There is no prohibition of the landing of such persons in the United States. Furthermore, the aot can only be construed as forbidding the trans? portation ef ooolies who have been drug? ged and kidnapped, since the fourth seo tion provides that nothing contained in the aot shall be construed to apply to or affect any free and voluntary emigration of any Chinese subjects, or to any vessel oarrying suoh person as passenger on board the same.
