The minutes of the last meetings were read and confirmed. The following matters wera disposed of in regular order: Application of W. D. Hinners for a transfer of hquor license. Referred to Committee on Licenses. Petition of John H. Albers for permission to erect a steam engine on bis premises, Queen and Archdale streets. Referred to the Mayor. Tbe following petition was referred to the Board sf Firemasters: THE CITY OF CHARLESTON : To tha Honorable the Mayor and Aldermen in Common Council Assembled: The memorial of the- undersigned tax-pavers of the city aforesaid, humbly and respectfully ahoweth, that there are now organized and in the service of the Fire Department of the city, two Hook and Ladder Companies, which are situated in the lower wards of the city, south of CalhouE-street. There is no such company, having its house and apparatus, beyond and to the north of Calhoun-street. It has been ob? served, and must be apparent to your honor? able body, that in view or the extended limits of the upper wards of the city, one of these companies, for greater safety to property, and for better access in time of fire, should be locat? ed in the upper wards. Your petitioners know of no objection that could be urged against the change, by a removal of one of these companies from the lower to the upper wards, while the most forcible reasons can be urged in favor of such change. Your petitioners having in view solely the welfare of the City of Charleston, and the pro? tection of the tax-payers, submit this their memorial, and pray ouch action in the premia es as may effect the desired change and contri bute to the public safety and convenience. Mayor and Aldermen : GENTLEMEN-At a meeting of the Board of Fire Masters, held last evening, the enclosed preamble and resolution was adopted, and was ordered to be sent to your honorable body. Very respectfully, B. M. STBOBEL, Clerk and Superintendent. Whereas, There are at present in the Fire Department four (4) steam engines and one (1) hook and ladder company unprovided with suitable or even necessary houses and halls, whereby it is with the greatest difficult" that the organizations aro kept up, while the en? gines, hose and entire apparatus are being ma? terially injured and greatly depreciated by being crowded i ito damp and leaky outhouses without yards or room sufficient for absolutely necessary cleanings, therefore be it Resolved, That this Board do respectfully but j earnestly recommend to the City Council of Charleston the impoi tance of building or pro? viding, immediately, temporary houses for the engines and truck aforesaid, they bein" vitally necessary to preserve and uphold the efficiency of the Fire Department. Alderman Gerdts offered the following reso? lution, which was laid on ino table. Resoled, That the Committee on Streets be authorized to have such drains constructed as they, with the consultation of the Mayor and Civil Engineer, may doom expedient; and when in their judgment it may appear advantageous to the city to have work done by contract, that they may cause tbe City Civil Engineer to ad vertiso for such estimates as may be consis? tent with repairing and improving of the streets and drains; provided they remain within bounds of the appro, nations made by Council for such purposes. Alderman Marshall called the attention of Council to a communication presented on the 28th January, signed by.a number of merchante and traders, protesting against the enactment and eniorcexner.t of tho clause in the ordinance to raise supplies for the year 1868, which im? poses a tax on sales, and inquired if the Com? mittee of Ways and Meaus, to which it was re? ferred, had prepared any report in answer to the protest. Alderman Ravsnel, Chairman of the Com? mittee of Ways and Means, in answer to the inquiry, said that the protest was under con? sideration, and that the committee would make a report at the next regular meeting. Alderman Butler, from the Committee on Engrossed Bills, reported as having been en? grossed by tho clerk, au ordinance to amend the first section of an ordinance to prevent tho filling up of low lots .with certain materials, ratified 18th January, 1859. NEW ORLEANS, Fobruary 21-COTTON-The sales to-day wero confined to 4U00 bales, at prices re? quiring no chango in our quotations, which we re? peat as follows: Ordinary 20a?0*c., Oood Ordnary 21*a22c,Low Middling 22*a2?*c, Middling 23* a23*c., Strict Middling -a24c. Notwithstanding the further advance at Liverpool, reported in the morning papors, and the activity no? ted by to-day's telegrams, thc market was languid up to tho close, with only a limited demand and an evident disposition on the part ol factors to meet it freely. Even running lista of the better qualities wero nevertheless in special request, and with some competition tor auch descriptlouB, the; exhibited increased firmness if not buoyancy. All otber kinds ruled if anything moro in favor of buyers, without showing a quotable decline. The sates for the past three days sum up 13,(00 bales, making a total for the week of 38,000, against 34,100 lost week, and 29,250 the week belora. The receipts proper, excluding the arrivals from Mobiles, Florida and Texas, which arc embraced in their respective statement*, amount to 23,127 halo?, against 33,378 last week, showing a decreaso of 7951 bale?.
