It is gratifying to tho Home and
Farm to hayo practical experience
vindicate a theory whioh it has hold
for a number of years. It luis boon
our contention that free delivery of
innil in the rural districts would re
peat the success of tho freo delivory
systom in tho oitios.
It was objeotod that tho expense
would bo so groat as to mako tho
Boheme impracticable. Recent ex
perience haB Bhown that tho sysiom
eau bo solf-Bupporting ; that is, tho
increased rovonues will fully offset
tho increased expense ; in sonic cases
it will do this immediately ; in others
it will do it gradually.
Aside from this aspect of tho oase,
tho oxporimonts in forty States show
that tho influonco for good oxceeds
oxpootattons. Tho increase in thc
mail has been something phenomenal
in thoso distriots, showing that thc
farming community desires inter
communication and a closer connec
tion with the outside world. Wher
ever improved mail facilities' have
boon offerod tho people tho chango
devolopes business of its own, and in
a little while carries thc receipts
above.the expenses. Thero was no
r?ason to suppose that this experi
ence would not bo repeated in tho
l'?ral distriots, and it has been re
