BOW IN VANDERHOU3T-STREET.-ThOrO WOTO a thousand and ono rumors afloat yesterday about a row that occurred in Vanderhorst -atreet on the night previous, at twelve o'clock. Oar reporter put on bis "seven league boots' and diligently traversed that section of the oity, to ascertain the truth of the fray, and after hearing the testimony pro and con, found that the whole matter amounted to a promis? cuous fight between some United States sol? diers and colored men, of which a dusky wench Was the moving cause. One of the boys-in blue iked a pistol, which did no harm. The colored jid.cemon "bagged" one of the "ao gors,v who resisted like a Trojan, but was forced to ^ , mb and be taken to quarters at the calaboose. A pieoe of the silver is also daily expected from a party in Illinois. Rumored, that several incompetent magia trates are to "go by the board" this week. Mr. J. T. Maher, of this city, baa received from Mr. E. D. Woodruff, of Philadelphia, who participated in our last annual Fire Depart? ment parade, photographs of the Weooacoe Hose Company of Philadelphia, for the Pioneer, JEtna and Palmetto Fire Companies here. The rapid and frequent striking of St. Mi obael's clock yesterday afternoon WAS caused by the weight having run down. The chimney attached to the premises of r. Holmes, ia St. Philip-street, biaz dont on iturday, causing a slight alarm of fire. The docket of the Mayor's Court on Satur? day showed a large increase in business of a trifling nature. The police made a descant on a colored gambling house in King near Queen-street, last evening, half-past nine o'olock. The decks /were swept, and the participants "bagged." The premises of Mr. J, S. The munioipal maddie is no nearer eolation now than it waa three weeks ago, and all the efforts of Oovernor Scott have failed to pro dace any effect on either tbe Pillsbury or the Mackey faotion. The Governor talked and cauoassed with his usual ease and elegance, but, to uso the language of one of tho irate Radicals, " He is a dead oook in the pit," and has no influence whatever with the warring chieftains of the oity "rings." One flank movement Governor Scott did attempt in the shape of an amalgamation dinner, at whioh all the Aldermen were to be present, with? out relaid tu raoe, color or previous condition. But the dinner proved a brilliant failure, for the very parties who were most wanted failed to make thou* appearance. The entertain? ment, therefore, like other entertainments of a less equivocal and more sacoesstul character, ended in smoke, and the would-be peacemakers were left to their own devioes. Several propo? sitions meantime had been made, however, by the Mackey party. They say that only two of their '-Ten" were candidates for office, and that one of tho two has since withdrawn. They de? clare their willingness to intioduoe an ordi - nanoo providing that no member of th? Board ot Aldermen, and no rela? tive of any member, shall be elected to any city office; also that no Alderman shall be allowed to take any contract for oily work, or be permitted to furnish any of the city sup? plies. Such au ordinance they say they are willing to introduce if the Pillsbury party wdi voto for it. They say also that if Mayor Pills? bury will admit the right of the majority to pass any ordinances they may think proper to introduce and will put them to the vote, they will vote down all the ordinances already pro? posed by themselves, and will simply intro? duce a police bill, giving the election of the members of the force to the Counoil. None of these propositions, however, were entertained: The Pillsbury party, which now consists of the Mayor an d Aldermen Ged? dings, McKinlay, colored, Howard, colored, Potter, Cunningham, Holloway, colored, and Collins, stands firm, and is not disposed to surrender. The members say that they can? not trust the other side, and are apprehensive that they would not keep their pledges. The Mackey party rejoin by declaring that they want no public office, and that the Pillsbury people orave public plunder. They say that Holloway wants his son to be a lieutenant of police, and Howard wants his son to be Street Inspector. They say, moreover, that they want to seleot none but Southern men, while the Pillsbury people want to run in Jenks, Taft, Willoughby and other Northerners. Jenks is bent on being City Inspector, and means lo make a desperate push for the place. Wearied with the struggle, the Mackey porty determined on a coup d'etat. This was no less than a proposition for all hands to resign. The Pillsbury party could not see it, and it is hardly likely that the Mayor, who fought so long for bis seat, would give lt up because his opponents in Council were willing to eject themselves from offtaa. It was hinted that the move was all gammon, when the Mackey party at once drew up tho following formal proposition, a copy of whioh has been sent to the Mayor : CHARLESTON, S. C., JUDO 5,1869. To the Honorable Gilbert Pillsbury, Mayor of \ Charleston; J. D. Geddings, Esq.. Alderman Ward No. 1: Wm. McKinlay, Esq.. Alder? man Ward No. 2; Robert Howard, Esq., Al? derman Ward No.9; L. T. Potter, Esq., G. I. Cunningham, Esq., and R, Jf-^"HOWfl??, Esq., Alderman Wttr? Ivb. 6: GEN TLEMEN-In view of the present "dead lock" in the Board of Aldermen, produced by your persistent refusal to participate in the de? liberations of the same, thereby seriously ob? structing the public business and injuring the oredit of the oity, we, the undersigned, mem? bers of the City Council of Charleston, propose as a fit and propel solution of existing difficul? ties: 1st. That the Mayor and all the Aldermen shall resign their seats, such r?signation to take effect so soon as their successors shall have been duly elected and qualified. 2d. That in order to carry out the above stipulation as speedily as possible, the City Counoil shall forthwith order an eleotion for Mayor and Aldermen of Charleston, such eleo? tion to be held on Monday, the twenty-first day of June, A. D. 1869. We trust that these propositions will be promptly accepted, as they but recognize, in the accustomed mode, the right of the people to sit in judgment upon the conduct of their representatives. The people expressing their will through the ballot-box constitute the highest tribunal known to a repubbcan government. As Republicans, wo are willing to abide their verdict, trusting that they will happily seleot servants who will aot in harmony for the pub? lic good, and secure an honest, faithful and economical administration of the city govern? ment. Very respectfully, JAMES F. GBEENE, Alderman Ward No. 1. E. W. M. MACKEY, Alderman Ward No. 2. DAVID BARROW, Alderman Ward No. 8. T. J. MACKEY, Alderman Ward No. 8. W. R. H. HAMPTON, Alderman Ward No. 4. LANCELOT F. WALL, Alderman Ward No. 6. PHILIP M. THORNE, Alderman Ward No. S. EDW ARD P. WALL, Alderman Ward No. 7. Thia paper is signed by all of "the ten" ex? cept Brown and Small, who are understood to be willing to resign if the rest do. The question is what will the Pillsbury party do? They eeem to have the power to prevent a meeting of Conooil, and we can do very well without one. Why should they resign? If they are in the wrong they will not be re-elect? ed, and had better stick. If they are acting conscientiously for the good of the city, why deprive the city of their sei vices ? It seems most likely that Mayor Pillsbury will make up hit mind to etty, whatever the other tide may do. We pay the money and he takes hit choice, but it is nose of our funeral I . -? rf. ?? : ? ,,. KEROSENE ACCIDENT.-A kerosene lamp ex? ploded mst evening over the store of Mr. D. W. Mr. Goetjen was slightly burned on the arms, trying to assist his wife. The engines were oat, sup? posing that a fire bad broken out. SOUTHERN FROG RESS.-That the Southern mills are improving rapidly the quality and tex? ture of the fabrics whioh they produce is shown by tbe samplet whioh are found in our stores.
