PROFESSOR BERNHARDT.-We paid a visit yeatorday to
this distinguished oculist, and were no little pleased;
first, with his manners; and In the next place, with what

man eye. He has all the means and appliances for ex
amining the eye, and ??very kimi of lemea to remedy
the defects of vision. We all know how difucult it is

FZRX.-The community were alarmed at an unusual
hour this morning by the almost obsoleto ory of Are.
About 7 o'clock flames wera seen issuing from the tur
pentine still of Messrs. GEO. D. 8?eira k Co., on Pot*
tor's Wharf. Tho eulinna were promptly on the ground,
but the comb us tibio nature of the material, and the. very
low state of tide, rendered their efforts, io a mcssuic,
futl'e. The fire was caused by tho boiler overflowing
while the furnace door waa open. The turpentine burnt
rapidly, ai.d in a short time the allil was In ruins.
About 100 barrels roain and 12 cordB of wood were de
stroyed, besides thu boilers and fixtures of tho still.
Through the exertions of the firemen and othera, some
126 barrels rosin were saved. Two boats which were
aground at the head of tie wharf were bunt One of
them, tbe R. E. Lee, had just been completed, and had
ID her salla and rigging on board. None of the prop
erty was insured, and a heavy loss has been inflicted on
the proprietors, bat as they aro both energetic young
men, they will soon recuperate. Tho total losa will
amount to between $2000 and $9000.

1. That the Act of the Legislature of tbe 19 th Decem
ber, 1865, provides that "no per ?on ?hal o allowcj to
vot? at any city eleotlou for Mayor mid Aldormeu un
less, In addition to curtain other qualifie lions, ho shall
have paid taxes in his own behalf to the amount of at
least one dollar," an?i ahail, tollen he is about to vote, pro
duce a receipt or certificate of tuch payment from the City
Treasurer or other officer appointed to receive taxes, fto ;
and tbe mana ers are leq ired to mark or I tamp the
receipt or certificate, so t mt n?? attempt may b ? nando to
use a second time the said certificate for the purpose of
voting at said election. The provision is clear and ex
plicit, that no peraon ahall be allowed to vota unless he
shall product, at tho time of voting, the receipt or cer
tificate that n? has n?I?! bia tax; and I am sitisfled that
the managers have no power to dispense with the produc
tion of the receipt.
9. I am ol opinion that no one la entitled to vote un
less he shall have paid the required tax, under the re

vender of fruit, for which be had a license, wa j brought
up for vending liquors, for which ha bad not a liconse.

Defendant's bakor testified in his bohilf that there waa
a quarrel botwoen the two fruit vonders, and that bo did
not Boll liquor. Case dismissed.
Second case.-Negro resisting arrest -Sent to Provost
Marshal.
Third coso.-A clerk of the market for giving a per.
mit to sell 10 strings of stinking fish. Turned over to

The Fernandina (Fla*. Courier baa tho following ac
count ol amarine disaster: ?Tho Hrltlih bark George
H. Jenkins cleared from this port last wook with a load
of 420,000 feet of lamber for Queenstown, I roland. On
the 1st instant, whtio being towed to soa, tho bark,
drawing 17>i feet of water, touched lightly on St.
Mary', bar, and the atesm-tug not having sufficient
power to carry her along, she fell off, drlf tod som o dis
tance, and finally striking and lodging on tbo bar. She
atruck in 18>? feet sf wator. No blame is attached to
the pilot on board. Captan Dorr informs ns that up
to Saturday last, considerable, sand had boen washed uo
around the bark. Her deck load bad been romo ved,
but whether she can be got off is very doubtful. The
United States steamer Conemaugh made two efforts
to pall lier off, but was unsuccessful."

The amount ot pistol practice In and around Colum
bia after nightfall. Is enormous. One might almost im
agino himself on a skirmish Uno. pocaalonally wo hoar
of a row between soldiers and negroes, or of attempt?

way, but the shots are out of all proportion to tho

the firing is just "for the fun of tho thing." The
military and police will entitle themMlves to the

less burning of gunpowder.
THE RAINS AND THE CHOPS -Tho rains since Satur
day, says the Columbus Sun, have boen very heavy a t
intervals, and theo"eeks are all out of tholr banks and
the crops on the low lands oovored with water. We
made a trip Into the country yesterday and found the
cropH of cotton and corn moro backward than we had
supposed. But llttlo of the cotton is yet six lnohos
high, and moat of it not over four laches from the
ground. Much of it has not had tbo first hoeing, and
is very nearly used np by grass and weeds. We found
much corn in bad condition, suffering for work from
neglect in trying to save the cotton. Mach of tho cotton
land planted will have to be turned oat to save the
balance. In old cotton growing times, with slave labor,
it was usual by this time for the elton of this section to
be kaeo high and over, fall of fora?, and In nice con
dition. It Is now aU of a month behind the orop of 1860.
It will bs near the middle of July before blooms will
be found on any we aaw yesterday.
Most of the wheat has boen oat and la shooked In the
field. The mat has totally destroyed some crops
others have boon partially injured, While others art said
to be very good. From the heit information wo can
get. the wheat orop in the country trading to Oolumbu s
will average about half a crop if it is not d image I by
the present wet spelL
A correspondent from Tilbotton thus writes to the
Macon Telegraph concerning the crops:
Meurt- Editori: I write to aay the prospect of tho
crops is still poor. Few or none have near' ' as much of
cotton planted as they expected t J cultivate. The stands
from old seed bave dwindled and mod oat to auch an
extent that much of it baa been plowed up and planted
in corp. Those who had new seed, and have been en?
abled to have' the grass taken Oat in Um?, their cotton
looks ? eil. I think many felt less, Interest hi 'the cotton
when they (aw it was almost certain there would be a
tax of Ave cents a pound laid upon It Your subscriber,

fast enough, or work anything like as much as under

have unit work, and, after a few weeks, it Is more than
probable many moro will either be driven off, or leave

off, moro particularly in tho neighborhood of bureaus
and villages. Be assured, atesar?. Bdhora, but tow

Wheat catling has oommenoed, and Is badly injured
with the mat, A half a crop may be realized- Oats are
good, and it is hoped enough will be made to feed tho

of old oorn is about exhausted, and ? even If we make a
half crop of wheat, I can hardly see how the masses are
