Liberty of the press . and the right of publia meeting to be guaran \teed. -The English papers show * bad state of affairs in the manufacturing districts. Daring Friday and Saturday last fi rte on hundred per? sons were relieved at the Blackburn office, and -daring the five previous days there was an ?venge of eighty per day. Gloomy and dis? tressing accounts of the hornes of the opera? tives are given by those in the habit of visit ng, and the prospect ie in no respect reassur? ing. There ie a tendency in favor of emigra ition among the operatives. We have already alluded to tho appear? ance in New York, last wcok, of a journal entitled The Imperialist, openly advoca? ting monarchy in Amorioa. " For the ?first time in the history of the United "States," says the prospectus of this publi? cation, " an American, journal dares to "produira as false, and pernicious in their "influence, the Democratic dogmas of 'Pop "ular Sovereignty* and 'Equality;' and to "demand that, on tho ruins r f this unfor? tunate Republics shall be reared the firm "and substantial structure of an Empire." This is certainly plain spoken and unmis? takable in its meaning. We quote further : "The conductors of this journal believe De? mocracy to be a failure. Though theoretically plausible, in its practical workings it has been found totally inad?quate to tho wants of the Att?rioan people. "We believe that the national faith, if left in the keeping of the populace, will be sullied by the snre repudiation of the national debt, and that sn Imperial government can alone protect the rights of national creditors. "We believe that an Imperial government, in its paternal relation to the people, will care equally for all citizens, and, while guarantee? ing security to the rights of capital, will zeal? ously protect the interests of tho industrial classes. "We believe that the Republic means law? lessness; corruption, insecurity to person and property, robbery of the public creditors, and civil war ; that the Empire means law, order, security, public faith and peace." The Imperialist, a oopy of whioh is be? fore us, presents the appearance of some? thing more than an April joke. It is a handsome sixteen page paper, published evidently without regard to cost, and con? tains, among others, the advertisements of several of the leading publishing and bank? ing houses, and financial institutions of New York oily. But this is not the only indication of the drift of publio opinion. The New York Citizen announces the ap? pearance of another similar journal, to b?ar the name of the Empire, but whioh we have not. yet seen. Aeoording to the Citizen, these publications are the organs of a Beeret political organisation, known as the T. C *. o.j_wbloh extends ever a large part of the country, abd lnuiua." among nu u,,.;Mi many leading and influential politicians, of both parties. Are not these things, indeed, the clatter of hoofs, that warns us of the speedy coming of the Man on Hersebaek ? Standard LXtcraSare. Amerioa has taken ef late a great stride In the broad domain of standard lite rature, and the popular editions of th? standard works of romance, poetry and the ane arts, now being issued, are exhausted as soon aa their name and price are known. Mesara. D. Appleton & Co., of New York, were the first to enter the field. They saw that the publio mind needed something more than cut-throat novels and sensuous lalee, and recognizing the fact that a de mand could be created by making the sop ply abundant, they devoted their large Experience and vast resources to the publi? cation of cheap editions of the English and Continental classics. At prices ranging from.twenty-five cents to one dollar, Apple? ton & Co., have issued reprints of the works of the most noted poets and novelists of the century, each edition being as cor? rect in text and as neat in its typographical appearance as though it were to be sold at ten times the prioe. We feel that the Appletons are doing a good and noble work. To them is due the oredit of the whole movement, for had they not taken the lead the issue of " popular editions " could never kave become what it now is, tho great feature of tke American publish? ing business. TUE WAVERLEY NOVELS. This is an edition of the Waverley no vela, printed on fine paper, with olear type, the text being that of the latest Abbotsford edition. The set consists of twenty-five volumes, of which twenty-two have already been issued. Each volume is complote in iteelf.and costs twenty-five cents. Another edition is also issued, to consist of six volJ urnes, of whioh three have appeared. The first contains Waverley, Ony Mannering, Kenilworth, and Ivanhoe. The second : The Legend-of Montrose, Talisman, Anti* query, Red Gauntlet, and Ronnn's Well. The third : Tke Bride of Lammermoor, The Abbot, Betrothed, and Peveril of Ike Peak. These are printed from tke rame plates ai tke unbound edition. They are well illustrated, and are very handsomely bound ia green and gold. A lotter which we print this morning, dated Abbeville, thc 4th instant, contains the fullest particulars whioh we have yet received in regard to the negro enlistments in Abbeville District.
