Tho Now York Herald correspondent write? from
Paris, July ?20, as follows :
Tho chtilera is now decidedly in Taris, and I
am sorry to have to mention a truly melancholy
caso of its ravages Miss Hiirbeck, a beautiful
and accomplibLcd young lady from Now York,
diod of eholera at four o'clock yesterday morning,
at tho Hotel W-graui, in tho Hue do .tivoli, where
abo was staying. On Tuesday evening eho was
full of life and gayoty, riding tin horseback in tho
Bois do Boulogne. Hue got hot, and aftor dinner
in her hotel complained of a chill frtm draughts.
Sho went to the ted rather poorly, hut nothing
was thought of it. In the course of the night eho
became alarmingly ill. Dr. Trousseau, Dr. Bey
lard (an American) mu? another phy-iician woro
sent for. They prouounci-a the easti one of cholera,
and tried all tee iipprovcd remedies, hut their
skill failed of ?ff-ct. Win.in twenty-four hours
from the time of seizure Ulm Har beck died. What
routiers tho cataalropbo tin- mon* distressing is
that she wus tnigagt-d to be married to Mr. Lock
wood, in St. Petersburg.
Efforts wore malo to postpone the funeral till
ho could bo sent for, but tin* ?evero French law
on the subject of rapiil inteimonta could not bo
ruado to bend to sentimental consideration, and
the young la.?ly wau burhd to-duy. A liront many
American rOvldoUta, among whom was Mrs. Bigc
tow, attended the funeral.
NKW CAKES.
There wc-ro ?erertil ihulera cases in the Taris
hospitals. At Aunen-? the vinitatiou continues.
Thoro were seventeen fatal cases on July 17. In
othor paris ??1 France the epMiuuio does not spread
greatly. It ia very bad in Ii??limul, where thero
liavo boon us many na three thousand live hun
dred cases.
THE CHOLERA IN LONDON.
[From the Pall Mall U'azetle, July 20.]
There eau bo no doubt now that the cholera,
which hau already effected a lodgment in many of
our more distant porte, has appeared in a very
troublesome form in Loudon. Thirteen cases
have been admit ted into tho London Hospital, aud
five deaths have occurred thoro thin week; and
othor patients ni" now j?* a precarious state.
Several deaths from ohoh-ra have taken place in
the neighborhood of the hospital. In accordance
with the provisions advocated iu tho short article
which wo lately published on cholera hospitals, a
spaotous ward has boen set aside for theso cases.
It is already nearly full. One or two cases have
alao boen admitted at other of the city hospitals.
It is stated that iu many of these cases the
patients had taken no precautions for arresting
tho premonitory diurrhu: ., aud all medical au
thorities, are agi cod on tho oxtromo importanoo
of such neglect. Several of tho patients who have
diod at tho London Hespir? 1 had not accepted tho
warning givon by tho premonitory affection. It
is impossible t>> insist too strongly upon the neces
sity of imm?diat?- attention to these early and
eufablo symptoms, which may so quickly pass into
fatal disease.
THE CUMMrif-IAL IKT-HEbTS OF OEM-ANT.
The Borsen-Huilo of Hamburg-the organ of
tho great commercial inter?, tits of that city-of
July 17, haB a l??ng artiolo. hended "The Parlia
ment and the Mercantile- Interests," from which
-wo extraot the iulloniug: The astounding occur
rences which, alinoht na in a dream, have npsot
tho whole organization of our great common fa
therland, if there vu h any organization at all,
have brought under the immediate notice of tho
commercial public tho ?jucstion how it is to act in
reference to the now state of things which hae
alroady beguu to resal, out uf the present var.
