A COLORED M AGIS TO ATE.-R. C. DeLargo,
colored member of the Legislature, has been
.appointed by Gov. Scott a magistrate for
Charleston Couaty.
THIEF ARRESTED.--Yestrday Ben. Boree,
freedman, who bad stolen three bolts of calico
from Messrs. Strauss, Vance & Co., on Satur?
day last, was arrested by the police and lodged
in the guardhouse.
THE STREET RAILROAD.-The following
change of schedule on tho sheet railroad will
be pleasant news to many business men: On
. and after the 6th instant all the cars will run
to the Broad-street terminus, except four cal's,
which will run to the Bail erv during thc day
-until 8.17 P. M. Thc last car on each line will
leave Broad-street at 9.30 P. M.
Ex rOUTS OF CORN AND FLOUR. -It is a fact
worthy of note that the steamship Promethe?
us has cleared from this port for Philadelphia
with ft quantity of corn aa part of her cargo,
and that she could have obtained much more
if she co aid have spared the room. Some corn
his b?en already shipped this season lor Bos?
ton, anl the exports of flour to New York have
been considerable.
QUICK RUN.-Tho schooner N. W. Smith,
Captain Tooker, arrived at this port yesterday
. forenoon, from New York, in about seventy
two hours' passage, having left New York on
Thursday, and reached the bar on Sunday af?
ternoon, but the heavy weather detained her
outside. The N. W. Smith belongs to the line
.of New York packets consigned to Mr. W.
Roach._

