XHB B"INKlWO OP WAH-THE SPEECH OF NAPO
LEON AT AUXKUBK -THE ?AUHE OF THE
OllKAT PANlO IN BUBOPE.
?The Btoamship Bremen, from Southampton on
tho 9 th of May, arrived at Now York on the 22 d
{nat. The Inman ?teamahlp Cay of New York,
Captain LETTON-, whfob left Liverpool at 2 o'clock
on the afternoon of the 9th, and Quoonetown on the
10th May, also arrived nn the asmo day. By
these arrivals we have throo days' later filos and
.correspondence.
The St. Petersbur? journals say that tho invoa
tjgatioQ intu the attempt of the OZAB'S life has
shown that it waa not the act of a wild and alnglo
outbuslaelt, bat the result of a conopiraoy
wbtoh includes namerons aooomplicea belonging
to differout classes; consequently many arreata
have been made. In St. Petersburg, twenty stu
douta bave been aeized, sixty Poles, and four
high official?; and in Moacow, thirty atudents bavo
hoon lodged in jail.
THE BE'lINNINQ OF WA_.
THB SPEECHS OF NAPOLEON TO THE KATOB OP
unin.
[ Paris (May 8) Correspondence London Times.'\
The words apokeu by the Emperor on Sunday,
in his speeoh to the Mayor of Auxerro, will have
reaohed you by the telegraph before this. What
the telegraph will not tell yon ia the effoot pro
duced by tlii'ao words in Paria. How they will bo
lnterproted in England! do not know, but it would
he difficult indeed to exaggerate the dismay, and,
I mast add, tho indignation, thoy have aroused
here. That indignation wa? yesterday BO strong
as to throw the moat o.kiition-*, tho moat timid, off
their guard. People ?who have been ruined, peo
pie who aro desperately atruggling to encapo the
ruin whioh ia hanging over them, and people who
till now yu-lded a large belief to the paoiflo inten
tion?? of the Onvornmoiit, and uid not aoan too
niooly what ?appeared ambiguous in them, are iu
consternation.
It is in reply to M. Thiers apeeoh, ?nd to the
enthusiastic reotplion it met with in tho legisla
tivo body, that tin? Emperor trumpets to the world
is detestation of ''those Treaties of 1815 whioh
hie
it is desired to make the basia of onr foreign
poUoy." Tbeae words strike upon the ear like the
first notes of defiance to Europe. They are the
revengo taken upon the commercial, the bourgeoise
?classes, whose hopea of peace are ao cruelly dissi
pated. They are the answer to the educated and
intelligent popula tiona of tho great towna for their
opposition to official nominees in the last oluotiona.
They sound like a, declaration of war against the
euiigbtonud classes, for it is not among thom,
the Emperor Says, he oan "breathe freely ;" and
' ii is not among them, but among the working
men and the peasants, that he linda tho true
geniua of Franca
?All who are enlightened and independent feel
themselves now branded as unworthy the name of
Freuohmen, and virtue and patriotism muat
hen "forth be looked for only among the lowest
in the ?oeial scale and the moat ignoraut. Tbeae
mrs now given to understand that their interests
and those of the bourgeoise aro far from ido ii tin a I,
and what a declaration of the kind, coming from
such authority, may eventually lead to they hesi
tate to denne. Twice on Thursday evening the
Emperor bad an aooonnt given to him, by a confi
dential person, ? f the manner in whioh M. Thiers'
speeoh was received in the Legislative Oorps; and
he waa particular in _quiring whether those who
applauded were the majority. He could hardly
believe it when assured repeatedly that the Honse
was unanimous in its approbation. He remained
silent for some minutes, as if in a reverie, and
then abruptly dismissed his attendant with the
words, "Raison de plus, raiso-t de plus." He
Sent the rest of the night walking up and down
s room or writing, and did not retire to repose
till long after daybreak.
That an under?t?.nding existB between the
Frenan O o vor union t, M Bis ma? k, and Italy, no
one now sesma to bave the slightest doubt, and
the assertion that Italy has begnn to arm only
because uno dreaded an attack from Austria ia
received with ? derisive emile. Two or three
months ago the projeat of the Italian Government
for the reunotion of ita expenditure, and the rolief
of its financial bardens, was aent np to Paris for
approval, A a It was seen that considerable re**
duotions in the army formed an item, in the pro
Jool, word was at once sent back to Florence that,
.whatever else was cutd?wn, the army must aufivr
no diminution. This may be denied-in Italy, but
I have iii from too good an authority to doubt it.
There le no need to be surprised at tho Minister
of State's refusai to accept the discussion on the
foreign policy of Franoe the other day.
It la quite true, as the Emperor says, that it was
Auxerro, in the .Department 'of Youno, that first
- elected him representative of the people in 1848.
He was' then in London, and when the news of his
nomination as a candidate rt-aobed bim, be wrote
. .. to his uncle. Jerome Bonaparte, who was then in
. i.?-..Paris, aa follows: .
"I believe with you, my doar undo, that it now
becomes my duty to accept the mission confided
?' tome by my fellow-oitizona if they honor me with
their sum-ages. In circumstances which happily
no longer exist, I did not hesitate to prolong my
exile rather than allow my name to serve as a pre
text for misohievous agitation. Now that order
is restored, I hope unjust prejudices will no longer
hinder me from laboring as a representative of the
people towards the consolidation, the happiness,
and the glory of tho republic. "
The Emperor and Empress's visit to Auxerre
will beromembered "long as bia New Year's Day
compliment to the Austrian Ambassador in 1859.
Their majesties left Paris on Sunday morning at
*9 o'clock, accompanied by General Fleurs, Grand
Equerry, M. Fremy, Deputy of the Yonne, the
ladies of honor, and officers of the household on
Borvioo. The Imperial party arrived at thoir des
tination at 12}. masses of tho population having
assembled at the railway stations, receiving their
Majesties in the most enthusiast-Jo manner. They
were rooeived at the station of Auxerro by M.
Challe, the Mayor, the municipal oonnoil, M. La
rabit, Senator, M. Leoompte, one of the deputies
of the department, and several persons of note
.connected with the town. The Mayor addressed
the Emoeror and Empress as follows:
4 "BK: Fifty-one years anice the Emperor Na
poleon L was received in this town with such
proofs of devotedneas and joy. that he retained a
vivid recollection of them, whioh be expreaaed on
his death bed in the most affecting terms, AS re
corded m the "Memorial de Mainte Helene."
Your Majos ty baa jost hoard the ?arno onthusiaetio
aVCclamttClons, the samo cries from the depths of
the heart of a population, whose devotedness to
the Emperor, as your Majesty well knows, baa no
more been found wanting In days of trial and
' ?adversity' than in those of prosperity and
triumph. Lot the Emperor, therefore, permit me
to present to him the keys of this faithful town, in
whioh the sacred fire ot attachment to the empire
has always been kept burning, even in the darkest
times. , "
"MADAME*. Como and receive the ardent bloBB
ings of our populations, who venerate? admire,
and love you; and, as their roward, doigu to tell
the young Prince Imperial that, like his great
uncle and bis father, he may ever rely on the af
fection of his old'anrj loyal town of Anxerre."
. IBB EMTEBOB'S BPCEOn.
SSi .... . -.The Bmoeror replied iu the following torma:
"I am happy tosoe that the remioieoonoes of the
,0. "rat Empire have.not been effaced from youl
?. J/. '. memory. , Be certain that, on my side, I have in