Tho comnien'if?! -outr/untty of Germany have, by
tho force of circumetaucop hitherto, as a rule,
.been excluded, both practically and theoretically,
from participation in the higher "State policy, and
even in the work of legislation. Its hold of aotion
has been confined to tho coasts, almost half
abroad, whom they have managed their affairs for
thcuioelvoH. This will now bo otherwise. When,
as now appears probable, a common representa
tion of the German people is to meet and give
expression to tin? Jj tent fco?ngs r? ?pocting the
. itolidarity of the wholo nation, then the represen
tatives of (Iriiniiii commnrco must not stand aloof
from tho donllicts at the elections as to who ia to
have tbo most important voice Among the several
intoreats to bo represented.
Quite apart from tho particular political ??mpli
. aations of the country, German commerce muat
mtistor gtrotiRly at the ?lections to the first Ger
mai Parliament, whioh will hero to deoide about
its moat vital interests, and whoso decisions will
be valid for a long time to come. All the qutts
.ticaa left in n'-eymien through the confusion an 1
.impracticability of the hitherto existing joint _ov
. eminent, will have tobo settled. Among theae,
besides the law of custom?, and tariff? in general,
vi ill be the important questions of internal trafilo
and trade, or coinage, weights and measures, of
banks and railways. Ac. In tho hi thor to existing
separate representative assemblies of the German
States the learned professions have chiefly been
entrusted with the management of affaira. In
the Piueeian Abgeordnetenhaus (House of Cum
aions) they outweighed ?II others, even in num
bera, bnt ?till more in ability to nu?ko thcmaolvss
beard. The total number of members amounts
to 362. Ont of tli?-ne, accordiug to the last elec
tions, thore ??-ero about 100 landed proprietors or
agriculturists, forty mcichiiuts and manufaotur
- era, 100 judges, forty oflioiils and forty literary
mon, profc-ssbrs, doctors, Ac. Thus, against 140
men ol' an independent practical calling, there
were 180 who did not r? present the material in
terest of tho people; and it we considor that the
latter, thru un h their education, have a great ad
vantage over all practical mon, wo may reckon
tho proportion a two to min, which clearly proves
that all decisions, of whatever natnre, wore en
tirely in the hands 01 til? learned profe-sions. * *
Tho reason why mun of business have not been
moro oxtonnively represented was chiefly this,
that they did not coiit-idcr the large number of
assemblies, not evntt tho Prussian Parliament, as
being able to contribute towards the proper solu
tion of tho vital ?jiH-ntioiiri affecting modern com
merce; the Ciiamoerts of Cummeroo of each did
thin much mine satisfactorily. As long as the
Zollverein or Cuctnma Union lasted, tho represen
tatives of Prussia hail no more to do with euch
-quostion-? that those ot the smaller Statos. They
.wore nnder the management of the Diet. * * *
lu a German Parliament, with a powerful central
government, without which it is no uso thinking
of a united Germany, tho mattor will be different.
Talk will not only bo required then, but deeds.
The Haiisctttio ttvwiiii must therefore exercise an
important influence at the coming eloctions. In
Germany we have i>. hurto been much too theoreti
cal, and couseqnen.lv believod that uobody could
representn-j properly 'nut advocates and professor?.
* * * It is not eloquence alone, or ability to
achiovo splendid victorien iu debate, bat practical
knowledge, which ii ti? most important qualifica
tion of a roprebontuiton. * * * To maintain
liberty which is a lae, and no rhetorical fiction,
requires progress iu national well-beiug. These
expressions must, by no meaus, be understood as
if we preferred people without learning and cdu
- cation. We desire to have clever and ednoated
people, learned in their way, but mon whose ex
perience has given them the opportunity of test
ing thoir loaming in tbo crucible of practical life.
Wo, therefore, repeat what we have often urged.
that commercial education should bo more liboral
and extensivo, particularly in foi mai matters not
to bo acquired in everyday lifo, and which would
enable the merchant to cope with the learned
gentleman even in debato, by giving him tho re
quired unity of thought aud action.
TUB AUSTRIAN TnOOPB FnOM ITALY.