THE SPECIAL POLICE.-The nu tiber of appl
-cations lor placas as special policemen regis
tared at municipal headquarters yesterday was
-one hundred and twenty. Only about fifteen
-or twenty were white men, most, if not all, of
?them out of employment, and some of them
men who had been employed on the police fif?
teen or twenty years ago. Beyond registering
-the names, residence and references uf the ap?
plicants, no action was taken.
REPUBLICAN MEETING AT Stnasatraux.- At
a Republican meeting held at Summerville, on
-Saturday, at a call from the friends of Joseph
if. Jenks, to ratify his nomination for Con
.gress, E. W. M. Mackey, F. J. Moses, Jr., J. J
Wright, G. W. H. Lee and B. F. Bandolph, of
?the Bowen party, unexpectedly appeared upon
-the scene. The result was that the meeting,
?consisting of about three hundred negroes, ra?
tified the nomination of C. C. Bowen for Con?
gress._
FIRE TN GEORGETOWN, S. C.-Quite a de?
structivo conflagration took place in George
town, 8. C., on Thursday night last, tho
flro commencing in the bakery of Mr. N
Emanuel, and it passed from there to a nnm
ber of small stores in the vicinity, some nine or
.ten of which were destroyed. The names of
the parties or the amount of the loss we could
not learn'. A second Sro broke out a fe w hours
after the above, in the store of Mr. Ellis, which
.wa? also burned._
THE PUBLIC SCHOOLS.-The exercises of the
jjutlic schools were resumed yesterday, and:
notwithstanding tho unfavorable weather, there
was a large attendance of scholars. A number
-of pupils wore promoted from the St. Philip
.strect Public School to the Normal School; a
?umber of little girls in the latter made happy
by being promoted from lower to higher classes.
The public schools have, ever sinco their re -
- opening after the war, been the only source of
instruction open to many of the children of
Charleston, and it is fortunate that they have
been so well conducted. They challenge compar?
ison, not in extent, but in efficiency, with the
public schools of any other city in the United
States. ._
IRISH DEMOCRATIC CLUB_A large and en?
thusiastic meeting of the Irish Central Demo?
cratic Club was held at Hibernian Hall last
night. Mr. James F. Slattery presided, and
interesting addresses were delivered by Messrs.
Armstrong, Cosgrove and Kenny. Bosorations
were adopted ratifying the nomination of Sey?
mour and Blair, and expressing a d?termina?
tion to harmonizo and work with the Germon
.element, and declaring a hope of victory in
November. A resolution was also adopted for
the appointment of forty-eight vice-presidents,
six from each ward. Tbe resolutions and
addresses were received with much applause,
and tho wholo proceedings showed that the
Irish Democrats of Charleston were alive to
the interests and zealous ia the, cause of tho
party.
COURT OF CHANCERY.-The Fall Term of the
Court commenced yesterday, Chancellor Le
sesne presidiug.
After the sundry orders had been passed,
Edward AlcCrady Esq., presented to thc Court
thc preamble and resolutions adopted by tho
Bar at a meeting held upon the occasion of the
death of Mr. Tupper, late one of the Masters
in Equity.
Mr. McCrady, on behalf of the Bar, ai ked
that they may be entered upon the minutes of
tho Court-which motion was granted by Chan?
cellor Lracsne, after a few remarks expressive
of his tall sympathy with thia first tributo to
the memory of Mr. Tupper.
Upon tho motion of Mr. Phillips, the Court
adjourned unti! ll o'clock to-day.
Wo are requested to ask a very full and
punctual attendance of the solicitors afc the
opening of thia Court to-aay. 'inc Chancellor
will sound the dockets, and arrangements will
be made for the trial of the canses. i
Attempt to Break Jail.
THE NEGROES WELL A EKED- CLUBS AJO SLUNG
SHOT-A WELL CONSIDERED PLOT-HOW IT
WAS DISCOVERED-VTLLAHT WILL OUT.
A plot was discovered on Sunday morning
last, which, had it been puccessful, would have
ist loose to prey upon this community more
than ono hundred of tho most hardened vil?
lains who ever graced a jail or felt tho halter
draw.
Early in the morning of Sunday one of the
prisoners in Charleston jail sought an interview
with thc jailor, and told him that the prisoners
confined in thc tower and a part of the main
building would endeavor to make their escape
as soon as thc customary church service was
over. Ile said ihat the prisoners were all arm?
ed, and that they intended to make a rush im?
mediately after church, overpower the jailor
and turnkeys, break open tho cells of tho other
prisoners, and set tho whole gang with them?
selves free.
Tho jailor, Mr. Philippi, promptly armed
the turnkeys and jailors, and allowod tho pris?
oners to go into service aa usual. An exami?
nation was then inado of the rooms occupied
by tho prisoners. It w. s lound that they had
torn down boards from thc ceiling, with which
they had made abou; thirty clubs, of which the
handles or grips were wrapped with strips of
blanket. With these clubs they had wrcuchod
off the massive bolts, bars and hinges of eight
heavy doors. Some of tho bolts thoy had made
into slung shots, the slings being strips of
blanket. It was also discovered that each
prisoner, when he wont into tho yard, took up
a brick or stone, and there were huge piles of
these missiles in the various cells. They were,
therefore, well provided, and as the prisoners
immediately engaged in the plot wore sixteen
in number, they could easily have overcomo
tho resistance of the keepers.
All the missiles and arm > wero cleared out
of the oells, and when the prisoners returned
to them after churoh, they were carefully se
curtd. They saw at"i>nce that they had been
found out, and made no attempt at resistance.
The ringleader was a white man, named Wil?
liam Tavlor, irom Williamsburg, who is in jail
for burglary and larceny, lie is a desperate
ruffiau, and, although in chains, declares that
lie will soon break out of jail. The other ring?
leaders, loar colored men, named Thomas,
Slocum, Johnson and Bradley.
Ibe whole number of prisoners in the jail is
ano hundred and fifty, and the city bas had a
narrow escape of being thoroughly burglarised
ind garroted. Mr. Phillippi appears to have
behaved with commendable firmness, and She
riff Mackey has made arrangements which will
prevent any similar danger iu future.
Letter from General Blair.
The following letter, addressed to General

ceived at a late hour last evening :

possible, as he bas already engagements that

ioltghted to have visited your city. Judgo
Blair is in Pennsylvania, and will bc there pro?
bably until after the October election.
General Blair left here last eveniug to fill en?
gagements in Ohio. He is tn excellent health
ind spirits, and does not for a moment doubt
:he result will be the triumphant election of
JUT candidates.
