-A new self-cancelling poe tage ?tamp bas
recently been invented. The paper on which
the stamp-bead is printed is first wet in a
oheap chemical eolation. The stamp is theo
grimm ed and perforated aa formerly. When
parchase i the stamp is moistened as usual and
attached to the letter. But when the poelof
fice clerk takes np the letter to sort it from
others for different States, on his right hand
thumb is a small coat on which is a sponge with
a feodor, which is soaked in another ebemlcal
solution, kdpt secret for governmental reasons.
As the clerk takes hold of the letter to throw
it ande, his thumb oomes in contact with
tire ?tamp; an instantaneous combination
takes plaoe, auda defacement comes out much
superior io the present ink. This cancel
lation eau ouly effaot the stamp which is
prepared; for if the thumb sponge wet the en?
velope, it dries off without a mark. By a
similar process ravetme stamps are prepared.
The stamp presente the same appearance as
the present one. haring been only eoaked in
tho prepared water previous to printing; then,
when dry, a coa'mg of gum ia applied over a
stencil plate, leaving the words "paid," "can?
celled," "?. 8. " or any of their equivalents.
When the stamp is run throagh the perfora?
tor, it also pass?e through two bi ff ere whare
a powdered preparation is rolled in. When
wanted for nae, by wetting the stamp, as for?
merly, the saliva acts as an agent, eombinea
the two chemical preparations, and immediate?

member of tbs eommunity, white or black,
will rejoice with ns at so quiet a tarn ina |
tion of what at one time threatened to be a I
troublous affair; and the citizens are justly ;
gratified that all that it was possible to do
has been done to redeem a r?putation for
hospitality which had been so sadly tar?
nished by the riotous doings on a previous
occasion.
That the visitors in this ?nstanos were
spared the insults and injoriea to which
to ey were ono? before .abjected, was, we
hold, due, and due only, to-the determina
tion so plainly evinced by the whole mass
of the white population that protection
anonld be afforded, at any cost, to those
who had become so peculiarly the guests ot
ihe eommanity. And in saying this, we intend
to cast no reflection opon the manhood or in
tegrlty of the individual members of the
polios feroe. That body, for aught that we
know to the contrary, may he composed ot
men a? brave and as faithful to duty as could
be wished. Bat we do say, that the efficiency
of the po ice ' organisation has been im
paired to a degree hitherto unknown in th.
history of the oity, by partisan influences;

had either) of whites and blacks alike
Who believes that Mayor Pillsbury would
in any case dare to level his Winchester
rifles at a mob of the black men, whose

How Shall We kt edee so tbe State 1 .
Prudent men throughout the State are
already canvassing the prospects of an anti
Radical or Demooratio success in the elec
lions which take place in South Carolina in
the fall of 1870 This is looking a long
way ahead, but the Radic?is are thorough?
ly organized, whatever toeir internal dis?
sensions, and it is admitted that they can?
not be thoroughly defeated without ample
preparation, united action, and steady
and continuous work. 7 J do not, we be?
lieve, exaggerate or misinterpret publio
sentiment, in aaying that there is a general
recognition of the fact that a complete over?
throw of the Sooth Carolina Radicals in
1870 is absolutely necessary for the peace
and prosperity of tbe Mate. Among re?
spectable men there is so far no difference
of opinion, but there appears to be some
doubt as to what plan of battle will most
certainly be Encoessful It is agreed that
we must win the fight. The question is bow
may we win it ?
The Edge-field Advertiser, a staunch De
mocratie newspaper, published in E igefieid
County, is anxious that the D?mocratie par?
ty should at onoe be put upon a war foot?
ing. It says, emphatically : "We mast tri
"umph in 1870. We mast eleot oar men; bnt
"our saying so will not make it eo. Oar
"success depends upon the organization of
"our party, and the collection of men and
'-material* for the great straggle at the bal?

this passage is taken conelades with these
words :
' Oar adversaries are evidently wide awake,
and in the last twenty days numbers of their
leud?is from all parts of the State have been
seen at our capital. Some important change

before tbe Grand Army of the Republic, ihe
Radials are undoubtedly m iking pr?parations
f?r tho campaigu or 70. Tbey are in power,
and like vultures ate feaetioe upon the very
vitukof our oppressed State. What can we
do? Brave m n, honest men want to know
what eau be -done to ward off the dangers
which surround them. Everything is contain?

