While it is true that some preachers are more successtul thau others in brigging sinners to Christ, it is too much and too often the case that some churches and some prerchers fail to do what they themselves could and should to bring sinners to the Savior, B 1 % ?- JM nriArt M ThlQ ana mus are - m ease m ?iuu, they do when expecting the presence mnd promised help of other preachers in the near future, more particularly so when the expected have the reputation of being signally successful in the work of the ministry. Let those who thus wait first help themselves as far as they are able and perchance the Lord himself will come ahead of the expected preacher and do for them what they need and desire. But let the expected preacher come on aud let the brethren see to it that his labors shall be added to their own continuing efforts, and not be substituted for any thing they can do for themselves. There still greater good may be realized. The Lord helps them who help themselves. "Let a man prove his own work; then shall he have rejoicing in himself alone, and not in another." What is thus true of a man is equally true of a church. Is it not amazing that some learned men in Christendom with an open Bible before their eyes in which are the * * ' * - - * nu plain teaching anu example 01 vunsi should doubt the salvation of the heathen who have not the gospel and yet have no doubt as to the accordaucy of was with Christianity? Two such articles of faith in one and the same head muBt be extremely distant from each other with an impassable gulf between. Not to be saved is to be lost, to be lost Is to be damned. Damnation is the execution of the sentence of condemnation ; there can be no condemnation except where light has been rejected; light cannot be rejected where no Ihrht has been given. "This is the condemnation that light ia come into the > world." The condemnation of any heathens cannot be in the light of the gospel which they have not, but accord, ing as they reject the light which they have without the gospel. Moral knowledge is the apprehension of the light which makes manifest the difference between right and wrong. In the absence of light God "winks at" deeds whinh thp livht would show to be wrong. Only "To him that knoweth to do good and doeth it not it is sin." Is there any more difficulty in the salvation the heathen without the gospel than there is in the salvation of war heroes who have the light of that gospel which in its wondrously comprehensive title proclaims, "Glory to God in the highest, and on earth peacc? good will toward men." She intends to try what bi-chloride of mercury will do in killing these microbes. f ^ Dr. Lucien Howe says blindness has increased in the state of New York during the past five yaars thirteen times as fast as the population ; and the State charities commissioners state that the excess in the increase of the insane in the State over the increase In its population for the last nine years has been more than 44 per cent. These fignres are most startling especially when we consider that the modes of treating the eye3 and brain are suppo&ed to nave oeen so niucii improved of late years. On Mouday morning, February 3, the house of Mr. Tracy, Secretary of the Navy, Washington, was discovered on fire. The fire must have been .burning within for some time, for both the wife and daughter of the Secretary were suffocated and the latter burned. Mr. Tracy himself was revived only after long labor by physiciaus. Another daughter and a grand daughter saved their lives by jumping from the second story windows. A servaut girl was also burned to death. ? Be it ordained by the intendant and Wardens of the Town of Abbevlll^S. C., in Council assembled, and by aathorily of the same. That a tax for the sums and in the manner hereinafter named shall be raised and paid into the treasury of the Town Council for the usesand purposes thereof for the year A. D. 1800. Section 1. On every One Hundred Dollars of the cash value of all Real and Personal estate within the incorporation of the said town of Abbeville, the sum of Twenty Cents. Sec. 2. On each Billiard and Pool Table or Ten Pin Alley kept for hire, the sum of Twenty-Five Dollars for each Table or Alley more than one kept by the same owner $25.00. On each Bagatelle Table kept for hire the sum of Twenty-Five Dollars. If any person or persons are fouud guilty of receiving pay or making a charge for a game of Billiards, Pool, Bagatelle or Ten Pin Alley, without having a license, shall be fined not exceeding in the sum of Fifty Dollars, or not more than thirty days In the County Jail. Sec. 3. That all male persons between the ages of sixteen und fifty years, except those physically unable to earn a support, are liable to road duty and shall be required to work on the roads, sidewalks and streets within the incorporation of the town of Abbeville six and one-third days by direction of the Town Council. The commutation for said road duty to be the sum of Two Dollars and One-half, to be paid at the time of payment of other taxes, to wit, on or before the first day of March. All persons refusing or falling to work six and one-third full days, to be ac ctpted ana approvca oy luetuuuu^vi the above commutation, shall be liable to pny a fine not exceeding 825.00, or Imprisonment in County Jail not exceeding thirty days. Sec. 4. That all ltlnerant.auctloneers, ped dlers, except venders of farm produce raised in the county, offering at retail any goods whatsoever for sale, shall pny a license of not more than Twenty-Five Dollars nor less than One Dollar per day. Sec. 5. That all circuses shall pay a license of One Hundred Dollars for each and every exhibition; and all other shows, Including what are commonly known as side-shows attached to a circus, shall pay a license of not more than Fifty nor less than Two Dollars for each exhibition. Sec. G. That all returns shall be made under oath, on or before the first day of Fcbrua ry, 1890,and all taxes shall be flue ana payauic on or before the first day of March, 1890. If any person or persons shall refuse or neglect payment of the taxes herein levied within the time specified, the Treasurer of the Town Council is hereby authorized and required to add twenty per centum penally, and if the tax with the penalty is not paid within thirty days thereafter, it ahull be the duty of the Treasurer of the Council to Issue executions therefor lmmediotely.and collect the some by due process ol law, as provided in the charter of nald town of Abbeville. Sec. 7. The Town Council or a quorum thereof shall constitute a Board of Assessors to afllx the value of property returned for taxation. Sec. 8. If any person or persons shall refuse or neglect to make a return of their property for taxation within the time prescribed herein, the return ol last year with twenty per centum added, shall be deemed aud taken by the Treasurer to be the true value of their property for taxation and it shall be assessed at that rate.
