The steamship Alhambra, Captain Benson,
reached h?r wharf from New York city yesterday
evening, having her usual full complement of
freight nnd passengers. We aro indebted to
Captain Benson and rursor Nonra for their at
tentions.
Tho Havana Price Current of October 27th has
boon placed in our poBBOBsion. It contains, in ad
dition to tho-Tii-tal market report, an account of
tho damage done to property in and near that city
dor?ig the terrible gale of the 22d and 28d of
October. Tho wind commenced blowing from
eat? to northeast, then shifted to the south-net,
afterwards to tho euutlnvo.it and south-BOUthcast,
but tho moBt violent gusta wore from south-south
east to south -southwest. Moat of the sugar
houses 08oapcd sorious injury. The Tucon thea
tre had its roof blown off, and considerable dam
age was sustained by private residences. The
vet?els in the harbor wore injured to a considera
ble extent, but they were nearly all foreign, and
are unknown here.
The steamship Columbia, well known here, had
the galo off Capo Caruavcral, lasting eighteen
hours, and causing her engines to stop, and sus
tained very considerable injury in her upper
works.
Tho solea of Clayed Sugar had boon limited, at
11J rials for No. 12, at which prieo the market
was firm. Clayod Molasses was quoted'at 5l rials,
with a limited demand. Coffco was in some de
mand, but scarce, at IG.j p quintal for Porto Eico.
An interview of ft very important character, as
_ilowing distinctly the extent of President John
mw'k requirement- at tho hands of the States
lately in the war, preliminary to recognizing them
as having fully rosumed their loyalty, took place
at the Executive Mansion on tho 10th. A delega
tion of members of tbe North Carolina Convention
visited the President, and one of their number,
Mr. Reed, gavo him a synopsis of what tho Con
vention had done: annulling of tho secession ordi
nance, the prohibition of slavery, and the r?pudi
ation of the Confederate dobt. In conclusion, Mr.
Heed made, two request??that the full reconcile
ment of North Carolina with the National
Government might bo officially declared, and
that the Congressional test oath might be repeal
ed. The President, in reply, congratulated the
gentlemen on tho progress their State had made
and the spirit evinced by their, people, but told
them that something remains yet to bo done, and
that this is the adoption by the North Carolina
I?gislature of tho slavery prohibition amendment
to the National Constitution. This, the President
said, " is, in my judgment, practically important
to the successful restoration which is so much de
sired by all." He also informed tho Legislature
that Frovii?ional-Oovernor Holden will be again
instructed to continue to act as State Executive
until ho shall have been expressly reliovod l>\
orders to that effect.
The execution, by hauging, of Him Wiaz tool
place a little after eleven o'clock, on the 10th inst.;
in the yard of tho Old Capitol Prison, in Washing
ton?all effort? of his counsel for Executive clem
ency having proved unavailing. A strong militan,
guard surrounded the scaffold, and besides the
soldiers there were several hundred civilians ii:
the enclosuro as witnesses of tho solemn specta
cle. Tho prisoner was accompanied from his col
to the platform, in addition to the military officer?,
by tho Rov. Fathers Boyle and \Yigo_t, of the
Catholic Church?from tho former of whom, be
fore leaving the prison, lie received the sacrament.
Tho War Dcpartmont orders, founded on the find
ing and sentence of the Court Martial in Wn_' *
caso, with the President's order approving the
same and fixing the time of execution, wcro read;
and in this and other necessary ceremonies about
three-quarters of an hour passed from the time
tho condemned appeared under the gallows till
tho fatal stroke and drop left him suspended be
tween heaven and earth. On tho scaffold Wiitv
conversed with those near him, was apparently
self-possessed, and continued to assert his inno
cence.
The fact has just been made public that ?ora.c
weeks ago, during the visit of Wmz _ wife to Wash
ington, an attempt was made by her to forestall
the sentence of the oourt in her husband - case
by poisoning him. When kissing him at parting
in the cell, after one of their interviews, she man
aged to convoy from her own mouth into his a lit
tle ball of strychnine, covered with coatings-ol
oiled silk and liqorice. Col. Bakeu, who was pre?-,
ent and noticed the suspicious proceeding, sprang
forward, and, by seizing Wraz by the throat, com?
polled him to spit out the article. An examination
showed its poisonous character, and tho object it
was designed to accomplish. Mrs. Wibz was not
again allowed to visit her husband in hie cell.
Another meeting of tho Health Commissioners
was held at Now York, on tho 10th inst., to devise
means for mooting tho visitation of tho cholera, in
case it shall roach that city. Dr. SAYnE roporteil
the result of his visit to Washington, to procure
from government the privilege of selecting a site
on Sandy Hook for a cholera hospital. So far, hi?
efforts havo not met with success ; but negotia
tions are in progress to secure a location for the
purpose at Port Schuylcr, on tho East River. It is
proposed to assign a suitable number of men ie
the duty of making sanitary inspections of the
city, and rendering daily reports of all matter.