Tho arrival of the troops from Italy has givon
now life to the austrian army. They aro full of
couililonce, and are not at all afraid of the noodlo
giiii. Tho boaritig mid look or the mon I have
seen inepire one with eonQdouce in thoir power to
fight, and their generals aro men of oxporlonce
and skill. Hoon they will bo called on io show
their quality, fur if reports bo true the Prussian
vodetios have bcou ?-e.-n within twelve miles of
this. Tho Austrian?, however, are in good case
tomejt tin-in. 1 hey have 11 ?w had time to rest
and get supplies. .A gioat city is at their baok.
Their cavalry is activo on tho plains, aud Edel
abcim, who wi< worn tub! was miasiug, is now re
ported to bo giving tho Prussians many amauvai
quar.t d'heure on Bank and iront.

A German journal recounts the following opi
eodo of ono of the lato battlos:-"A young sol
dier, in tho midst of tho tumult of battlo, thought
ho saw on tbo grass a four-louvud shamrock
growing- As such a plant is rare, and is consid
ered to bring good luck, ho etoopod to tako it. At
that vory instant a cannon ball passod ovor his
head ao near that ho must huvo been killed if ho

lously saved lum sent the plant to which he owes
his lifo to his betrothed at Konit.borg.
Tho English und French journals have spoken
of tbo resignation of Prince de Mottenden from
his post of Minister f<?r Austria at tho Court of
the Tuileries. A Vienna lottor states that be did
oflur to withdraw, but waa not allowed by tho Em
peror Francis Joseph.
Tn_ mania for ooUe-ting postage stamps haB
added a now word to tbo lmiRuatio, "pbilotelist,"
which is "tho last now ooguomon for those on
?ja/>ed in tho inter-fltl-g study of ntainp collect

has lately published a rol?me entitled "Postaco
Stump Itarg-rie. ; or, The Collector's Yudo Mo
duli." tbo object ot which is to enlighten the
English collector in i egan! to the diff?rences be
tween real and bogus pontrigo stamps, or foo
similes, as tho vondon? of tho last prefer to havo
them called Willi the exception, perhaps, of
Spain, the lato Couft-dcrato Suites havo suffered
most in tbo forgery of their stamps. Mr. Stour
ton gives, among otbor things, a description of
thotruo and falte ho?d of Jeff. Davis, which is
amusing in its way. Here it ia :
GENUINE.
Davis han a short beard,
which is seen vory clearly.
Top of the coat la of
much tho samo color as the
back-ground.
Vory littlo of the front of
the shirt ia shown.
In tho Inscription the
"0" of 'Confederate " and
the last "A" of "America,"
are on a Uno wah the
month.
The portrait of Davis is
Uko, and baa a flxod and
stern expression about It.
rono-D.
Beard scarcely visible.
Top of tho coat contrasts
strongly with the back
ground.
A great deal of the front
of the shirt Is shown.
The"0" or " Confede
rate," and the last "A" of
"America " are on a Uno
with tbe nose.
Tho face is is not at all
like Davis, and haB a vory
stupid expression about it.
Tbk Trenton (N.J.) Gazette aays that a returned
Californian is making quite a sensation at Cape
May by his lavish expend?turo of money-all hard
cash. He disdains your paper trash, as he terms
it. Nothing but the fastest teams will suit his
excellency. He is a very tall, well built poraon
age, with dark hair and flowing beard, and has a
sort of clerical appearance. As regards dress he
is rather unique. He ia stopping at one of the
small hotels near the beach. The landlord will
probably'wake up some morning and find his
guest miBuing, with a long bill yet awaiting Bot
tlemont.
...
Tbo incomo of Augustus Hcmenway, of Boston,
for 1865, was $220,000. Ho does not enjoy ii, how
over, being a lunatic. He made his first venture
by chance. Ho wan super-cargo of a vessel bound
from Boston to Buenos Ayres, many years ago.
Nearing the latter port they learned it was block
aded. Changing their couran they went into Val
paraiso, sold the cargo of flour for 300 or 400 per
cent, profit, and took in a full load of copper ore,
whioh cost not a single cent, and sold it for an
immense sum in Boston. -
