Thursday-Tho continued dullness in Now York, and
a want of confidence in prices, havo at last materially af
fected our market, and holders conceded Kal cent ou tho
prices of tho day previous; 200 bales only changed hands,
at tho following quotations, Liverpool classification:
Middling 33>?ti34, strict middling 34>?n35, good middling
35>ja-. Tho inquiry during the day was good, but bily
era demand greater concessions than sellars Boom dis
posed to make. Tho heavy frosts- reported would natu
rally have stimulated prices, but tho absencu of any ex
port domand at tho North has so materially Increased the
stocks at tbo ports as to rondor buy ors vory cautious.
RECEIPTS.-The receipts at this port show a slight
falling off from last wook, bolng 7816 bales, against 8218
last wook, and 7847 for tho wcok previous-thus making
the average far tho three weeks very nearly the same.
Tho exporte oro 6662 bales, against 6260 for tho wook
previous, and tho stock on hand 14,380 bales, an excess
over tho provious week of 2280 balos.
Tho reoeipts to the 30th ult. at all the ports, according
to W. P. Wright, oro 112,000 balos, against 800,000 samo
time last yoar, and tho exports 60,000 bales, against
117,000 for last year.
COOP.-A killing frost has probably by this time vial
ted nearly every portion of tho Cotton-growing country.
ThiB will, of COUTSO, havo a serious effect, but is in a
groat measure compensated by tho extraordinary good
weather for picking, which is everywhere reported.
SEA. ISLAND.-The receipts continue very light, and tho
market has not yot fairly opened, though wo hear of nomo
few sales at 45 to 00 cents tor common to good Rollora
and McCarthy's; a fow vory finu McCarthy's, with Btaplo,
bring 80 to 00 couts.
SAVANNAH, Novembor 9.-Tho cotton market has
been flat, tho news from Now York and Liverpool, about
noon, throwing a wet blanket on it. Wo near of Bale?
being made at 35o for New York Middlings. There waa
not much call for tbo poorer grades.

firm this morning at yesterday's closing figures, but the
moderato demand and small number of buyers In tho
markot caused factors to booomo easier t in their ideas,
and willing to glvo way to small concessions domsndod.
This was moro apparent after receipt of tho Now York
noon telegram, roporting that market duli Sales of tho
day foot up 060 bales, tho markot closing quiet at-a36c
for Middling.
As will bo soon by telegrams in another column, there
is a decided muss amongst tho aconte and stockholders
of the Telegraphic Press Association in New York. Wo
are not posted as to tho merits of the case, but trust that
tho trouble will result in bettor fUcllitlos for getting news
than has heretofore been afforded the Southorn Press. If
the new administration is to continue to make Southern
journals pay heavily for information, and penult the
very nowa they pay for to be sold boforohaud, wo cannot
see tho good to bo derived from any change. So for, the
Cable news, especially, has boon an imposition rather
than a bonoflt to the public, for only tho moneyed mon
can command its use, and it has heon used by a few in
tho North as an all-powerful ongino of speculation In our
Southorn markets. Wo do not wish to be understood as
charging any of our own morchants with using unduo
advantage in getting this information-but simply to say
that tho wholo system of commercial telegraphic informa
tion bos, up to this timo, boon a fraud, and tho Southern
Press should take advantage of tho prosont difficulty, and
lend its support to the parry or parties who will deal most
fairly and liberally with thom.
MONETARY AND FINANCIAL.-Heavy transactions are
reported in New York Sight to-day, but confined to a fow
operators. As wo predicted, rates ore easier than yester
day, and more lu favor of buyers. The Banks and
Bankers aro drawing at par to Al discount, and buying
outside bills at )_ay_ discount.
We note a slight improvemont in the offerings of Ster
ling, which havo been moro freely taken up at 165ol60
and 167, tho market closing nearer the letter figure.

oponed this morning with a rather restricted inquiry,
but subsequently tho movement became moro nouural,
but although factors in tho early part of tho day wore

ing in tho business. Prices were somewhat irregular,
the lists sold early in tho day being at enhanced rates,
