-^Xo Cause Assigned.?The friends of the hoy, William Greer, who committed suicide by liauging iu the First Ward, on ?Sunday evening, are uuable to account for the commission of the act. Ho was cheer ful during the day and nothing unusual was observed in his maimer. From the heavy imputations about the neck of tho de-cased> it is supposed by Corner Day and his jury, that he must have been hanging a long time when discovered and rut down. From tho manner in whicli. lie was suspended in the garret and the cat? with which the rope was thrown over the rafter ami ioojied, it is not thought prol - utile that his death could have resulted from accident. The deceased was seven teen years old, and his untimely end lias completely overwhelmed his parcuts and friends. JOIINSOX'S SttLP-CaKSMlATISO CI AS LlGIIT. -The public are invited to call at the McLure House and examine the merits of Johnsons Self-j, m rating Gas TAjUt. It can be had ill the country as well as in every town or city, without the expense of bringing pipes from tho street to your house, but have the whole apparatus un der your own control. K;ich chandalier is as a portable gas work of itself in all its ornamental forms of common coal gas chandaliers. The cost of the complete ap paratus is from $3 00 upwards, according to style. All can have a brilliant gaslight at the low price of about one cent per hour. Auy person, upon examining this burner, can see at once that the iuveritor has arrived at a degree of perfection sur passing all other productions of self-gen erating gas light; from its simplicity in construction and capability of being thor oughly cleaned from any collection that may form from generation, it is render en tirely practicable for all purposes. This light is exhibited by Messrs. Cham pion and Brownell, gentlemen who come well recommended, it has been oxamined by a number of scientific gentlemen, who pronounce it a most useful nnd prac tical invention, being far superior to any thing of the kind heretofore introduced. JS^The Wivkr.?The river was rising a little yesterday. The stream is full of floatiug ice which does not at present hinder the passage of boats, but it is fc-nred that a couple of cold days may freeze it so hard as to suspend navigation. The Fairy Queen and 11. B. Hamilton arrived yes let day morning both with good trips. We are glad 10 see that these boats have entered into an arrangement by which the Hamilton will hereafter leave on Fri day. They ha*c been running along side nnd fighting each other in the Portsmouth trade for three or four weeks. The Eunice, Capt. McLure, is also here. The Woodsidc has returned from Pittsburg, where she has received much improvement and is now making her regular trips in the Pmkcrsburg trade. The Chevoitt nnd Minerva, two excellent boats, continue to make regular trips in the Pittsburg and Wheeling trade. The Courier, Capt. Sum. Mason, will 1-ave for Cincinnati this evening. Kksmtk.?The Vice Bw|iTciit being ab sent, Mr. BrigTtt, oflud., moved thai Mr. Fitzpa trick, of Ala., be. appointed Presi dent of the Senate pro tern. Mr., Foote. of V t., said the more recent practice of the Senate hnd been to prou.cd to a ballot. The Senate then bnllotted for President pro. tern with the following result: Mr. fitzpatrick 33, .Mr. Foster 1<> Mr. Hallan 1. Mr. 1* itspatrick then took the chair. The Chair presented a report from the Treasurer of the United States with copies of his accounts for the third and fourth quarters of 1858, and the first and 6econd quarters of 1850. . ^r- Mason, of ^ a., asked that his invest tigutiug committee do authorized to em ploy a Clerk. Agreed to. Mr. l'ugh called up his resolution, sub mitted on last Thursday, instructing tlie committee on Territories to iuquirc into the expediency of repealing so mneli of the act for tlie organization of the Territo rial Governments of Now Mexico aud Utah as requires all laws passed by those Terri tories to be submitted to Congress for ap proval uud rejection. Mr. llale, of X. H.. said it was not in or der to proceed to Legislative business, pri or to the organization of the House. -Mr. l'ugh stated that he desired to reply to tho remarks of the Senator from Geor gia, Mr. Ivorson, which ho made the other day, and he diil not care whether lie spoke on the resolution, or on the point of or der. He desired to defend the Northern Democracy from the charge of unsound ness, which did not come withagoofl gruee from those in the South who had not done so much for the parly as the Northerner?, lie spoke of the diiliculty in the North of battling against sectionalism and defend ing the riglil3 of the South. They never elected the Senator from Georgia'to be a judge as to the soundness of their Democ racy. lie repudiated the sentiment that the position of Senator Douglas on Terri torial rights was akin to tho Wilmot Pro viso. or anti-Democratic; he quoted from a speech iu the Vongrasional lllohr showing that Cass sustained the same position. Mr. l'ugh also quoted from a speech de livered by Mr. lvcrson in the House of Representatives, eleven years ago, which was as strong iu support of non-interven tion views as Cuss' famous Nicholson let ter, or Douglas' Freeport speech, lie re ferred to the instructions sent l?y the Geor gia Legislature to her Senators when the. Kansas-Nebraska bill was up, in favor of non-intervention, uud ho said he stood on the Georgia platform. Ho then proceeded to reply to the remarks of Mr. Gwin. that had he understood the Kansas bill when he voted for it, as expounded by Mr. Douglas, he would never have given that vote; by saying that Mr. Gwin did not vote of his own motion but was instructed by the California legislature to give that vote and tint the Legislature wrote down for him iu that instruction what it thought the Kansas-Nebraska bill meant. Mr. Gwin?I voted before the instruc tions got here. Mr. l'ugh?I do not suppose the Senator pretend* that he is a better exponent of the views of his State than his Legislature is. Now having read the non-intervention platform of Georgia, 1 propose to read tho squatter sovereignty platform of Califor nia. He then went on to remark that this odious epithet, squatter sovereignty, which has bccu used to frighten the people from their propriety, was invented fur the benefit ol California and was applied to her on the formation of her State Constitution, in which Mr. Gwin liiuisclf took an active part. He did not see any safe ground up on which the advocates of the Lecompton Constitution could stand for one moment. Ho would not stand up hero to defend Mr. Douglas who was an able speaker for him self. If he was expelled from that com mittee for that reason, they might thereby be compelled to expel ninety-nine hun dretlis of the Democracy in every non sluvebolding State. It was no longer a question of individuals but of principle. Instead of assailiug a man who was nb sent, it would be more manly to do ns Mr. Iverson did and arraign the entire party. Mr. l'ugh went on to refer to tho usage of the Senate on the subject of Commit tees: first, never to displace ft Senator without his consent; second, never to pro mote any one else over him. He was soon going out of the Sonate aud would there forc~fratikly declare that this usage was intolerably bad. It was a usage which has operated to give Senators from slave holding States tho chair On every single committee -controlling public business.? flip Senator from Illinois was the only ex ception and he has been decapitated.? Though he thought the simplest way out of all this controversy was to do justice and put down all these attempts from one sei-ticiu of the Union or the other, to dis turb the platform of the Democratic party, lie regretted tho excitement prevailing at present mi the slavery question. The pro ceedings iu the House of Representatives, as well as in some os the Slate Legisla tures. ought to admonish us that we havo fallen in evil times AVc her.r defiance and threats f rota one quarter rn I the other, which are I'ruight with danger to this glo rions Union. Mr. Iversoi said lie would take some further occashn to respoud to the remarks ol Mr. l'ugh which were applicable to himself, and also to ventilate some other subjects which had been touched upon bv the Senator frpu Ohio.
