Under the recent Act of Congress naking appropriations for the postal ervice, the Postmaster General may <'* ix the salaries of carriers in the rural lelivery service at a rate not exceedng $900 per annum. The readjustnent of salaries under the new Jaw . /'.- g las not been fully determined, but it ' 9 proposed to allow the maximum rate 1900 to all carriers on routes twenty J our miles or more in length, as may e shown by the records of the departriant' THa mill rriira a r?nmY I IT* ' v. ucillt JL LAX a mil ^itv >uumv- -j 12,800, or about 90 per cent of the carters, aD advance in salary of $180 per 'ear. A substantial increase *n pay for oth . r carriers is contemplated, but the hief beneficiaries of tbe new law will i >e those serving the longer routes, upn whom the greater hardships of the ? ervice fall. Carriers on the shorter outes, ranging from twelve to foureen to six in an approximate increase f $5,900, and $540 per annum, resoect?ely, being proportionately better aid than carriers on routes of twenty ' r more miles. . The pay of substitute rural foarritfrs fill also be increased in many cases. it present the law provides that subtitutes employed when the regular arriers are on vacation shall be paid be rate rate of $600 per annum, reardless of the rate of pay allowed the egular carriers. The new law pro- , ides that substitute carriers shall re- '..a* eive compensation at tbe same rate llowed the regular carriers. . . ' This advance in pay for carriers and ubstitutes, it is estimated will result 3 an approximate cncrease of $2,900,00 in the cost of rural delivery serice. With a view to maintaining rural " elivp.rv mail boxes atsuflh a standard 8 will afford proper protection to the jails, and insure of boxes being suffiiently durable to warrant their purhaee by patrons a special committee 'as recently appoidted by the P?atlaster General to examine boxes 'hich had been forwarded to the offic* f the Fourth Assistant for that purose. Out of sixty-live boxes examln1 by the committee up to. this time, lirty-six have been found that do ot fully comply with the regulations, nd the manufactuaers of such boxee ave been notified that the defects lust be remedied tn all new products laced on the market after the begining of the next fiscal year.