mocracy mast get to their work before it is
?toa late. Let oar committees be formed; let
oar bauners float at every cross-road; let the
heavens ring with be songs of peace. Democ?
racy and purity: let oar documents be printed

crats number thousand*. If the work of or?

action and less talk there will be no doubt as
to the triumph of the D?mocratie party in
1870."
This is one view of the matter, and is
widely difieren from the position taken by
the Wionsboro' News, hitherto a D?mocratie
paper, which says :
"The party which achieved its first viotory
n Virginia, in the election of Walker, and bas
mw achieved a second victory by elec ti nc Sen- 1
er Governor of Tennessee, is ene, call it by .
rhat name we please, that we propose to co
ap?rate wi Lb in thc fatnrt. It it r-jHy be the
Administration party, rt pro ra ieee well fer the
entire Union, end we will support Grant and
his administration as Jost about the best thing
ws can see we can de.

.The difficulty io this State of electing ont.
and-ont Democrats, as such, to office, can be
easily inferred from a statement made by tbe
Richmond Dispatch, viz: that the Wells ne
groes of an African church 'hare expelled all
members who roted for Walker aa Governor of ]
Virginia.' The negroes, doubtless, bold it as
an article ot orthodox faith that all negroes
ahould vote the same ticket, under penalty of j
eternal damnation. It will be long before their
race here learn any better. Bouning no can?
didates is, therefore, the best policy to be pur?
sued by intelligent men in our next election,
but at the same time getting the Republican
party, or a portion of it, to nominate such men
as they can cheerfully Tote for. Bise look for
defeat by a solid negro vote."
Of oourse the precedent cited by the
Winnsbero' paper would tell sgainst its own
policy. If the negroes hold it as an artiole
of faith to vots for the esme ticket, and if it
will be long before their raee h ere learn
any better, what is celled a Conservative
Republican movement would not prosper in
South Carolina. No such movement cmld
suooeed unless it could attract enough negro
votes-outside, of the negro votes which
will be east for any tick ;t that may be sup?
ported by the respectable citizens-to coun?
terbalance the white votes that will be lost ]
by the adoption of any other than
straightforward Democratic white man's
platform Indeed, it seems to us that this
third party movement would be hazardous
in the extreme, the more especially as the
most earnest Republic ?ns in the State are ,
beginning to confess their disgust with the
corruption and iniquity of the Radical
party. Take the Orangeburg Newe as an
example. This has been an out-and-oat
R-tdical paper, bot edited with ability and
deeenej. It has fought hard tc make Rad?
icalism respectable, but it has fail*i, and
frankly confesses its failure. - In Its issue ef J
Saturday it says: "We have become dis
"gusted with the corruption existing in this
'.(Radioal) organisation * * * and
..avow tbs determination of the Orangeburg
?.News te support any organisation that |
"pledges itself to universal suffrage and uni
"versal amnesty, and what we mean by this
"is teat everybody should be permitted io
"vote and hold offioe." There eould be no
better evidence than this that the Radical
bark is among the breaker?; yet some tew
of our people would have ns to compromise
with unrighteousness, and repeat here the
experiment tried in Virginia.
What has been the result of the attempt?
ed fusion of the Republicans and Democrats
in the "Old Dominion ?" The third party
movement waa so far successful that a large
majority of the Walker oandidatea were
elected 1 his was well enough. But now
the Radical wires at Washington are pulled,
and it ia more than hinted that every officer
elect must, before taking his seat, swallow
the "iron clad oath." When the member elec
cannot take the oath, the seat is given to
the candidate ('hat ia the Radioal) who re?
ceived the next highest Tote. This is the
game that was played in the Congressional
Simpson were elec ed by rousing mijori
ties, but they could not take the "iron-clad,'
and their Radioal opponents were allowed
to take their seats. This is the way that
the Radioals arc managing ia Virginia. No j
wonder is it that the Walker party is des?
pondent. And it is a poor consolation to
them that the incorruptible Democrat
should feel that the Democracy will carry
the State in 1872, and permanently there?
after.
Tnese things should be weighed well by
our people. Compromises are always dan?
gerous, and are seldom productive of good.
But we must carry the elections of 1870.
