Kay ti aud Jamaica. In Jaauary, 1S04, Hayti formally declared its independence; and. siuce that time, the rulers of the island have shown, by their fondness for r;.pid aud sanguinary changes, their inde peudence of the rules that govern other men. Tue teudeucy bas been steadily towards a despotic government; and the same race which, tn this country, is held to be the only safe guardian of southern Republicanism, has -bown in Hayti an evident love for imperial pomp and power. DESSALI.VES, the first Gov? ernor appointed by the Haydens, assumed tue tttle ol' Emperor within tea months after his ..ppoiutment. CHRISTOPHE, who, in 1807, was appointed a Chief Magistrate, iu 1811 declared uimself King, and made thc Kingly office uereditnry in his family. SOULOCQCL, who be? came President in 1847, made hiniseit Emperor tn 1849, created various orders of nobility, aud, surrounded by his Dukes of Lemonade, Mar? quees of Ginger-Pop, and Knights of St. t'austin, enjoyed all the tawdry splendors of an African barbaric court. Revolution followed revolution, massacro was succeeded by massa? cre, Empire was turued out by Republic, until nstabiluv and disorder appear to have become shronic. At this very time another outbreak is imminent. SALNAVE is trembling in his shoes, the Haytiens are eager for King Stork in the plaoe of King Log, and the unhappy diplomatists who are obliged to ci well among tnese heathens feel the dangers and embar? rassments of their isolated position. Hayti, since the acknowledgment of the independ? ence of St. Domingo, has had the benefit o un? adulterated negro rule. The Atrican has been supreme; and, in the history of Hayti, may be read the history of any land in which the African is permitted to be the governing power. Change is his great admiration; and u oioody despotic sway is his beau ideal of be uevolent protection. Jamaica is another instance. lu that island slavery was abolished iu 1833, and compensa? tion, amounting to about thirty millions of dol? lars, was guarantied by the British Govern? ment to the slave owners. To the free blacks was given ru!l equuli y in the legislative and municipal government, and every effort was made, by religious and charitable associations, to improve the moral and intellectual condition of the negro. It was all in vain. The negro would not work, the exports of the island de? creased every season, hundreds of plantations were abandoned and, the whole culminated in the rebellion which broke out a year or two ago. This rebellion waa suppressed; but another is uow threatened, and the incendiary whites wno fomented tho first do not intend to rest until they have had thc saturnalia repeated; one more opportunity for bloodshed and plunder. lu both Hayti and Jamaica the white race is so small ia numbers us to have no great influ? ence upon the blacks. The whites can sec the coming trouble, but they cannot avert it; they ?now that the negro cannot goveru himseli ind, far less, can goveru others; but they ure in .he minority, and must bear the brunt of mis? taken kiuduess, aui ruinous philanthropy. A uegro cannot be made a rational and intelli? gent beiug by either Act ol' Parliament, or Act J I' Congress. Hu may be educated uni im? proved; and, after years of privation, may be .it to be entrusted with some share of pol?tica, power. He may be trained, and cultivated, uutil he is industrious by choice and moral by preference, but he cauuot, unless by a miracle, uecome, at one leap, a judicious and sensible being, acquainted with the principies of legis lotion uud a proficient iu the plainest truths ol public policy. Any attempt to loree the uegro oeyoud his own power but makes his weakness iud folly the more uppurent; uud if the blucks iu the South were as uumeious iu proportion io the whites as they are iu Hayti or the Brit? ish West Indies, these Southern States would soou be made a very Hell upon earth. But the white race cannu be ruled by the black, ex? cept by the loree v.f overwhelming numbers; aud it may regurded ns certain ibm ibo South em uegr", if ho remain under control of hi? present advisers, will to pluy thu lool as lo uiake his staunchest friends regret that they ever attempted to accomplish, by summary leg? islation, that which only time aud patience could ever hope to do. "Une Man" Power. Attention has already been called to the patent truth that no mau wk J has health and strength need want for food in the South. It is hard, of course, for men to persuade them? selves that the plough may be mudo more profit? able luau the peu, and that iu the barvesi-licld there is assure a livelihood as in the counting j .'use; but the naked tact is working its way iguinst prejudice, and the truth will prevail. ?mall farms will be made out of large ones, the whole face of the country will gradually .?hange, and the State will become as smiling aud prosperous as those Northern States in which the system of small farms and high cul? tivation has already been carried out with suc? cess. As a proof of what oan be done, take the ac? count given by the Orangeburg News of the tanning of one man. This one man, with two small sons, has made 400 bushels corn, CO bushels rice, 4 bales cotton, and an abundance of all kinds of provisions. A colored family working on the same plantation and superior in numbers to the above, made 20 bushels corn, a light bale of cotton, 10 bushels rice, and other articles of produce in proportion. This shows tue difference between thc white man, working with all his might; and the family of freedmen, working merely to save themselves from starva? tion. A gentleman in the same section of country as the foregoing, with three white laborers, and one or two half hanJs, made a crop fully equal iu every respect to that of thirty colored work? ing hands, on the same ground, iu former sea? sons. Another, with three plough bands uni three hoe bands, ail white, made 500 pounds indigo, 2 bales cotton, 550 bushels com, 150 bushels peas, 60 bushel? rice, 300 gallons syrup, rou a grist mill for the benefit of himself aud neighbors, made pindcr3 and potatoes in abundance, realized S100 from tuo sale of watermelons, all on lands counted poor. But there is a more significant instance than either that haa been already mentioned. Two young men, in Cbrist Church Parish, hired a piece of land and planted long cottou They bad no help whatever, and depeuded en? tirely on their own labor. Their whole time was not cveu taken up in attending to the cr jp, but the result was that thesj two young men made uud sent to market six bales of sea island cotton, weighing 1800 lbs. each. This cotton h ts been sold at ouo dollar per pound, and, therefore, realized tigktten hundred dollart. Such was thc money value of ike labor of two young men who took time by the forelock and w?nt willingly lo work. This is ihe ?ne ?fu* system of agriculture. Small farms, w*ll worked; diversified crops, was to bave the land from exhaustion; atten? tion first to food, and last to planting for a market Ibis plan will 8UCCied and bc profita? ble on the poorest lund, aud equally applica? ble to the richest. _WAMTS._ I Tr ANTED-SITUATION AS GARDtSKR ? ? by the mrntb, day, or job.