Advices from Jamaica give additional detailc
of the horrors of the negro insurrection. The

dent left immediately for Barbadocs, to obtain
troops, and tho British steamer Cordelia, which
arrived at New York a few days einoo, has also left
for Jamaica.
A Joint Stock Company is forming in Atlanta,
with a capital of throe hundred thousand dollar*?,
for tho purpose of erecting a building, to b?

There are few events of recent occurrence,
that has inspired as much of feeling M tho
insurrection in Jamaica. Happening just
now, when thoro is unusual concern in refer
ence to tho character and fortunes of the ne
gro race, it comes pat to the conclusions or
contradiction of a great many people; it ha?,
thorofore, the force of example upon the very
back of precept, and is, necessarily, much con
sidered.
And it is, in fact, an event of much signi
ficance. Upon the capacity of the negro for
self-government it is conclusive?if, in fact,
from ages of experience, there were doubt
upon that subject. There are in that island ten
thousand whites, soventy thousand mulattoos,
and some three hundred thousand negroes of
the full blood. Tho oloctivc franchise is unre
stricted. As a uecessarf consequence, all offices
are in the hands of tho negroes; they legislate,
adjudicate and project whatever of enterprises
aro started. Thoy are as free as any people
upon earth?as fully $t$$jnrii,?K9? practical
purposes, as they can be. They came to free
dom gradually, through an apprenticeship of
oight years. They had an admirable civili
zation ready to their hand, into the harness of
which it was only necessary to enter and com
mence the -works of progress, if capable of
that with any other people. But they have
not done so; in every essential respect thoy
have retrograded. There is more of superficial
culture in somo classes of society; but of in
dustry, morality and order, the average is infi
nitely less.
In reference to his capacity for advance
ment, thereforo, his experience was sufficiently
conclusive before. Less of land has been cul
tivated, leas pvoducts have been exported,
fewer fabrics have beeu imported, arts and
enterprises have been entirely suspendod, de
solation broods over the most cultivated places,
and of decadence and deterioration the cvi
| deuces were too abundant to bo called in
i question; but of Bis ability to govern himself,
or to coucur in the forms of a civil govern
ment with another race, or the mixture with
t another race, tho world was not eo porfectly
i convinced. Such government and concurrence
1 was still a lingering fact; it was sufficient still
i to sustain tho hopes of any sanguine people,
or people who had made up their minds to be
sanguine, and this rudo shock was necessary to
dispel the illusion.
It does not indicate the tendency to distur
i banco in our own negro population, which,
1 by many pcoplo, is deduced from it. There
' is now, perhaps, a more general feoling oi
apprehension than has heretofore existed; bn1
we think it is uncalled for. Thoro will be
, iudividual instances of violence among sc
large a mass of any race turned loose to their
inclinations as their only rule of law, and, in
i many cases, urged to violence, there must ne
! cessarily be some to take the impulse: but
. the impulse is not general. The race is sin
I gularly disposed to authority, and thougli
1 j kept in unnatural conditions, they rnunt ulti
i mately repair to violence and crime, inusl
! come to law again imposed by the nature oi
tho white man, or pass to the delirium raging
: now in Jnmaicn. Still, they have not come
1 to this condition yet, and we think there is
' little cause of apprehension now?little cause,
we mean, to apprehend a general outbreak,
I or to suspect the existence of any sueh a pur
pose.

The question of tho admission of our dele
gates to Congress bas exercised tho ingenuity
of many men of late, and widely variant are
i the conclusions to which they come. Mr.
Forney, it will have been seen, regards it as
perfectly certain that our Representatives will
\ not be called by the Clerk of the Houee; and
that they, must stand in. the cold, therefore,
until their right to -monibersliip shall be de
) t?Aubed'-uy * t,h?r mombers composing that
; body frpm the so-called loyal States; 'and his
grounds for. this conclusion tire, that the Clerk
of the House is instructed by the Act of Con
, gress upon that subject to call the names of
. thoBO "only whoso credentials show that they
were regularly oleotod in accordance with
the lawB of their States, or of the United
State?;" and that such Clerk will not under
[ tako to say that suoh persons as come with
i credentials from the States lately in rebellion
1 are regularly olected in accordance -with the
1 laws of such States, or of tho United Statos.
Others, from tho ?amo facts, como t?'oxactlv
, tho opposite conclusion. They say that he is
, to call such as have credentials to show thai
? they aro regularly elected, and that ho will
1 not undertnko to say that such as have auch
1 ?credentials were not. This is certainly a nice
! point, and admits of a vory vast latitude ol
discussion. Whether that individual to call
i the roll will say that those having certificates
1 of a ?jgular election woro regularly elected,
or wera not regularly elected, and so call, or
not call, us his judgment prompts him, is cer
tainly a matter about which, admitting a doubl
at all, there arc vust difficulties in the way o?

this point by the question : whethor he is
vested with any ptfwer to look boyond the
certificate at all?
Thif, however, is net ooocluaive. Thisiifl

is found for many political acts not in the
Constitulion, but in a higher law, and this
